• Senior staff met with VNF team last week to discuss Federal Legislative Agenda.
• Discussed lessons learned from last year and approach to seek federal funding.
• Discussed programs available to receive funds without going through appropriations
process

"Reasonable Suspicion" Standard for Police
Vehicular Pursuits
• The first police pursuit bill has been introduced as SB 5352Which Sen. Wilson is a co-
sponsor.
• It has "reasonable suspicion" for criminal offense pursuits and adds criteria of
communication with the commanding officer and other local law enforcement agencies
if a pursuit should process or be terminated.
Blake Fix
• To date, no Blake fix has been introduced, but several proposals are being worked on in
the House.

Transportation Delays
• There has been significant concern in Olympia regarding the Governor's proposed
Transportation budget which contains significant timing differences between the ao2a
supplemental passed by the legislature last year.
• There are up to 6 year delays proposed by the Gov on:
SM widening on I-5 up
Tiger Summit
And, the Gateway project on SR167 chiefly among them.

Hearings of interest this week:
Senate Housing, Wednesday January 18 at 1:30pm:
• SB 5202 Reducing homelessness in Washington state through capital expenditures for
programs that address housing insecurity. This is the governor's $4 billion affordable
housing initiative using debt capacity in excess of the statutory debt limit for the
construction of affordable housing statewide. Has a referendum clause and if passed
would be on the ballot in November 2023 for voter approval.
• SB 5198 Concerning the sale or lease of manufactured/mobile home communities and
the property on which they sit. Creates a right -of -first -refusal for tenants to purchase a
mobile home park that is being put up for sale.

House Housing, Thursday January ig at 8:ooam:
• HB iiii Concerning housing benefit districts. Authorizes cities to create housing benefit
districts and directs the Washington State Housing Finance Commission to administer
a housing benefit grant program. AWC supports.
• HB 1167 Concerning residential housing regulations. Direct the Department of
Commerce to develop and administer a grant program to provide direct financial
assistance to counties and cities for the adoption of preapproved middle housing plans,
under which a local government's review of the preapproved plan will be limited to
administrative review. Creates some new SEPA exemptions. The one aspect of the bill
AWC dislikes is a requirement that no setbacks would be allowed which prohibit
building up to the property line, except for reasons of fire safety.
