Modifications include the repositioning of the existing antenna array to be placed at a different height and the replacement of the existing fence with a new chain link fence at the BPA Tower near SW Campus Drive (parcel number 1921049003). Your Administrative Decision proposal is hereby approved based on the following statements of fact: 1. Zoning & Land Use: The zoning designation for the subject property is Single Family Residential (RS 35.0). PWSFs are permitted in the RS zone pursuant to the zoning chart found in FWRC 19.200.190. 2. Review Process: According to submitted materials, the applicant proposes to modify an existing wireless facility by changing the elevation of the existing antenna array. The proposed wireless facility modifications do not represent a substantial change pursuant to chapter 6409(a) of the Middle Class Tax Relief and Job Creation Act of 2012. As an existing wireless facility the proposed wireless tower modifications are not subject to Federal Way city code provisions. 3. State Environmental Policy Act (SEPA): The proposed improvements are exempt from State Environmental Policy Act review as the scope of work meets categorical exemption of WAC 197- 11-800(25)(a)(i): the collocation of new equipment; removal of equipment; or replacement of existing equipment on existing or replacement structures that does not substantially change the physical dimensions of such structures. 4. Process I Thresholds: The proposed improvements meet Process I purpose criteria set forth in FWRC 19.55.020 and 19.15.030; including compliance with applicable provisions of FWRC Title 19, "Zoning and Development Code," and health, safety, and welfare standards. CLOSING This Process I decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this site. This administrative decision approval does not constitute approval of a building or electrical permit. Mr. Griffith June 16, 2016 Page 2 The effective date of this decision is June 19, 2016, three days from the date of this letter, per FWRC 19.05.360. Pursuant to FWRC 19.60.080, the applicant, any person who submitted written comments or information, any person who has specifically requested a copy of the decision, or the City may appeal the decision to the Federal Way Hearing Examiner by July 1, 2016. Any appeal must be in the form of a letter delivered to the Department of Community Development with the established fee. The appeal letter must contain a clear reference to the matter being appealed and a statement of the alleged errors in the Director's decision. No work on the proposal can commence until the end of the appeal period. In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal this decision). Waiver of the right to appeal does not affect the effective date of this decision. This Process I approval is valid for one year from the effective date of this decision per FWRC 19.15.100. If no further action is taken within one year, this decision will expire. A one-year extension of time may be granted only if a written request is submitted to the Community Development Department at least 30 days prior to the expiration of the decision per FWRC 19.15.110. Box 61409 Vancouver, WA 98666-1409 A TRANSMISSION SERVICES December 29, 2015 In reply refer to: TELP/TPP-4 City of Federal Way Community Development Department 33325 8th Ave S Federal Way, WA 98003 To Whom It May Concern: The Bonneville Power Administration (BPA) is currently working with Verizon Wireless (VAW) LLC (Verizon) to install a wireless communications facility on a government -owned communications structure. The site is named Kitts Corner and is located on BPA's tower no. 4/2 of its Tacoma — Covington nos. 3 & 4 lines, site no. SEA Kitts Corner. BPA has developed a co - location program whereby we allow wireless companies to locate antenna facilities on our structures. This is in keeping with the Telecommunications Act, which encourages agencies to make their facilities available for co -location. Because BPA's transmission facilities and structures are federal property, BPA is not required to obtain county or local permits to install or replace facilities on its system, including the PCS equipment. Nevertheless, BPA itself tries to comply with local requirements to the extent possible and consistent with its operational needs. BPA urges telecommunication providers to work with local jurisdictions to provide project information and obtain whatever permits they deem are needed. We are asking Verizon to make available to the County pertinent information regarding this installation on federal property. The information Verizon submits to BPA on the design, types, and numbers of antennas and other tower appurtenances will be used by BPA to evaluate the suitability of this PCS wireless facility for installation on this particular tower. BPA must ensure that the pending site installation does not violate our responsibilities to maintain the stability and reliability of the federal electric transmission system in the Pacific Northwest. BPA will be evaluating the structural loading on the tower based on the information provided by Verizon for this PCS wireless installation. Using this information, the EIA/TIA Standard EIA-222-G Section 14.1 Standard and Annex E, and the National Electric Safety Code, BPA's qualified engineers closely evaluate all installation parameters. When completed, the structural design and installation (both on the structure and ground radio equipment) will comply with all recognized national codes and meet all utility code and industry requirements. One issue that has continued to surface when planning these wireless co -location sites is a requirement from the local jurisdiction for landscaping to screen the ground equipment from view. While we can certainly understand the desire to minimize the visual impact caused by the additional equipment on the ground, there are several reasons, mostly safety and security driven, for which BPA has made it policy that we can no longer allow this landscaping to obstruct the view of BPA's property. GENERAL REQUIREMENTS A. All wireless installations shall comply with the National Electrical Code and National Electrical Safety Code (NESC) requirements. Contact Bonneville Power Administration (BPA) on any conflicting issues between the following requirements and the subject codes B. Only BPA employees and BPA designated contractors are allowed to climb on BPA transmission structures or use bucket trucks to install wireless equipment on transmission structures. C. The following clearances apply to the location of wireless equipment and all non BPA operated construction equipment, and all components shall meet the following minimum clearances to the conductor on BPA transmission structures: VOLTAGE (kV) CLEARANCE (FT) NON -ELECTRICAL CONTRACTOR INSTALLED AND/OR MAINTAINED 115 15 230 15 345 16 500AC 20 50ODC 21 (Clearances represent minimum distances in any direction between SPA Transmission Line conductor and construclion and maintenance equipment. Some BPA lines have under -builds owned by other utilities Contact the owner of the under -builds to obtain the allowable height for construction and maintenance equipment. Equipment that does not extend beyond 14 feet tall can be operated under all BPA transmission lines. Do not measure this clearance with measuring tape, pole or other physical means.) D. Cables running parallel to the centerline should be routed along the edge of the easement whenever practical. E. The easement shall be returned to its original condition following construction. No grade changes to facilitate construction or disposal of overburden shall be allowed without BPA approval. F. Use of geotech fabrics and gravel around the pads are acceptable if compatible with underlying land use G. No blasting is allowed on the easement without BPA approval- H. Vegetation control shall not be done with chemicals without BPA approval - I. Preliminary construction drawings shall be provided for approval by BPA Technical Services at least 4 weeks prior to start of construction Final conslruclion drawings shall be provided for approval by BPA Technical Services prior to start of construction. J Any structure that is being modified and having antennas or microwave dishes attached as part of the wireless program shall be evaluated by the BPA obstruction marking and lighting coordinator. The wireless provider shall not contact the FAA for obstruction lighting and marking concerns. BPA wlll mainlain correspondence wilh the FAA if obstruction Ilghllrtg and marking is deemed applicable- The applicant will need to provide the following information: (1) Total Structure Height above the ground (2) Operating frequencies (3) Power outputs (4) BPA Structure serial number (if applicable) (5) Latitude/Longitude coordinates in NAD 83 Degrees -Minutes -Seconds should match an existing BPA Structure) (6) Elevation of ground above sea level K. Access to BPA structures shall remain open and unobstructed at all times, L. The wireless provider's written safety procedures for construction and maintenance should address the unique safety issues associated with communication equipment connections to power transmission structures. GENERAL NOTES 2. SPECIFIC REQUIREMENTS A. Electric and Telecommunications Service The installation of electric and telecommunications circuits requires an evaluation considering public safety, reliability of BPA's transmission lines, reliability of the electric or telecommunications circuits, and future BPA construction plans. To perform this evaluation drawings submitted with the wireless design package shall include: (1) Scale drawings showing total extent of electric and telecommunications service route on either BPA easement or fee owned property referenced to BPA facilities. (2) Name of the owner of each service. (3) Design details including voltage, conduit type and burial depth. (4) The grounding of the utility electric transformer or telephone service supply (telecommunications pedestals included) shall be located a minimum of 100' from the transmission structure. (5) Underground cables on BPA easements should maintain 50 feet of clearance to steel Taft ice tower legs or where concrete foundations enter the earth- Underground cables on SPA easements should maintain 25 feet of clearance to any wood pole structure, guy anchor, and underground counterpoise (Reference Section 2 Specific Requirements, Electric and Telecommunications Service, line number 6). (6) The electric service transformer shall be dedicated to serve only the wireless equipment No other service drops from these transformers are permitted with the exception that additional wireless equipment at the same site can be supplied by the same transformer. (7) Use and maintain a minimum burial depth of 24 inches for telecommunicatlons cables or comply with applicable National Electrical Safety Code (NESC), national, state, and/or local standards, whichever is greater. (8) All underground power cables will be buried to the depth required by national, state and local requirements. Underground cables will have the minimum burial depth of: PHASE -TO -PHASE VOLTAGE (V) MINIMUM DEPTH OF BURIAL (INCHES) 0 TO 600 24 601 TO 50,000 30 50,000 AND ABOVE 42 (9) Underground cables not bonded to the transmissions structure must maintain proper clearances from counterpoise, or be installed in non-metallic conduit to avoid the transfer of arc fault potential (A) For circuits 230kV and above, all underground cables within 35' from the sides of the counterpoise and within 26from the ends of the counterpoise must be installed in two schedule 80 PVC conduit pipes. Pipe joints needs to be glued, Conduit shall have a slope of at least 1/8-inch per foot for drainage when going away from the structure out to the initial required approach point where drainage is permitted. Metallic pipelines must stay a minimum of 35' from the counterpoise. (B) For circuits below 230kV, all underground cables within 20' from the sides of the counterpoise and within 15'from the ends of the counterpoise must be installed in a single schedule 80 PVC conduit pipe. (10) Location of the wireless equipment in the transmission structure should not adversely Interfere with BPA transmission maintenance activities, e.g., coaxial cable routing and antenna array location shall not interfere with the lineman climbing route or hot stick attachment locations designed into the structure. (11) There would be no installation of wireless equipment on the climbing leg of transmission towers. (12) Design and build the conduit and vaults within BPA's property to withstand HS-20 loading for BPA's heavy equipment. (13) Mark the location of the conduit with permanent signs and maintain such signs where they enter and leave BPA's right-of-way, and at any angle points within he right-of-way. (14) Customer is responsible for locating and avoiding all other underground utilities in the area of their construction. (15) For installation of buried fiber optics, installation of electronic OMNI marker balls is an option and will have to be approved by BPA. (16) The tower site and any other co -location sites on the tower should be completely shutdown, including radios disconnected from the antenna system when maintenance is being performed. B Wireless Cabinet Location Cabinets mounted on the ground shall be located under lattice steel structures and a minimum of five feet away from wood poles- In approving equipment locations BPA will consider future additions and the replacement of aged wood poles prior to installation of antennas on wood pole structures. C Grounding (1) A 4/0 copper bonding loop (either bare or finned) shall be installed around the cabinet mounting pad or equipment shelter. (2) The bonding loop shall be buried a minimum of 18 inches deep and 2 to 3 feet outside the equipment pad or shelter (building). (3) The bonding loop shall be connected with 4/0 copper bonding leads to all ground rods, to a minimum of two different tower legs, and to the wireless electrical equipment (also using at least two bonding connections). (4) Except for the wireless equipment ground pad, all ground ring and underground connections shall be exothermically welded. All bonding lead connections to the tower legs shall he exothermically welded directly to bare steel (removing the galvanWrig and re -costing it after the weld is installed). (5) The 410 copper bonding leads connected to the tower legs shall be installed in 1 inch non-conductive conduit up to 5 feet from Iha tower leg or to the closest bonding loop whichever is closest. The conduit shalt extend 1 foot above grade at line lower leg and can be left open at both ends. See Figure 4. (6) Nuisance shocks may occur within the right-of-way. Grounding metal objects helps to reduce the level of shock. It is suggested that construction equipment be grounded with a drag chain. D Fences (1) Fences shall have a bonding loop installed 3 feet outside the fence and buried a minimum of 12 inches deep- The bonding loop shall be connected to the fence at a minimum of two locations. (2) Fences around the structure legs' or wood poles shall have a minimum of 4 feet between the fence and the legs or poles. (3) The bonding loop of fences shall be connected to the bonding loop of the cabinet mounting pad or equipment shelter at a minimum of two locations using 4/0 copper wire (either BCW ortinned). (4) A minimum distance of 10' shall be maintained between the wireless installed fence and any other metallic fence located on a BPA easement or fee owned property. (5) A grounding ribbon shall be connected to the gate of the fence E Temporary Installed Emergency Generating Units (EG Units) (1) Emergency generators are not permitted to be installed within BPA rightof-wey. They may be placed temporanly on right-of-way in emergency slivalions or permanently Installed outside the right-of-way, However, no permanent power connection from emergency generator to vareless installation Is permitted. Generators shall be refueled off right-of•way. (2) The temporary engine generator shall be effectively grounded to the wireless grounding system (3) Buried grounding rings ortemporary grounding mats shall be installed around the engine generator. F, Cathodic Protection To make grounding materials compatible with BPA galvanized steel tower footings, woad pole galvanized steel anchors and aluminum transmission counterpoise, a calhodic pmlecbw system shall be installed. Cathodic protection of steel lattice structure footings can be accomplished by installing eight 17 pound prepackaged magnesium anodes, 2 per fooling. Additional anodes maybe required after a site specific analysis has been performed by BPA. Cathodic protection for protecting guy anchors can be accomplished by installing one 17 pound prepackaged magnesium anode far each anchor Alt anodes will be strategically located around the structure and connected through a cathodic protection lest station to the structure. The following figures show the required anode placement for both wood pole (Figure 1) and lattice steel structures (Figure 2).
