ARPA Allocation for Social Services and Business Supports • In October 2022, City Council approved $3,750,000 for social services and business supports This included $3,000,000 requested for social services and $750,000 for business supports • The proposed plan retains this division of funds and recommends deferring economic development until the new Economic Development Director is on board • This plan is specifically for the social services funding Social Services Priority Areas with Human Services Commission Recommendations to City Council Recommended priorities for social services represent some of the largest needs throughout the pandemic and entering recovery. Priorities (funds to be allocated via a competitive grant application process) $ 800,000: Housing Stability and Basic Needs $ 200,000: Financial Education $1,000,000: Youth Programming $ 650,000: Employment and Education Other: $ 246,000: Fully fund request to increase Human Services General Fund grant funding for 2023- 2024, making up the unfunded balance, recommended via a competitive grant process $ 100,000: Fund a pilot for nonprofit facility usage for 2023 and 2024. $ 4,000: Outreach and advertising/noticing General Concepts: All Application Priority Areas • Programs must be responsive to COVID-19 and recovery • Minimum of $50,000 per year • Applicants will identify if they want funding for two or four years • Performance review after quarter 2 of 2024 to give time to either assist nonprofits in making needed adjustments to meet performance and fully expend funds or to reallocate as a last resort. • Prioritize new or expanded services and/or programs that may not be continuing without funding • Prioritize organizations and/or services that are provided in the City. • Youth serving organizations required to have a location for service delivery in the City ARPA Social Services Grants Timeline Through Jan 6 Community outreach and engagement. Technical Assistance to Nonprofits — preparing for applications. Jan 6 — Feb 17 Application opens January 6. Technical Assistance to Nonprofits through February 10. Feb 20 — Mar 20 Staff completes technical, eligibility review. HSC receives application. Finalize City Application closes Proposal to review materials. February 17. applications by priority area. HSC Training on Mar 27 — Apr 17 One subcommittee meeting each. One full Commission recommendation meeting. May 15 n Approval process Present HSC recommendations to City Council for consideration.
