Staff will try to make this happen at the November 15, 2022 meeting. ` CITY OF .� Federal Way Centered on Opportunity Adopted Strategies • Three, City Council adopted Strategy Areas for funding: 1) Address basic needs including housing, health, and hunger 2) Promote individual and community safety through prevention, intervention, and crisis services 3) Promote services that foster stability and self-sufficiency for families and individuals `CITY OF Federal Way Centered on Opportunity 2023-2024 HSGF Application ■Grants are for the period 2023 to 2024 ■Application period opened March 14, 2022 with a six -week application period ■Federal Way received 82 applications for funding, excluding one application that was withdrawn •78 applications were complete and submitted on time and from eligible applicants •The 78 complete, on time applications included $1,711,351 in requested funds, the highest cumulative request in the City's grantmaking history. ■The Human Services Commission participated in a three-part training in the spring including training on the evaluation, bias, and grantmaking with an equity lens ■Each Commissioner read and evaluated all 78 applications. ■Recommendations started from the quantitative average scores and ensure balance across the three strategy areas and service gaps, when possible, while maintaining a minimum of 40% for strategy area 1 (Basic Needs) `CITY OF Federal Way Centered on Opportunity Final Recommendations ■The Commission made two sets of recommendations ■One set included an increase in allocations, bringing the total general fund grant funding to $712,000 ■The other set is based on the prior funding amount of $536,000 ■Recommendations are forwarded to the City Council by a unanimous vote of the Commission `CITY OF Federal Way Centered on Opportunity General Fund Grant Funding ■Of the requested increase, $56,000 was included in the proposed 2023-2024 budget, leaving $123,000 unfunded. ■Option 1 includes $123,000 of ARPA Social Services funding to fully fund the $712,000 set of recommendations per year ■Option 2 would not include ARPA funding ■It will reduce the amount and number of grants. ■Grant funding would be prorated ensuring no grant goes below the set of recommendations at the $536,000 or below the $5,000 minimum $589,000 $5897000 IM $123,000 M `CITY OF Federal Way Centered on Opportunity Funding by Strategy Area 1) Address basic needs including housing, health and hunger; recommended funding includes programs that address a variety of needs such as: • Medical, behavioral health, dental, food banks, rent assistance, homeless outreach and day services • $374,700 general fund and $56,000 CDBG • 52% of direct social service funding 2) Promote individual and community safety through prevention, intervention, and crisis services; programs provide services such as: • Crisis and resource line services, domestic violence services, school -based programs • $156,300 in general fund • 19% of funding 3) Promote services that foster stability and self-sufficiency for families and individuals. Services such as: • Employment and training, refugee and immigrant services, senior services • $161,000 in general fund and $60,000 in CDBG • 27% CDBG included to illustrate over all funding distribution, but is approved separately.
