MEETING MINUTES
Present: Chair Michael Campsmith, Vice Chair George Vadino, Karen Brugato and Sabrina Ettinger

Chair Campsmith called the meeting to order at 5:04pm.
APPROVAL OF MINUTES
Vice Chair Vadino moved to approve the June Parks and Recreation Commission regular meeting minutes as
written. Commissioner Ettinger seconded. Motion passed.
COMMISSION BUSINESS
2024 Comprehensive Plan Parks & Recreation Chapter Development
Staff Lewis provided information with context and ideas related to two upcoming related planning processes:
1) The development of a new Parks & Recreation chapter in Federal Way’s Comprehensive Plan and 2) An
update to Federal Way’s Parks, Recreation & Open Space Plan (PROS Plan). Staff Lewis stated that it’s
important that Parks & Recreation planning be consistent with other long-range planning that’s happening in
the City. In the upcoming Comprehensive Plan update that will be completed by the end of 2024 they are
proposing to add a new Parks & Recreation chapter; the current plan does not have a Parks & Recreation
chapter. It’s important that the comprehensive planning that informs city-wide planning for built and natural
environment is consistent with Parks Planning and vice versa. They should be based on similar growth
assumptions. This is a great opportunity for these planning processes to happen simultaneously. The
Comprehensive Plan is the Foundational plan for Federal Way’s building and natural environment over the
next 20 years; it needs to be updated every ten years. They are proposing that in order to ensure that new Parks
& Recreation chapter is developed consistent with the PROS Plan that they are developed simultaneously. The
PROS Plan does not need to be updated until 2025 and the Comp Plan at the end of 2024. One option is to
move up the time-line of the PROS Plan and have the Comp Plan Parks and Recreation chapter and the PROS
Plan update to be completed on the same timeframe and utilize similar resources. Staff Lewis had several
questions for the P&R Commission regarding possible new or priority topics to update in the 2024 P&R
Chapter and PROS Plan update. These may not currently be addressed in the PROS Plan but should be
addressed in the Comprehensive Plan. Staff Gerwen stated that staff agrees that the PROS Plan should be
updated early so that it coincides with the Comp Plan update. The PROS Plan update would be a standalone
document and it would also be the chapter in the Comp Plan. They need to be written slightly different. Staff
has contacted their consultant and are waiting for a proposal from them. Staff Gerwen asked the commission if
they agreed with this idea. Chair Campsmith agreed that it makes the most sense to update them
simultaneously and not duplicate efforts. Staff Niven stated that there is value to having a P&R chapter in the
Comp Plan; it legitimizes and puts Parks & Recreation at the same level when it comes time for budgeting.
The commission answered questions regarding which chapter format to use, how much the P&R Commission

stays involved/informed and whether or not the commission is interested in a joint-meeting with the Planning
Commission and if so which format would they prefer. They decided to join the Planning Commission at their
regularly scheduled meeting and it would take the place of the regularly scheduled P&R Commission meeting.
PUBLIC FORUM
Faina Morozov provided public comment regarding the Tree Lighting event. She suggested reaching out to diverse
local churches and asking them if they would like to participate in the event and sing Christmas Carols in their own
language. She would like the event to include diverse communities; this would bring a cultural feel of Christmas to
the event. Staff Hutton informed Ms. Morozov that the event is already planned for 2022. He stated that he would
talk to the Recreation staff regarding her idea and he requested that she send him an email with her request.
COMMISSION BUSINESS CONTINUED
Project Prioritization Matrix
Staff Gerwen would like the Matrixes submitted to him by October 12. The commission had the opportunity to
ask Staff Gerwen questions about the Matrix.
Red, White & Blues Recap
Staff Hutton reported that it was great to be back in person again. Both the Arts Commission and Parks
Commission did a great job. There were no major problems or incidents. There was a large crowd and the
music was great.
Schedule Park Tours
Discussion was held on whether to do Park tours this year or wait until Spring. The decision was made to wait
until Spring.
STAFF REPORTS
PROS/Comp Plan
This item was discussed during the 2024 Comprehensive Plan Parks & Recreation Chapter Development
presentation.
2023-2024 Budget
Hutton reported that the budget has been presented to Council. $15,000 did go to the Arts Commission. The
process was very smooth.
New Maintenance Shop/Mitigation
Some user groups of Steel Lake Park are going to be displaced due to the new maintenance facility. Those
groups are users of the Skatepark and baseball groups. Stakeholder meetings were held with each group. Both
of those meetings went very well and they were very supportive. They are working with the Skateboard group
to find another location for the Skatepark. The two ballfields are going away and improvements will be made
at another ballfield complex. The goal is to have the new skatepark installed prior to the old one being
removed.
OTHER BUSINESS
Commissioner Ettinger wanted to discuss the request to have a Menorah placed in a City Park. She stated she
doesn’t understand why the Parks Commission meeting is not an appropriate venue to discuss this but it’s ok
to discuss the Red, White & Blues festival. She stated that one of the responsibilities of the Parks Commission
is to discuss the things that happen in the Parks. Chair Campsmith stated that this has been discussed and his
understanding is that the commission has given their support in this but this is at the Council level. They are

the ones that will make the decision. It was discussed whether or not the Commission as a whole talked about
the Menorah and was it presented to the Council. Chair Campsmith stated that she had to get on their calendar,
Commissioner Ettinger responded that she did. Chair Campsmith asked what Councils response was when she
presented it to them. Commissioner Ettinger answered that they knew nothing about it even though she sent
them a letter. Discussion continued on this topic. Commissioner’s Brugato and Ettinger asked what the next
step is. Staff Hutton answered that there is no next step at the commission level. This has been talked about at
the Council meetings and it is in the City Attorney and Councils hands, it is not in the Parks Commission
purview.
Commissioner Ettinger gave staff Hutton two pieces of paper that were pictures of slides that had not been
updated with the current commissioner’s names and stated it was careless. She asked why the cards aren’t
updated. Staff Hutton answered that he wasn’t aware of this and they can be updated.
Commissioner Brugato handed out information regarding a 2022 tree giveaway by Sound Transit.
Commissioner Brugato thanked everyone for listening to the public comment given by Faina Morozov. Staff
Gerwen stated that he heard her presentation at the Arts Commission meeting Thursday morning and the
presentations were different. The Arts Commission presentation was more focused on Federal Ways Got
Talent and bringing back the winners. The presentation at the Parks Commission was more focused on
Holidays and particularly Christmas. The Tree Lighting event is a secular event; it’s bringing the community
together around a holiday tree. Staff Hutton and Gerwen had discussed what was presented at the Arts
Commission meeting and came up with some ideas that focuses on Federal Ways Got Talent.
