Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee(DRC)held June 10,2004. We hope that the information discussed at that meeting
was helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the City's Planning and Building
Divisions and Public Works Department,and representatives from Lakehaven Utility District and Federal
Way Fire Department. Some sections of the Federal Way City Code(FWCC)and relevant information
handouts are enclosed with this letter. Please be advised,this letter does not represent all applicable
codes. In preparing your formal application, please refer to the complete FWCC and other relevant codes
for all additional requirements that may apply to your project.

PROJECT DESCRIPTION
The preapplication involved the proposed addition of a 12-foot x 42-foot manufactured building at the
northern side of the west end of the site,replacing an existing storage container unit. Elimination of one
parking stall is proposed.
DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the
preapplication conference. Each section should be read thoroughly. If you have questions,please contact
the representative listed for that section.

A) Land Use Review Process—The zoning of the subject site is Community Business(BC).The BC
zoning district permits retail establishments selling household goods and services pursuant to the
development regulations identified in Federal Way City Code(FWCC)Section 22-751 (enclosed).
There appears to be additional parking stalls and a second manufactured building located on the site
that were not included on the 1988 King County approval. Process II(Site Plan Review)will be
required to review and approve both the west side parking stalls, existing manufactured building,and
the proposed new manufactured building. Based on this, a total of 1,008 square feet are proposed to
be added to the subject site containing an existing 10,080 square foot commercial building.
A development requirements checklist and master land use application are enclosed along with
applicable code sections. Building permits can be issued after Process II approval is granted.
B) State Environmental Policy Act(SEPA)—The 1988 project would have gone through environmental
review under SEPA. With the addition of 1,008 square feet in the two manufactured structures and
the establishment of the 10 new parking stalls at the rear of the site,the project can be considered
exempt from additional environmental review pursuant to WAC 197-11-600(4).
C) Application Fees—The project as proposed requires the following land use application fees:
Process II $1,745.00
Less Preapplication - $ 389.00
Total $1,356.00
Other fees for building permits and Public Works review and inspection are required.
D) Nonconformance—Pursuant to FWCC Section 22-334(3), if any structure or improvement does not
conform to the development regulations of the FWCC, and an increase in gross floor area is
proposed through a new and separate structure,the applicant shall comply with all development
regulations applicable to the geographic portion of the site on which the new structure and any
related improvements are proposed. The two manufactured buildings and parking stalls on the west
side of the site must meet FWCC structural setbacks,required parking, landscaping,design
guideline, and garbage and recycling facility development standards identified in Section E,F,G,H,
I,and J as discussed below.
E) Setbacks and Height—There are no structural setback requirements for the retail building. Be
advised that perimeter landscape requirements call for five feet of Type III landscaping along all
perimeter lot lines.These landscape requirements supercede required yard setbacks in the BC zone.
The site plan depicts the manufactured buildings setback 10 feet from the property line, which meets
setback requirements. Maximum height is 35 feet above average building elevation. The
manufactured structures meet this requirement.
F) Parking stalls—Pursuant to FWCC Section 22-751,one parking stall is required for each 300 square
feet of gross floor area. With the 10,080 square foot main building,the 560 square foot existing
manufactured building, and the 504 square foot proposed manufactured building, a total of 11,144
square feet of gross floor area is established requiring 38 parking stalls.The site plan depicts 28

parking stalls are provided on the east side of the building, and 10 parking stalls on the west side of
the building.
The formal application must depict the required number of parking stalls provided on the subject
site. The"new"west side parking stalls must conform to the requirements of the enclosed FWCC
parking stall chart.Please be aware that required interior parking lot landscaping must be provided
for the west side parking stalls unless the applicant requests a modification to parking lot landscape
requirements as identified below.
G) Perimeter Landscaping—The north property line,adjacent to the new structures,and the west
property line are required to contain a five-foot wide strip of Type III landscaping. Type III
landscaping is a mixture of evergreen and deciduous trees, large shrubs,and groundcover,
spaced to provide a visual buffer creating a partial visual separation as described in FWCC
Section 22-1565(c).Existing vegetation may already meet the perimeter buffer requirement.A
preliminary landscape plan prepared by a licensed landscape architect in accordance with
FWCC Chapter 22,Article XVII,"Landscaping"is required as part of the Process II submittal
and must demonstrate how the code requirement is met.
H) Interior Parking Lot Landscaping—Pursuant to FWCC Section 22-1567(b)(1)(a),commercial
developments shall provide 20 square feet per parking stall when up to 49 parking stalls are
provided.The submitted landscape plan must provide calculations for how this requirement is met
for the 10 new parking stalls located on the west side of the site. Include the square footage of each
west side interior parking lot landscape island.All landscape islands within parking areas shall use
drought tolerant trees, shrubs, and groundcover.
I) Community Design Guidelines—Pursuant to FWCC Section 22-1632,applicants for remodeling or
expansion of existing development shall meet only those provisions determined to be reasonably
related to the area of expansion or remodeling.As such,the two manufactured buildings must
comply with the following Community Design Guidelines:
• Project design shall strive for overall design continuity by using similar elements throughout
the project such as materials,colors,and textures.
• Pedestrian connections between the proposed manufactured buildings and the main building
must be established pursuant to FWCC Section 22-1634(d)(3).
• Blank walls over 240 square feet in area must meet the blank wall screening requirements of
FWCC Section 22-1564(u). Landscaping can be used to screen the blank walls or applied
architectural details can be added to meet the requirement.
J) Garbage and Recycling—The proposed site plan does not address relocation of garbage dumpsters
currently placed on the west side of the site.The 1988 site plan contains a trash/recycling facility on
the north side of the site.The formal application must provide trash and recycling facilities as
described in FWCC Section 22-949. The trash enclosure area may not be located within landscape
buffer areas; must be screened according to the landscape chapter; and must be architecturally
consist with the design of the primary structure on site.

Building Permit Requirements
1. Submit complete application obtained from packet.

3. Submit N/A copies with King County Health Department approval stamp for all projects,
which include food service facilities, septic systems, or other elements within the project,which
require health department approval.

4. Wet stamp and signature on all sheets of plans and cover of calculations at submittal.
5. First comment letter can be expected within five to six weeks of submittal date.
6. Recheck will occur in one to three weeks after resubmittal.
7. Federal Way has an expedited review process.Information is available at the front counter.
8. Plans for all involved departments will be forwarded from Community Development Services.
9. Separate permits are required for electrical,mechanical, plumbing,fire suppression systems, and
signs. Applicant may apply for separate permits at any time prior to commencement of construction.
10. Changes to documents shall be accomplished by one of the following methods: redline, 8'/2"x 11",
or full size sheets and submitted prior to plan approval.
11. When required, special inspections shall be performed by WABO approved agencies,or by agencies
approved by the Building Official prior to permit issuance.Construction must be approved by all
reviewing departments prior to final building division inspection.
12. All concerned departments must sign off before the Building Division will final.Building final must
be approved prior to the issuance of a Certificate of Occupancy(CO).The City of Federal Way does
not issue temporary CO's.
13. All construction projects may be required to have a pre-construction conference.If a pre-con meeting
is required,all subs,the general or representative,the architect or representative,the engineer or
representative,electrical contractor,and any other interested party,should attend this meeting.
Meetings will occur at the Building Division and will be scheduled by the inspector of record for the
project.
Site-Specific Requirements
1. The manufactured structure shall be designed and labeled for commercial use.
2. Provide at least one accessible entrance.
3. When two or more building are on the same property,they shall either be regulated as separate
buildings or shall be considered as portions of one building if the aggregate area of such
buildings is within the limits specified in IBC Chapter 5 and IBC Section 704.3.
4. Fire resistance rating requirements for exterior walls shall be based on distance from property
lines per IBC Table 601 and 602. If a firewall is required,the skirting around the manufactured
unit shall also be rated.
5. The manufacturer's installation guide shall be submitted with the building permit application.
