Proposal Removal of a+/-75-foot fir tree from a single-family residential lot that was damaged during a wind storm several years ago.The tree is leaning and poses a danger to the nearby structures.Based on an arborist's assessment,the tree can be blown over and should be removed. Decision The subject property is located within a Geologically Hazardous Area(GHA), erosion hazard area.Any vegetation maintenance and/or tree removal is subject to review by the Community Development Department and director's approval.The department has issued Interpretation#10-01 that provides clarification of the proper procedures and decision criteria for removal of vegetation within identified GHAs. In addition,the property is located within the Urban Conservancy shoreline designation and within the required 50 ft. shoreline setback and vegetation conservation area.No more than 15 percent of the area with existing native shoreline vegetation shall be cleared.Trees determined by the city to be hazardous may be removed. Pursuant to Interpretation#10-01 and FWRC 15.05.090(3)(e),the City determines the tree to be dangerous and hereby authorizes,the removal based on the conditions below. Conditions of Approval 1. Tree removal is limited to hand tools and hand powered tools. 2. To the extent possible,tree roots of the above-mentioned tree is not to be disturbed in completion of this work. Tom Goetz is the arborist that looked at the tree on 8/12/15 verbally told me that the tree should be removed. He answered some of my questions about a large camellia, and the other trees on my property, and gave me a verbal estimate of the cost to remove the subject fir in accordance with the written RFP I provided him. The tree is on a 50 ft. wide residential lot The tree is about 75 ft high. When the tree falls it will fall Northerly, and in my estimation will brush the large fir in its falling direction and fall into or brush the neighbors second story porch. During last weeks gusty Southerly windstorm the subject tree was waving precariously northerly toward my neighbors house. I recently had an arborer assess the subject tree's condition and he agrees with my Engineering assessment that the tree will be blown over at some point and should be removed. I plan to have the tree removed by a professional licensed logger, in early September, and I have in hand two bids to do the job. I have lived at this residence since 1970 and know the type of weather conditions that are a danger to the trees. The weather danger to the subject tree is primarily a gusty Southerly or a steady large Northerly wind. The wind last week was a gusty Southerly of about 40 MPH,not quite enough to displace the tree. It's OK with me if you want to view the tree close up. Let me know when you will be on the property, and when you have been here. Sometimes I am home during the day. I'd appreciate having my permit expeditiously finalized because the autumn storms are steadily approaching.
