Pursuant to Federal Way City Code(FWCC) Chapter 22, Article V,"Process II,"the application is hereby approved. CONDITION Prior to approval of any certificate of occupancy, the applicant shall add two parking spaces to the site to provide for the increase of one dwelling unit.The new parking spaces shall not be located in the required 20-foot front set back. ANALYSIS Proposal and Background. The proposal is for the renovation of the existing multifamily complex known as Whispering Hills,which was built in 1985.The site is being converted to condos. The site consists of 33 buildings, along SW 352nd Street and 25th Avenue SW and is accessed from 20 Avenue SW. The rental office/manager's unit shall be converted to a duplex.The other buildings consist of duplexes and fourplexes. There are a total of 111 dwelling units and the number will increase to 112,due to the conversion of the rental office.The proposal calls for converting some carports to garages. Parcel Number(s): 176150-0010, et al Application Received. March 22, 2007 (followed by resubmittals) Site and Zoning. The site is completely developed with the buildings described above. The site is zoned RM-1800 (Residential Multi-Family with 1800 square feet minimum per unit).The zoning to the north and west is RS-7.2 (Single-Family Residential).The zoning to the south is RM-1800 and RM-2400. The entire area is developed with houses or multi-family developments. Parking. There are currently 64 uncovered parking spaces and 102 covered parking spaces for a total of 166 parking spaces(per the Alta/ACSM Land Title Survey). The proposal calls for the conversion of some of the carports to garages. The conversions will result in 62 garage spaces,49 carport spaces, and 55 uncovered spaces, for a total of 166 parking spaces, with no change in parking. The parking requirement per the RM Zoning Chart is 1.7 parking spaces per dwelling unit. With a total of 112 units, the parking requirement is 191 parking spaces. Although the site is underparked,this is acceptable, as it was approved under King County,prior to incorporation of the City.There will be one new unit created by the conversion of the rental office to a duplex. The new parking spaces shall not be located in a required 20-foot front set back(pursuant to FWCC 22-1135(2)(a)). Community Design Guidelines. The project has been reviewed in terms of the Community Design Guidelines,FWCC Chapter 22, Article XIX, and found to be in compliance. The existing buildings,built in 1985,are plain-looking. The applicant submitted elevation plans and the basic layout of the buildings, along with photographs of the current appearance of each building.The architect has shown the addition of craftsman-style details,trim,windows, horizontal siding, and shingle siding.The architect has shown new gables,covered porches, dormers, etc.The changes will result in an improved,high-quality residential appearance. Landscaping. The site is already landscaped. Landscaping will be enhanced with no significant changes. Nonconformance.The site is not in conformance to current standards for parking,but the proposal will not exacerbate the nonconformance (as long as two parking spaces are added for the new unit). The proposal does not exceed any threshold which would require the site to be brought into conformance. Interdepartmental Review. hi addition to review by Community Development Services, the project was reviewed and discussed at a meeting which included staff from the Public Works Department,Lakehaven Utility District, and the Fire Marshall's Office.There were no comments from the other staff. PROCEDURAL INFORMATION The date of the decision is May 17,2007.The decision may be appealed in the form of a letter delivered to the Department of Community Development Services on or before May 31,2007,by any person who submitted comments or received a copy of this decision,that is,any party of record(FWCC 22-368). Since you are the only party of record,you can waive your right to appeal this decision,in which case it shall be effective immediately,if all fees are paid.The City must receive this waiver in writing. Exterior renovations include: new vinyl siding over T-I-II siding, new windows and roofs and repaired decks. All design elements will be built to reflect a"Craftsman" style, which will be attractive and better aligned with neighboring single family residences. Use There will be no change to the use for the residential units; the proposed project converts the property from rental apartments to condominiums. The rental office will be converted to a 2 bedroom home and a unit in building 29 will temporarily house a sales office during the sales phase. 1 accessible parking place will be striped for sales office use. Site Design No changes are proposed in parking or building coverage. All native vegetation bordering the site perimeter will be preserved and low(<40") yard fences will be added. Certain concrete walkways from parking areas to buildings will be removed to increase landscaping in front yards. Traffic slowing devices are being looked into and would be reviewed and approved by the city. Structure Design The footprint of the structures will not change, although new dormers, entry roofs and gables will be installed to match the Craftsman look. See blueprints for details. Bedroom windows will be lengthened as per attached drawings. An option for wood-decked patios approximately 8x10'will be offered to home buyers. These patios will be less than 30" off the ground and will require that an existing window be converted to a swing door.
