Regarding the mitigation for this area; we concur with his proposed mitigation of re-contouring of the existing slope in conjunction with further reduction of wall height. Since the current conditions are less than the original sight distance conditions, the current sight distance conditions must be improved to approximate the original conditions. The contractor chosen by Pageantry Homes will be required to perform this action. This work will be specified as a punch list item. The extent of re-contouring of the slope and further reduction in wall height on the west side of Military Road shall be determined by your engineer, with concurrence from the City of Federal Way Public Works Department. The recommendation of reduction of the posted speed submitted by Mr. Holderman would have to be approved by City Council. It is very doubtful that this recommendation will be favored by City Council, as the posted speed along this portion of Military Road is consistent with the remainder of this route. It has also come to our attention that the required streetlights along the Military Road frontage remain uninstalled. If streetlights are not installed by the end of this month, Public Works will begin the process of contacting your bonding company and arranging to have this work completed. Please address the following comments with your resubmittal. Street lighting—(Sheet E1.1) 1. The distance between the proposed street light A3 and the A2 (south of S 298`h Street) is approximately 250 feet, which exceeds the maximum allowable distance for an arterial as in Std. Dwg. 3-38. Another street light on the north corner of S 298th Street would provide adequate lighting and a better uniformity ratio. A streetlight mounting height of 30 feet would be acceptable for all lights, due to obstruction from the overhead electric wires. 2. The uniformity ratio is 10.46,which is significantly higher than the 3:1 required, per Std. Dwg. 3- 38. Provide a uniformity ratio of 6:1 or less in the calculations. This may involve the use of 250 W. instead of 400 W. lamps along Military Road S to obtain the desired uniformity ratio, along with the addition of a street light on the north corner of S 298th Street. The average foot-candles along Military Road must be at least 1.5. 3. PSE and King County must also concur with locations of all davit arms and fixtures, which must be located at least 10 feet from the live power lines. If the streetlight mounting height of 30 feet is too close to the existing power lines,provide written documentation for verification. Street lighting—(Sheet El) 1. Provide stationing for all streetlight and service cabinet locations. Verify the correct stationing of the power pole(A3)where the light is to be hung. 2. The stationing for the light pole south of S 298th is incorrect. The stationing needs to coincide with the centerline of Military Road. 3. To review, the sight distance analysis performed by Center Pointe Surveying involved the intersection of South 298th Street and Military Road South. The sight distance analysis measured post-construction distances as well as distances prior to Military Road re-construction. The analysis measured both stopping site distance and entering site distance utilizing AASHTO 2001 and the 1993 King County Road standards. The analysis looked north with a vehicle sitting on the west leg of the Military Road South/South 298th intersection, facing east. Setback distances from the Military Road South fog line varied depending on the site analysis criteria used. The results are as follows: *Before Hunter's Glen development AASHTO 2001 entering sight distance: measured 339', required 441' 1993 King County entering sight distance: measured 438', required 555' AASHTO 2001 stopping sight distance: measured 546', required 305' 1993 King County stopping sight distance: not measured, required 325' *Current Conditions AASHTO 2001 entering sight distance: measured 212', required 441' 1993 King County entering sight distance: measured 306', required 555' SE 1 1019 Pacific Avenue,Suite 906 Tacoma,WA 98402•(253)573-0040•FAX(253)573-0142 August 12,2002 Page 2 AASHTO 2001 stopping sight distance: measured 463', required 305' 1993 King County stopping sight distance: measured 439', required 325' *The required sight distance was based on a design speed of 40 mph. Please note that this design speed was utilized as you directed in your June 4, 2002 email (enclosed for reference). In addition, adjustment for lane width or grade was not considered in the analysis. As you can see, the field data clearly shows a reduction in entering site distance. The reduction is on the order of±130 feet (under both of the analysis scenario's). With that being said, I feel that it is extremely important to note that the field work also found that entering site distance was well below standards prior to any development work associated with the project. In addition, the field work found that stopping site distance exceeds the standards (under either scenario)before and after construction. As a result, although a reduction in stopping sight distance did occur, it is still well above minimum requirements established by AASHTO and King County. As a result, I would like to point out that the reduction in sight distance, in our opinion, is a result of a combination of factors, first of which is, the construction of the keystone wall along the west side of Military Road South. It is important to note that our approved plan set did not include the construction of any type of wall system within this area. It is my understanding that, without the knowledge of Sound Engineering,Inc, the site contractor was directed by the City's field inspector, Mr. Jim Pryal, to construct this wall. The originally approved road improvement plans required a 1:1-1/2 re-grade of the existing slope to allow for adequate grade transition within the city's R/W due to the road widening activities. It is our opinion that, had the work been constructed per plan, the reduction in site distance would have been less pronounced and/or possibly no reduction at all. The surveyors have indicated that it is the wall height, existing overgrown vegetation and the existing un-regraded slope that currently limits the entering sight distance. I believe that, previously, city staff recognized the wall was in fact a problem, as one of the past "punch list items" required removal of the first layer of brick off the top of the wall system. I believe this was done with the hopes that entering site distance would be improved. Again, without the knowledge of Sound Engineering, Inc. This brings us to your email dated June 14, 2002, (enclosed for reference) in which you stated, "the entering/intersection sight distance will need to be improved to as close to the required value as possible." To begin, we have evaluated a couple of different options to return the entering sight distance to the original entering sight distance of 339' for AASHTO 2001. It is our opinion, that, because this is health/safety issue, the 2001 AASHTO requirements should take precedence. Lastly, I want to clarify that it is not the responsibility of the Hunter's Glen ownership group to fix a sight distance problem that existed prior to the Hunter's Glen development. In other words, Hunter's Glen is not responsible for improving the entering sight distance to AASHTO or King County standards but only to the pre-development entering sight distance conditions SE 2 August 12,2002 Page 3 if it is deemed that the originally approved plans did not return the entering site distance to the pre-existing condition. However, we are amicable to coordinating the sight distance improvements with the City of Federal Way if the City would like to pursue a joint effort in correcting the substandard condition.It is my opinion, that re-contouring of the existing slope in �. conjunction with further reduction of wall height could improve the site distance substantially. As of May 15, 2002, the inspection fee is $15,758.78. Additional fees related to inspecting items on the attached punch list and review of as-built plans, must also be paid. A Maintenance Bond in the amount of 30% of the cost of replacing the materials covered by the Performance Bond shall be posted prior to the release of the Performance Bond. As an option, the existing bond or Assignment of Funds can be reduced by 70% in value to the amount required. This bond or assignment will be kept for a two-year maintenance period from the time of final project acceptance. Re-grout the flat top to prevent weeping and re-grout under the curb. CB 11 Provide thru-curb frame. This may require some modification to the driveway section. Re-grout under the lot drain pipe. CB 12 At present there is a solid lid. Lid is not of the locking type. The City may require a locking vane grate,or round locking lid. Sound Engineering will need to run elevations on CB 12 and CB 11 and provide the City with the lid elevations on both CBs. CB 13 Re-grout the pin holes under the outlet pipe and lot drain. To begin, as noted on the attachment, these issues have been addressed as "may be requested". As a result, we are respectfully requesting your review of these issues and provide us with a written response stating which issues must be addressed and why. Please note that we feel these issues are construction items that are outside the scope of the originally approved plans with the exception of item 7 which will be completed as part of the punch list. For example, items#2 & 8 are outside the scope of the approved plans while items#1, 3 & 6 are changes to the approved plans. Understandably our client, Paegeantry Communities, is requesting a clear explanation why these cost impactive items are being requested at this late date. As you may know, we have maintained a cooperative relationship with the city throughout the duration of the project. As an example, there have been past field related issues that have been resolved in a timely manner via joint cooperation involving our design and construction teams and city engineering staff. In fact, a storm drainage issue was resolved less than 5 weeks ago. At that time, after the resolution was agreed upon, we specifically asked Mr. Pryal and Mr. Jim Femling if there were anymore issues needing to be addressed, as we were quickly approaching the final plat phase of the development, we were told "no". I'm sure you can imagine our concern when these new issues were brought to our attention on Monday.
