YC Minutes 08-30-2022 CITY OF FEDERAL WAY YOUTH COMMISSION th Tuesday, August 30, 2022 Forest Lounge 12:30 p.m. Federal Way Community Center MEETING MINUTES The meeting was called to order at 12:36pm Present: Alexandre Milsten, Ankit Gowda, Bryan Aguillar, Justin Lowy, Niko Manjares Absent: Andy Deo (unexcused) Mary Allison Wood (unexcused) Staff: Kim Ledyard (Community Recreation Coordinator), David Clemons (Dumas Bay Manager), Ashriya Guptar (Administrative Assistant) PUBLIC COMMENT No public comments. TRAINING All commissioners participated in Training from City Attorney Joanna Eide. Attorney Eide explains that Commissioners are now Public Officials. Training is intended to familiarize Commissioners with gov’t transparency laws. Open Gov’t Laws shine light on the government - they are intended to give the public visibility into the gov’t. Public access to government records and open meetings- increases accountability and reduces risk of corruption. OPMA- allows the public to view the decision-making process. Meetings of public bodies to be open to the public, “gavel to gavel” Public Records Act- allows public records to be open to the public. The State of Washington has one of the most open and transparent Public Records Act. YC Goals - promote leadership skills and the communication of ideas of youth. COMMISSION BUSINESS Recruiting New Commissioners Commissioner Bryan brings up the Federal Way High School Back to School Block Party on September 11th, he suggests that the Youth Commission participates in the event to try and recruit new members. If they were to participate in the event; they would need to rent a booth and create flyers/advertising materials for the Youth Commission. Commissioner Justin suggests renting a booth at the local Farmer’s Market to try and recruit members. Commissioner Niko asks what incentive there is for new members to join the commission. Ledyard explains that commissioners are now able to count the time spent at meetings and commission related business towards their required community service hours to satisfy their graduation requirement. th Youth Commission, August 30, 2022 Page 2 Raffle Donations Commissioner Bryan asks about the Raffle Basket and what it is. Ledyard explains that the raffle basket will help raise funds for the commission, and raffle tickets will be for sale at the FWCC Front Desk. Clemons informs the commissioners that the theme for this year is Fall/Winter, and that all raffle basket items should be donations (no money is to be spent on the basket items). Commissioner Alexandre has contacted Wild Waves for a basket donation and he is waiting for a response to see if anything can be donated. Commissioner Niko suggests creating a flyer for the raffle to help advertise it at their promotional/outreach events. Workplan Discussion Clemons explains that commissioners will be developing a workplan for their term this year. They will need to work from their work plan while conducting any commission business. Ledyard gives the idea of breaking up into sub committees to discuss different work plan items. Chair / Vice Chair Appointment Chair Ankit motions the vote for Commissioner Bryan as Vice-Chair, all commissioners vote in favor.
