4 - Shopping Cart Ordinance UpdateUpdate on Shopping Cart Ordinance City Council Meeting January 17, zoa3 Brian Davis City Administrator Preliminary Procedures Involving PID Sweeps/patrols will be coordinated between the Police Department (PD) and Code Compliance (CC) during the week. A patrol officer will a stop an individual in possession of a shopping cart in a public ROW. The officer will contact CC staff to collect any belongings the individual is not able to carry and to collect the cart. Preliminary Procedures Involving PID The individual will be notified verbally that we will not store cash, drugs, medications, identification cards/papers, credit cards, jewelry, electronic devices, or important papers. These instructions will also be repeated in writing on the carbon copy notice they will be provided when the belongings are seized. Photographs will be taken of belongings at the time of collection. Preliminary Procedures Involving PID Once a NOI (Notice of Infraction) is written by the officer, CC staff will use the NOI number to complete the carbon copy notice that will be used as a receipt that will be required to be presented to collect their belongings, as well as the primary documentation for the bin labeling system. A signature line /Name identification. If individuals refuse to sign that will be stated on the notice by staff. Preliminary Procedures Involving PID The carbon copy notice will be given to the individual. Original copy will be folded and placed in a sealable/weatherproof labeling system placed on the storage bins. CC staff will provide large plastic remove belongings from the cart bags to allow individuals to before they are impounded. Protocols for Collection/Cataloging The appropriate bins will be labeled with the corresponding carbon copy notice issued at collection and will be placed on shelves in the storage unit. Rows will be labeled A through etc, Shelf i- so on. A clipboard at the end of each rows will have an index for shelves and stored NOI's. For example, NOI #ooi is stored on Row B, shelf a. 8 Protocols for Collection/Cataloging Oversized items will receive separate tags with coinciding NOI numbers for easy identification and placed on a separate shelf designated for items that do not fit in storage bins. Protocols for Collection/Cataloging If the individual is in possession of the carbon copy notice and schedules a collection appointment with Code Compliance, staff will pull the items from storage and have them available for collection for the appointment at City Hall. Uncollected items will be destroyed after 6o days. Staff Safety PD will be contacted if firearms are found or left behind in carts. City will facilitate professional laundering services for work garments. This is an ongoing conversation and will be expanded once we identify what areas need more attention. Additional Information IT is looking into a way to modify the current shopping cart dashboard to add the capability to add the NOI, name and photos. We are also having discussions to link metadata for staff to be able to track citations given, cataloged locations and destruction dates.
