The photos you provided show two trees. In the interest of clarity the trees are identified as follows: the tree on the left and in the foreground of the picture(Tree#1); and the tree on the right and in the background of the picture(Tree#2). As no certified arborist report has been made,judged is based on the appearances of the trees by city staff. A site visit was conducted on March 15, 2012. Pursuant to Federal Way Revised Code(FWRC) 19.120.030(12)the director may authorize the removal of overhanging vegetation,hazardous trees and/or dead or diseased trees. DECISION The City agrees that Tree#2 appears to be dead or diseased and is leaning northward towards the adjacent neighboring property. Failure of the tree's structure could result in the tree falling and damaging private property and removal is hereby authorized. Tree#1 does not appear to be in dead, diseased and/or hazardous based on our understanding and visual appearances. The tree is leaning southward into the property and if failed would fall in that direction;which poses no threat to public health or property as the lot is vacant. There does appear to be damaged and possibly hazardous limbs that may be removed at your discretion with no further review from the city. Removal of Tree#1 is hereby denied;however,removal may be authorized if a report is made by a certified arborist declaring the tree is dead and/or hazardous. CLOSING This approval is limited to Tree#2 removal, identified on the enclosed picture. Only handheld tools may be used (including, but not limited to,handheld chainsaws). Use of heavy machinery shall not be permitted.
