Committee member Assefa-Dawson called the meeting to order at 5:00pm

Chair Walsh moved to forward items K and L to Public Hearing and item M to Council Business to the
November 15, 2022 regular Council meeting. Committee member Norton seconded. Motion passed.

Approval of Minutes
Chair Walsh motioned to approve the October 11, 2022 minutes as written. Committee member
Norton seconded. Motion passed.
Report on PAEC Operations
Spectra General Manager Brian Hoffman provided an update on events that were held at the Performing
Arts and Event Center (PAEC) for the month of September. They had approximately 11 usage days. Mr.
Hoffman provided comparisons for September 2019, 2021 and 2022. The total number of tickets sold,
gross ticket revenue, gross rental revenue and gross food and beverage revenue were up in 2022 from the
previous years. There are approximately 19 usage event days for December and many holiday parties. On
November 26 there is a free community event Elf. This event is sponsored by the Federal Way
Performing Arts Foundation.
King County Covid-19 Pandemic Funding for PAEC
Staff Hutton presented the background information. The 2022 King County budget included an
expenditure restriction to direct county funding toward the City of Federal Way. The budget includes
$50,000 reserved for the City of Federal Way Performing Arts and Events Center (PAEC) to support the
Arts and Cultural programs and operations during and after the Covid-19 pandemic. Deputy Mayor
Honda asked what the money could be used for. Staff Hutton answered that there are not many
restrictions on the use of the funding. They have not received the funding but it will probably be used for
Arts for Youth or Arts Education programing. Deputy Mayor Honda asked if it could be used for the
performing groups to give them some help with paying for using the PAEC. Staff Hutton answered that
it’s possible but they lost their Arts Education person due to Covid and they think it would be appropriate
to get that Arts Education program up and running. The School District is coming back so they’re trying
to invest in Arts for Youth. Committee member Norton moved to forward the proposed acceptance

of the $50,000 funding from King County to the November 15, 2022 consent agenda for approval.

Saghalie Track Replacement Completion and Release of Retainage
Staff Gerwen presented the background information. The Federal Way School District partnered with the
City on this project and committed to pay for half of the work. The total cost for the replacement of the
rubberized track is $338,321.89. Recreation Manager Cody Geddes secured a grant from King County in
the total amount of $150,000. The lifespan of the new track is between 7-10 years. Chair Walsh moved
to forward the proposal to the November 15, 2022 consent agenda for approval. Committee
member Norton seconded. Motion passed.
Jail Services Agreement – Nisqually Jail
Commander Schwan presented the background information. This is a multi-year agreement at the cost of
approximately $200,000 annually. The Nisqually Jail replaces the Yakima jail because they are no longer
accepting Western Washington inmates. The Nisqually jail has 24-hour medical services, medical beds
and mental health beds. Committee member Norton moved to forward the Jail Services Agreement
with Nisqually Jail to the November 15, 2022 Council consent agenda for approval. Chair Walsh
seconded. Motion passed.
Jail Services Agreement – SCORE Jail
Commander Schwan presented the background information. This is a two-year agreement at the cost of
approximately $1,100,000 annually. This is a 15-bed guaranteed agreement. The SCORE has 24-hour
medical services, medical beds and are able to transport the subjects for any medical care that they need.
Chair Walsh moved to forward the Jail Services Agreement with the SCORE Jail to the November
15, 2022 Council consent agenda for approval. Committee member Norton seconded. Motion
passed.
Memorandum of Understanding (MOU) Contract Amendment for Fiscal Year (FY) 2019 Edward
Byrne Memorial Justice Assistance Grant (JAG)
Commander Schwan presented the background information. The only item they’re asking to change is the
timeframe of the agreement. They are waiting for the final reimbursement. All other terms and conditions
of the original agreement, as amended, will remain in effect. Committee member Norton moved to
forward the proposed FY 2019 JAG Grant MOU Contract Amendment to the November 15, 2022
Council consent agenda for approval. Chair Walsh seconded. Motion passed.
Fiscal Year (FY) 2021 Edward Byrne Memorial Justice Assistance (JAG) Grant – ScanX Scout Kit
Portable X-Ray Purchase
Commander Schwan presented the background information. This is a portable x-ray machine for the
bomb disposal unit. This allows them to put an object up and take x-rays of it on scene at a safe distance
so they can determine what’s inside of it. Chair Walsh move to forward approval of the purchase of
X-Ray equipment with FY 2021 JAG Grant funds to the November 15, 2022 consent agenda for
approval. Committee member Norton seconded. Motion passed.
Agreement Between the Washington Traffic Safety Commission (WTSC) and the Federal Way
Police Department to Provide Grant Funding for Traffic Enforcement
Commander Schwan presented the background information. This is a grant in the amount $22,000 for
reimbursement funds for officer overtime worked on DUI’s, speeding, motorcycle and distracted driving
enforcement. This is a grant that they receive annually. Chair Walsh move to forward the proposed
agreement to the November 15, 2022 City Council Consent Agenda for approval. Committee
member Norton seconded. Motion passed.

Public Safety Testing (PST) - Service Agreement
Commander Schwan presented the background information. This is a multi-year agreement with Public
Safety Testing (PST) for entry-level officer testing and Lieutenant Assessment Center services. The cost
of this agreement is approximately $37,000 annually. PST is a private company that they use to do all of
their entry level testing. They are also used for the internal Lieutenant Assessment Center process.
Committee member Norton moved to forward the Public Safety Testing Service Agreement and
Assessment Center Proposal to the November 15, 2022 Council consent agenda for approval. Chair
Walsh seconded. Motion passed.
South King Housing and Homelessness Partners (SKHHP) 2023 Work Plan and Budget
Staff Bridgeford presented the background information. This item was before Council Committee in June
for consideration and consultation. There have been no significant changes. The work plan focuses on
sustainability of SKHHP and the newly established Housing Capital fund which includes House Bill
1406. Chair Walsh moved to forward the proposed SKHHP 2023 Work Plan and Budget to the
November 15, 2022 consent agenda for approval. Committee member Norton seconded. Motion
passed.
2023-2024 Human Services Commission Work Plan
Staff Bridgeford presented the background information. One of the main bodies of work of the Human
Services Commission is the evaluation of applications for social services grant funding and making
recommendations to City Council. The processes will include ARPA Social Services, CDBG Capital
fund process, 2025-2026 Human Services General Fund and CDBG Human Services Public Services
Grant Application. The commission will also be working with staff on the addition of the Human
Services chapter to the Comprehensive Plan and will be part of the development of the 2025-2029
Consolidated Plan. Committee member Norton moved to forward the proposed 2023-2024 Human
Services Commission Work Plan to the November 15, 2022 consent agenda for approval. Chair
Walsh seconded. Motion passed.
