The City hereby approves the proposed improvements. Approval of building permit file #11-104801-CO is also required prior to the start of work. In accordance with FWRC 19.195.160, "Public Parks," park uses are permitted. The 20-foot height of the proposed structure is appropriate. All setback requirements are met. The effective date of this decision is December 11, 2011, or three days from the date of this letter. Pursuant to FWRC 19.55.050, any person who received notice of the administrative decision may appeal the decision to the Federal Way Hearing Examiner by December 27, 2011 (14 calendar days). The appeal must be in the form of a letter delivered to the Community and Economic Development Department with the established fee. The appeal letter must contain clear reference to the matter being appealed and a statement of the alleged errors in the Director's decision, including the identification of specific findings and conclusions made by the Director disputed by the person filing. As you are the only party of record, you may waive your right to appeal by submitting a letter in writing (or email) to this effect to the City. Waiver of the right to appeal does not affect the effective date of this decision. This decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. The new backstop replaces an old backstop that has already been removed. The old backstop had become dilapidated and the baseball field, in its current condition and layout, is un-useable as a regulation baseball field. The purpose of this project is to construct new regulation backstops and foul -line fences, with the overall goal of re -constructing the baseball field -so that it is useable for youth -league baseball programs. The backstop will be 20-feet high, with 6-gauge wire mesh fabric (chain -link) on the lower 10-feet, and 9-gauge wire mesh fabric on the upper 10-feet. The 1" base/right field foul -line fence will be 10-foot high, 9-gauge wire mesh fabric. The `dugout' enclosures will be 6-foot high, 9-gauge wire mesh fabric. All wire mesh fabric and fence posts will be hot -dipped galvanized material. The 3d base/left field foul line fence will be a combination of a 10-foot high, 9-gauge wire mesh fabric, topped with a 10-foot high woven -fabric netting. This fence/netting combination will extend 155-feet beyond the end of the new backstop and will act as a safety fence to help prevent foul balls from entering onto SW Dash Point Road. The Parks Department is seeking Land Use Approval for the above -referenced 155-foot extension of the 20-foot high fence/netting section.
