Sorry for the delay in getting back to you regarding what happened at the preapplication meeting we had several
months ago regarding the soil removal at Lake Grove Park. No additional information other than what we had
discussed, the City will require an EN approval and the application is attached $824.50 total cost. Just mark the EN box
on the right hand corner and complete the information requested and attach 5 sets of plans. Let us know when you will
be having the preconstruction meeting and starting the work.

Site Description: Lake Grove Park is a City of Federal Way neighborhood park of
approximately 4.8 acres and primarily wooded. The park contains a
basketball court, natural area, picnic area, play area, and walking
trail.
Project Description/Narrative:
Under the Soil Safety Program and through a voluntary agreement with the City of
Federal Way, the Washington Department of Ecology (Ecology) is proposing to conduct
a remedial action at Lake Grove Park by removing arsenic and lead contaminated soil
from an approximately 14,500 square foot site (Provided below is supplemental
information regarding the background of the contamination and site sampling results).
The site is in the north end of Lake Grove Park. The contaminated site is mixed with
lawn and wooded areas. The remedial work is anticipated to occur in September of
2012.
In the lawn areas the soils will be excavated to a 12-inch depth. In the wooded areas,
soils will be removed by vactor truck to a typical depth of 6-inches within the tree drip
lines. It is assumed that about half the site is lawn and half the site is wooded. Based
on this breakdown of site ground cover, a total of about 400 cubic yards of soil are
expected to be excavated (Lawn area = 263 cubic yards. Wooded area = 132 cubic
yards).
Prior to backfilling with clean soil, confirmation soil samples are collected and analyzed
from the excavation. The results are evaluated to determine if additional excavation is
warranted. Typically about 5 to 10 percent of a site may require additional excavation.
Contamination originating from the smelter plume is typically not encountered deeper
than 24-inches. Additional excavation could result in about 40 yards of extra soil
removed from with the same 14,500 square foot print. Contaminated soils will be
hauled to and disposed at a RCRA Subtitle D landfill facility.
Restoration work will included replacing soil removed from 0 to 12-inches with clean
topsoil (Replacement topsoil will be tested for contamination to determine its suitability
for site use). Soil removed from below 12-inches will be replaced with gravel borrow.
Sod will be used to restore the grassy areas. Hydroseeding and landscape bark will be
used to restore the wooded areas. Volumes of fill are expected to equal volumes of
soils removed. Every effort will be made to restore the sites grades and ground cover to
pre -construction conditions.
The contractor will be required to implement erosion and sediment control BMPs for
this work, including dust control measures. The work will be conducted in accordance
of the City of Federal Way noise ordinance.
NOTE 1: The sample results indicate a location with high lead levels that are not
characteristic of Tacoma Smelter Plume contamination. These lead contaminated soils
will be removed as described above. It appears that these levels are in the wooded area
and soil removal will be challenging with care given not to damage the trees. As stated
above, confirmation sample results will be evaluated to determine if additional actions
are appropriate prior to backfilling.
NOTE 2: Ecology and the City of Federal Way staff are meeting onsite on Thursday, May
24, 2012 to review the site work. Site measurements collected at that time will be used
to reevaluate the ground cover breakdown. This could result in a revision to the
quantities.

ADDITIONAL SITE INFORMATION
SEPA: Ecology completed the SEPA Checklist and made a Determination of
NonSignificance.
Permitting: MTCA (RCW 70.105D.090, Remedial actions — Exemption from procedural
requirements) exempts ecology from the procedural requirements of any laws requiring
or authorizing local government permits or approvals for the remedial action. However,
Ecology is required to ensure compliance with the substantive provisions of any laws
requiring or authorizing local government permits or approvals. The SEPA checklist
identifies that a Clearing and Grading permit is required for this site. Ecology will meet
the substantive requirements of this permit by requiring an appropriate erosion and
sediment control plan and BMP for this site. Ecology will interact with City of Federal
Community Development Services staff to that this remedial action complies with the
substantive requirements of City of Federal Way laws.
NOTE 3: Ecology utilized the King County iMAP application and determined that there
were no sensitive areas on the site (see below discussions on sensitive areas, surface
water, and stormwater).
Sensitive Area Review: The King County iMAP — Sensitive Area tool indicates that the
subject property is with an "Areas Susceptible to Groundwater Contamination",
designated as "Low". (iMAP, May 21, 2012).
Surface Waters: The King County iMAP — Sensitive Area tool indicates that the nearest
surface water to the project site on the subject property is Mirror Lake, located
approximately 1,400 feet to the southeast. (iMAP, May 21, 2012).
Stormwater: The remedial work will be located at the developed north end of the
property. The north end of the property borders SW 3081h St, which is a narrow
residential road with no curbs and no stormwater catch basins. The road, SW 308th St
appears to drain to the west.
NOTE 4: FEES: Nothing in RCW 70.105D.090 is intended to prohibit implementing
agencies from charging a fee to defray the costs of services rendered relating to the
substantive requirements for the remedial action.
SUPPLEMENTAL INFORMATION: TACOMA SMELTER PLUME AND SITE SAMPLING
RESULTS
Historical Background of Contamination: The Tacoma smelter opened in 1890 as a lead
smelter. Asarco purchased it in 1905 and converted the facility to copper smelting in
1912. The smelter operated nearly 100 years and closed in 1986. Air pollution from the
smelter settled in King, Pierce, Kitsap, and Thurston counties. Nearly 1,000 square miles
of surface soil was contaminated with heavy metals, including arsenic and lead. The
Washington Department of Ecology (Ecology) calls the impacted area the Tacoma
Smelter Plume (TSP).
Contamination, The Present: Arsenic and lead contamination remain in the surface
soils. Under Ecology's Soil Safety Program soil samples were collected and tested from
parks and childcare facilities to determine the contamination level. At the Lake Grove
Park site, soil test results indicated a need for a remedial action. Test results from sites
qualifying for a remedial action under the Soil Safety Program, contain an average
arsenic concentration greater than 20 ppm on average, and/or a maximum sample
concentration greater than 40 ppm, and/or a lead concentration greater than 250 ppm
on average, and/or a lead concentration from a single sample greater than 500 ppm.
The test results for Lake Grove Park are provided in the below table.

Remedial Action: Remedial site work at multiple site locations in multiple local and
county jurisdictions under Ecology's Soil Safety Program is voluntary and completed only
after the jurisdiction provides Ecology with site access. Unless otherwise stated, the
remedial work consists of excavating arsenic and/or lead contaminated soils, hauling the
contaminated soils to a RCRA Subtitle D landfill facility, and site restoration. The
contaminated soils contain concentrations of arsenic and/or lead above state cleanup
levels. This work is being performed under the State of Washington Model Toxics
Control Act (MTCA).
