Certified Arborist, regarding a willow tree overhanging a shoreline dock on Mirror Lake at 621 SW 3121h Street, Federal Way, WA. This letter paraphrases the recommendations made by Mr. Corno and provides the city's decision. FINDINGS The subject tree is located within an environmentally critical area, as it is within a few feet of Mirror Lake, which is a regulated lake under the Federal Way Revised Code (FWRC). The willow tree overhangs a shoreline dock. The arborist recommends removal of the south leg of the tree and trimming of the north leg of the tree, because the tree has had previous failures and has an old wound. The arborist report identifies the south leg of the willow tree also has rot and weakening. Partial removal and trimming of the willow tree as discussed in the arborist report meets the partial exemption regulations in FWRC 19.145.120(7). A report, including a site plan and photo evidence prepared by a certified arborist, has been prepared and submitted to the city. The arborist proposes to use hand tools to remove one leg of the tree and partial pruning of another leg of the tree to International Society of Arboriculture (ISA) standards. The proposed partial tree removal and trimming (maintenance) is permitted in a regulated lake buffer under FWRC 19.145.370(1). Simon and Judith Garcia Page 2 March 10, 2016 DECISION Mr, Tom Corno, a certified arborist, has determined that the south leg of the willow tree at 621 SW 312th Street should be removed down to a safe height, and the north leg be pruned to ISA standards. No replacement tree is proposed or required as only a portion of the tree will be removed and trimmed. Pursuant to FWRC 19.145.120(7), the tree trimming outlined in the March 2, 2016, arborist report is hereby approved. CLOSING This administrative decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this site. The tree forms two major legs. The leg going over the dock has several areas with Ganoderma Appanatum fungus. The leg has already had a major branch fail in the past. This is a scientifically based process to look at the entire site, the proposed building, the surrounding land and the soils, as well as a complete look at the trees themselves. In examining each tree, I looked at such factors as: Findings: o Size o Vigor o Crown Ratio and class o Density of needles or leaves o Injury or poor pruning o Insect Activity o Root damage and root collar health o Crown health o Dead wood and hanging branches While no one can predict with absolute certainty if a tree will survive, we can outline a plan to take proactive steps to insure the best possible outcome. ■ At the request of Mrs. Garcia I was asked to inspect and make recommendations for pruning the 2 trunked willow along the shore for safety and general health. Upon closer inspection of the tree I noticed the previous failure of a large branch. I started to look closer at the south leg of the tree for other damage. When I inspected this leg I noticed several Ganoderma Applanatum fruiting bodies protruding from an old wound. (See Photo 1) When we looked closer we could see on the south side of the south leg the fruiting bodies attached all along the trunk. (See photo 2) These fruiting bodies indicate internal rot and weakening of the trees heartwood. It is located on the SE corner of the property. See aerial map below s Removal technique will be done with power hand saws, hand saws and roping down pieces to remove. Conclusion: It is my strongest recommendation that the South leg of the tree be removed down to a safe height and the North leg be pruned according to ISA standards Class 1 hazard prune.
