The remainder of this letter outlines future review processes required, gives a brief summary of the process under the Planned Action SEPA to date, and outlines procedure relating to appeals and approval periods for this decision. Additional requirements will be provided when related building permits are submitted for review. REVIEW PROCESSES REQUIRED The site is within the City Center -Core (CC-C) zoning district. Department store uses are permitted in this zone subject to the provisions of Federal Way Revised Code (FWRC) 19.225.030 "Retail Shopping Center — regional." This retail use is reviewed under the Process III, Project Approval. Please note that project approval does not grant license to begin any type of site work. PLANNED ACTION SEPA PROCESS The subject property is located within the area targeted by the Planned Action SEPA (PAS) that was conducted by the City in 2006. The PAS checklist submitted by the applicant demonstrated that the Borders demolition, the new department store, and relocated retail spaces are eligible to be considered as a Planned Action, and are therefore exempt from further review under the State Environmental Pol icy Act (SEPA) as provided in FWRC 14.15.130(f)(iii). ' The Notice of Application issued on August 27, 2011, was re -issued on August 29, 2011, at the request of the applicant. No comments on the application were received. Mr. Palda February 27, 2012 Page 2 CONDITIONS OF APPROVAL Pursuant to FWRC 19.65 Project Approval, the above -referenced application is hereby approved based on the enclosed drawings and exhibits and the following established conditions: 1. Prior to issuance of building permits, civil and landscape plans shall be revised to reflect five- foot -wide landscape islands along south side of the building as depicted on the red -lined site plan dated January 27, 2012. 2. Prior to issuance of building permits, landscape plans shall be revised to include columnar trees a minimum of six feet in height planted in landscape islands along the south side of the building to create vegetative screen in addition to the vine screen, and that shrubs planted in this island are a minimum of 30 inches in height at the time of planting. 3. Prior to issuance of building permits, civil and landscape plans shall be revised to include interior parking lot landscape islands added to end of new parking rows as noted on red -lined site and landscape plans dated January 27, 2012. 4. Prior to issuance of the building permit, the architectural plans shall be revised to depict facade treatment of the east side of the new building consistent with those on the west side of the new building, including reveals, scoring and pilasters. Pilasters can be painted on the fagade in lieu of structural application if corridor space is at a premium. Vine screening is required along the west facade but will not be required along the east facade. 5. Prior to issuance of building permit for the new department store, a Performance and Maintenance Bond Agreement shall be executed between Steadfast and the City. The bond amount shall equal 120% of all remaining sub -basin water quality improvements, based on a current estimate from the project engineer. Also, an administrative cash deposit shall be paid to the City prior to issuance of the new department store permit. This deposit amount will be calculated by Public Works staff, and is based on the total bond amount (typically between 2.5% to 5% of the bond total). 6. Prior to issuance of a building permit, architectural and civil plans shall depict pedestrian pathways through the new and existing parking lots denoted in special pavement that is consistent with the rest of The Commons at Federal Way pedestrian pathway pavement as depicted on the red -lined site plan dated January 27, 2012. Striping on asphalt will not be allowed. 7. Prior to issuance of any building permits, exterior lighting plans for the east, west, and south building facades shall be reviewed and approval by the Federal Way Police Department. 8. Prior to issuance of any building permits for the relocated Lane Bryant and Catherine's retail stores, site plans, civil plans and landscape plans shall depict five -foot -wide landscape islands in front of each window bank, planted with shrubs a minimum of twenty-four (24) inches in height; in addition to plaza features such as seating, lighting, trash receptacles, bike racks, and special pavement. 9. Prior to issuance of a certificate of occupancy for the new department store, or prior to December 31, 2012, Water Quality improvements for Sub -Basin #3, associated with the proposed new department store development, shall be completed. The water quality facilities shall be designed to meet the requirements of the Enhanced Basic Menu options of the 2009 King County Surface Water Design Manual (KCSWDM), as amended by the City. 11-102984 Doc. Other than those noted above regarding Sub Basin #3, all other water quality improvements for The Commons at Federal Way site shall be completed as identified and conditioned in the City's May 19, 2011 letter enclosed as Exhibit B. 11. Prior to issuance of a certificate of occupancy for the new department store, replacement plaza elements shall be installed at the Target building entrance. 12. Prior to issuance of a certificate of occupancy for the new department store, perimeter landscaping shall be installed along the south property line within the BPA easement. Installation of this landscaping was a requirement of a tree removal within the BPA easement granted by the City in a March 10, 2011 letter under file #11-100936-AD. As a result, this landscaping is not eligible for a 90-day extension as provided under FWRC 19.125.090. 13. Prior to issuance of a certificate of occupancy for the new department store, the applicant shall install two security cameras that conform to the standards in Exhibit C on the roof of the new building in the locations identified in the red -lined site plan, and confirmed as operational by the Federal Way Police Department. PROCEDURAL INFORMATION Unless modified or appealed, this project approval is valid for a period of five year from the effective date of the decision as provided in FWRC 19.15.100(2). An extension may be granted, pursuant to FWRC 19.15 110, through a written request submitted to the Department of Community and Economic Development prior to the expiration of the decision. Any person who received a copy of this decision may appeal this decision. The appeal must be in the form of a letter delivered to the Department of Community and Economic Development (33325 8t' Avenue South, Federal Way, WA 98003) and be accompanied by the established fee, within 14 calendar days after the effective date of the decision. The effective date of decision is March 1, 2012. The appeal letter must contain a clear reference to the matter being appealed and a statement of the factual findings and conclusions of the Development disputed by the person filing the appeal. This decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. Also, be advised that various performance and maintenance bonds may be required for the project. Any bonds or other agreements, as required, must be completed prior to issuance of any related construction permits. A cash deposit is required to cover the City's potential expenses, if necessary, for obtaining and using the proceeds of any bond. The cash deposit shall be posted for up to five percent ($100 minimum) prior to building permit issuance. The cash deposit will be refunded following satisfactory completion of all bond requirements. Water Quality — Construction of the new department store and/or construction of any of the pads (A, B, or E) will require water quality treatment per the 2009 King County Surface Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the 2009 KCSWDM. The project site meets the requirements for a Full Drainage Review and also lies within an Enhanced Basic Water Quality Area. Water Quality Treatment shall be designed to meet the treatment criteria of the Enhanced Basic Water Quality Menu. Provisions of FWRC 19.30.120, "Nonconforming Water Quality Improvements" also apply to this site. Based on these factors, the following conditions are required: 1. Water Quality improvement for Sub -Basin #3, associated with the proposed new department store development, shall be completed prior to issuance of Certificate of Occupancy for the new department store. The water quality facilities shall be designed to meet the requirements of the Enhanced Basic Menu options of the 2009 King County Surface Water Design Manual (KCSWDM), as amended by the City. 2. Regardless of whether the new department store tenant submits for building permits, Sub - Basin #3 water quality improvements shall be completed by December 31, 2012. If these improvements are anticipated to be separate from the new department store Building Permit, then Steadfast shall apply for Engineering (EN) approval, and pay all associated fees with the EN process. 3. Design Guidelines — Site and architectural design for the new department store building is generally consistent with FWRC Chapter 19.115 "Community Design Guidelines, " based on provision of the following key design elements: (a) the new department store primary entrance is clearly visible from the South 320'h Street right-of-way; (b) use of material and color variation i.e., split face CMU, smooth face CMU and EFIS walls that are linked with a white accent band, combined with metal canopies, steel cable trellis, display windows, metal coping, and CMU piers; (c) the north building fagade is modulated and has a combination of canopies, landscape screening, and a pedestrian plaza, while the south fagade is modulated and has landscape screening; (d) facade articulation on the north includes a combination of large display windows, a prominent entrance canopy, a variety of reveal and scoring dimensions, plaza landscaping, and special pavement while fagade articulation on the south includes landscaping both ground planted and vertical, varying reveal and scoring dimensions, and a steel cable support; (e) special paving is to be provided to connect the north entrance of the building through the parking area to South 320'' Street; (f) pedestrian access around the perimeter of the building is maintained; (g) benches, bike racks, and waste receptacles are provided in the public plaza on the north fagade; and (h) there is adequate delivery truck access and turning radius to the south as well as reconfigured drive aisles to the north associated with the new department store. 8. Pedestrian Circulation — The proposed pedestrian pathway that connects the main entrance on the north fagade to South 320'b Street must incorporate a landscape buffer to protect the pathway from vehicular circulation areas. This landscape buffer shall be a minimum of four feet wide to provide an adequate buffer that will support landscaping. An existing pedestrian access into the Mall from the south side of the subject property will be maintained between the new department store and the Target building. Prior to issuance of the building permit, civil plans shall be revised to reflect special pavement consistent with the special pavement at the Commons. Paint striping on asphalt will not be permitted. This will be reviewed with The construction permit. CPTED and Security — The public entrance to the new department store will be on the north fagade, west of the Target entrance. No public entrance to the new department store is proposed along the new south fagade. The layout of the new department store will largely maintain the southern mall entrances adjacent to Century Theater building and the Target building, although both corridors will be substantially narrowed. In order to uphold Crime Prevention through Environmental Design (CPTED) principles of natural surveillance and to monitor corners created by the new building, the Federal Way Police Department requests that the applicant continue participation in the Safe Cities program by installing two roof -top mounted security cameras that are consistent with the specifications in the January 31, 2012 e-mail from Thomas Fichtner enclosed as Exhibit C. Prior to issuance of a certificate of occupancy for the new department store, two rooftop mounted cameras shall be installed by the applicant and confirmed as operational by the City. In addition to the security cameras, prior to issuance of any building permits, lighting plans for these two corridors shall be submitted for review by the Federal Way Police Department. Signage regarding the monitoring is also required to be placed in both corridors. 10. Landscaping —Landscaping proposed for the southern perimeter, building foundation, and interior parking lot landscape areas generally meets the intent of the FWRC, as conditioned. Prior to issuance of any construction permits, the landscape plan shall be revised to reflect the following: • Type IV interior parking lot landscape islands shall be provided at the ends of all new parking rows, including as noted on the red -lined landscape plan. ■ Perimeter shrub landscaping along the south side of the site was a condition when trees were removed from the BPA easement based on a March 10, 2011 letter under file #11-100936- AD. This landscaping is required to be installed prior to the certificate of occupancy for the new building, and as a condition for a previous approval, the perimeter planting is not eligible for a landscape extension as provided in FWRC 19.125.090. • Plaza entry features shall be installed at the entrances to the relocated Lane Bryant and Catherine's retail stores, including but not limited to, four five -foot -wide landscape islands in front of each window bank, planted with shrubs a minimum of 24 inches in height, in addition to related plaza features such as seating, lighting, trash receptacles, bike racks, and special pavement. • In order to survive the southern exposure, five -foot -wide landscape islands shall be provided along the south side of the new department store building as depicted on the January 13, 2012 red -lined site plan. These islands should be planted with columnar trees that are suitable to conditions along this area and that are a minimum of six feet in height at the time of planting in order to create adequate vegetative fagade treatment that will be in addition to the proposed vine screens. Shrubs planted in this island should be a minimum of thirty (30) inches in height at the time of planting to support the columnar trees and vegetative fagade treatment efforts. Final landscape plans will be reviewed with construction permits to ensure compliance with the FWRC and as detailed above. Landscape Modification — A loading dock and compactor are proposed on the south side of the new department store building. The dock is visible from the South 324 h Street right-of-way. Pursuant to FWRC 19.125.040(4), loading docks are to be screened from roadways with Type I landscaping. The applicant has requested a modification to the City's loading dock screening requirement to request an alternative screening method as the area between the loading dock and South 324'' Street is subject to a BPA utility easement, which prohibits tall vegetation such as screening trees. As provided in FWRC 19.125.100, the City may grant such a landscape modification if: a. The modification will not create any vehicular or pedestrian safety problems; b. The modification will not affect the ability to provide any property with police, fire, emergency medical, and other essential services; and c. The modification is necessary because of a pre-existing physical condition. The applicant proposes that the loading dock be screened from view by a painted corrugated metal wall and rolling gate. The proposed fence and gate meet the modification criteria and satisfactorily screen the loading dock from the right-of-way and adjacent properties. The requested modification is hereby approved. 12. Target Plaza Restoration — The proposed department store will result in elimination of required plaza that was required to define the Target building entrance. Prior to issuance of a certificate of occupancy for the new department store, required landscaping and street furniture shall be fully installed at the entrance to the Target building. 13. Commons Paris A, B, and E — Pads A and B are located on the Sears portion of the mall property; Pad A faces onto Pacific Highway South, while Pad B faces onto South 320`h Street. Pad E is located at the northern portion of the mall property on the SE comer of South 320`h Street and 20`h Avenue South. The three pads were among the seven pads established under a previous 2005 land use action under file 05-100749-00-UP; and a 2006 Binding Site Plan (BSP) under file 06-100926-SU. All BSP pads were recorded at King County under recording number 20070530001643. The undeveloped pads remain as follows: Pad A - 5,000 square feet in size approved for retail or restaurant uses, Pad B - 5,000 square feet in size approved for retail or restaurant uses, and Pad E - 7,920 square feet in size approved for retail or restaurant uses. Any development proposed on Pad A, B, or E shall be consistent with the development standards of FWRC 19.225.030 Retail mall, regional, related environmental determinations, and other codes in place at the time of application. 14. As conditioned, the proposed site plan application and application attachments have been determined to be consistent with the Federal Way Comprehensive Plan, all applicable provisions of the FWRC, and with the public health, safety, and welfare. The streets and utilities in the area of the subject property are adequate to serve the anticipated demand from the proposal, and the access to the subject property is at the optimal location and configuration for access. The proposed development is consistent with Process III, Project Approval, decisional criteria required under FWRC 19.65.100(2) (a) and (2)(b). Final construction drawings will be reviewed for compliance with specific regulations, conditions of approval, and other applicable City requirements. This decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. We have determined that the redevelopment proposal at The Commons of Federal Way does qualify as a planned action as provided in Federal Way Revised Code (FWRC) 14.15.130(f)(iii) as follows: The subject property is located within the area targeted by the Planned Action SEPA (PAS) conducted by the City in 2006. The applicant submitted a PAS checklist that demonstrates that the Borders demolition, the new department store, and relocated tenant spaces are eligible to be considered as a Planned Action, and therefore exempt from further review under the State Environmental Policy Act (SEPA). This is because: (1) retail goods and services uses are consistent with the uses reviewed under the PAS pursuant to FWRC 14.15.130, and applicable mitigation measures from the EIS associated with the PAS are appropriately implemented; (2) the proposed use will not generate any new PM peak hour trips; and (3) the proposed use meets decisional criteria of FWRC 14.15.130(3)(d)(ii) as follows: (a) The proposed number of new parking stalls associated with the 78,165 square feet of demolition and the 58,000 square feet of new construction exceeds the minimum construction related and parking stall threshold for SEPA review, and the project is therefore not otherwise exempt from SEPA; and (b) The retail project is consistent with Federal Way Comprehensive Plan (FWCP) policy #CCP4 for retail uses;' and (c) The project is implementing a project that had its significant adverse environmental impacts adequately identified in the EIS; and (d) The retail project falls under the Planned Action qualifications from 14.15.130(3)(c) as follows: is The retail project is consistent with the retail goods and services uses; ii. The retail use does not exceed the development envelope for the 750,000 SF retail mall development; iii. The proposed project is located within the City Center -Core zoning district, and is in the Planned Action area; iv. The project does not add to PM peak hour trips due to existing trips from the closed Borders bookstore; ' CCP4 - Continue to develop a City Center that is the primary commercial area providing local goods and services to the surrounding neighborhoods and region, and to residents and employees within the center. This project will be constructed within the 2014 horizon identified in the PAS. Also, environmental conditions have not changed from those analyzed in the EIS, thus the Planned Action designation remains applicable; (e) the SEPA official has determined that the project's adverse impacts are able to be mitigated through the application of mitigation detailed in the mitigation document in Exhibit B of Ordinance 07-547 along with other applicable requirements and conditions; and (f) the project complies with all applicable local, county, state and federal regulations, and where appropriate needed modifications have been approved; and (g) the new department store is not an essential public facility. This letter confirms that information submitted by the applicant adequately addresses relevant PAS criteria to the city's satisfaction and further environmental review of the redevelopment project under the State Environmental Policy Act (SEPA) is not required. Our decision not to require additional environmental review does not mean that the license, permit, or approval you are seeking from the City has been granted. Approval or denial of the proposal will be made by the appropriate administrative or legislative body vested with that authority. I'm having problems seeing building on the 11x17 drawings. 2) Where do the loading area gates open to? Do they slide to the drive aisles or internal to the loading bay? 3) The security cameras requested by the City are to be located on the roof of the building(s). The location is incorrectly depicted on the elevation pages, so I will make the rooftop location a condition of approval. 4) Can the planting area along the south fagade be increased from two feet to five feet, and the ten foot wide sidewalk narrowed to five foot? A two foot wide planting area on the south side of this large concrete building creates a less than optimal planting situation. Akebia can be a gnarly plant once established; but survival is a huge risk in such a hostile planting condition. Loading area screening and landscape modification- The preapplication conference letter noted that all loading areas are required to be fully screened from public right -of- way with Type I landscaping pursuant to FWRC 19.125.040(24)5, yet the tall trees associated with the type I screening cannot January 16, 2012 Page 2 be planted in the existing south side perimeter planting strip since that area is within the Bonneville Power Association (BPA) easement. A gate is proposed to screen the loading dock. A modification to the landscape screening requirement is required; provide a written request to modify the landscape requirement from perimeter vegetation to a gate and reference the special circumstance of existing BPA easement. Show the location of the modification area on the landscape plan and provide a detail of the gate consistent with FWRC 19.125.100(8). The modification will be reviewed concurrent with review of the landscape plan. Fencing screening and an ingress/egress rolling gate at the loading area is proposed. A modification to the required Type I perimeter landscape screening per FWRC19.125.040(24) for the loading area is formally requested. The existing BPA transmission line easement runs in an east/west direction and encompasses the perimeter of the property. Because trees are not allowed to be planted within the easement, it is not possible to meet the FWRC requirements for a Type I perimeter landscape screen where the perimeter of the property lies within the existing BPA easement. Vine Support- Elevation plans depict a trellis to support vines growing along the south facade, but no planting areas or materials are shown on the landscape plan. Please revise the landscape plan to include proposed vine treatment and other foundation landscaping as proposed. Planters at building facades are called out on Sheets L1.0 and 1-1.1. BPA Easement- Label the BPA easement area. According to these plans, when delivery trucks that serve the new building enter the mall site, they will encroach into opposing lanes of traffic and may alsig mount the curb at the South 324h Street driveway. This is not ideal, but given that most or all of the trucks will likely utilize the site after the mall is closed or late at night, it may not be an issue. Additionally, experienced truck drivers should be able to maneuver the truck into the site without mounting the curb. However, the new loading dock area remains a safety concern. As proposed, there is no defined space for in -coming and out -going traffic and the walls around the facility adversely impact sight distance as well I recommend that the area be redesigned to improve safety and traffic circulation. Enclosed is one possible solution to reduce conflicting points and thus improve safety and traffic circulation. Lighting — Lighting of the external corridors on either side of the new building with "people -level" down lighting will be critical to the on -going surveillance of the area. In this zone, building facades shall incorporate a combination of facade treatment options as listed in FWRC 19.115.060(2) and (3)(b) to a degree that is appropriate to the building size, scale, design, and site context. (a) North Facade — The north facade is considered the "principal facade" as it contains a major entrance, and is clearly visible from a right-of-way or public sidewalk. It is required to incorporate a variety of pedestrian -oriented architectural treatments listed in FWRC 19.115.090(c)(1).2 Also, landscaping (such as container gardens, walLand window planters, hanging baskets, seasonal beds, trellises, vines, espaliered trees, and shrubs ) is to be used to define and highlight building entrances, plazas, windows, walkways, and open space. Foundation landscaping may be used to enhance but not replace architectural treatments. The detail plan prepared by Avalon Architectural originally submitted on July 28, 2011, and included in the September 13, 2011 drawing, shows the 250' long by 25' tall north elevation with a 39' canopy over the centered glass entrance, three separate segments of six-foot deep modulation, four large showcase windows, reveals, EFIS cladding, and landscaping consisting of five decorative trees and a 35' section of shrubs. However, the scale of these proposed design features are not entirely suited to the large size, scale, or design of the new building. Additional landscaping should be used to define and highlight the building entrance and walkways, and additional design elements are encouraged to treat the facade and incorporate pedestrian oriented streetscape amenities such as wall and ground -mounted lighting, benches, bike racks, trash receptacles, and special pavement. Consider increasing the entrance height to bring focus to this key area, and incorporate additional cornice features consistent with other mall entrances. (b) South Facade — Although the south facade does not contain a major building entrance, it is visible from the right-of-way and public sidewalk, and it also supports the pedestrian route of travel around the mall. As a secondary facade, treatments that are less pedestrian -oriented than those noted above may be approved, such as a combination of structural modulation, architectural articulation, and foundation landscaping. The Avalon Architectural plans dated September 12, 2011, depict the 250' long, 28' tall, south facade with a loading dock, three emergency exit doors, two eight -foot -long canopies, five stainless steel cable boxes approximately 60 square feet in size for vines, four poster sized illuminated display windows, a variety of reveals, and color changes that simulate visual articulation. The loading area is modulated approximately ten feet from the rest of the building and screened with a metal gate. 2 "...including distinctive and prominent entrance features; transparent glass such as windows, doors, or window displays in and adjacent to major entrances; structural modulation where appropriate to break down building bulk and scale; modulated rooflines, forms, and heights; architectural articulation; canopies; arcades; pedestrian plazas; murals or other artwork; and streetscape amenities." Some of the design options shown on adjacent buildings are called out such as canopies over the entire wall or add an arcade instead of canopy,' increase the size of vine screens and the display windows, vary the height of the building ends, and provide foundation landscaping.4 Please revise the elevation to depict the pedestrian corridors created along the east and west side of the new building as well as the adjacent Century Theater and Target buildings. Show the location of wall -mounted and ground - mounted lighting in these corridors, and depict any walkways and walls associated with the loading dock. 2. Additional Site Details — (a) Target Plaza Features — The proposed parking lot expansion eliminates plaza landscape and seating features associated with the Target entrance. These features must be replaced so that the Target entrance fagade remains conforming. Revise the plan to show where they will be located, and revise the landscape plan accordingly. (b) Pedestrian Circulation —Provide a scaled detail of existing and proposed pedestrian circulation areas along the north and south side of the new building including connections to existing sidewalks, mall entry corridors, around the loading docks, and around any stairs or ramps. Clearly label the new pedestrian pathway and the new landscape areas that extend through the new parking lot on the north side of the site. Note that special pavement consistent with FWRC 19.115.050(4)(b) will be required to depict any pedestrian pathway that crosses through any drive aisle. (c) Loading Dock — The revised layout of the loading area is much improved from earlier versions. Please provide a loading dock detail that labels each truck bay, dock area, gates, walls, stairs, and other features. Show the architecture, materials, and colors of the loading dock and gate to demonstrate that it is consistent with the primary building(s) relative to architecture, materials, and colors as required under FWRC. 3) Landscaping — Red lined landscape plans are included for reference. a) Sheet L 1.1 1. Loading area screening and landscape modification — The preapplication conference letter noted that all loading areas are required to be fully screened from public right-of- way with Type I landscaping pursuant to FWRC 19.125.040(24),s yet the tall trees associated with the type I screening cannot be planted in the existing south side perimeter planting strip since that area is within the Bonneville Power Association (BPA) easement. A gate is proposed to screen the loading dock. Vine Support — Elevation plans depict a trellis to support vines growing along the south fagade, but no planting areas or materials are shown on the landscape plan. Please revise the landscape plan to include proposed vine treatment and other foundation landscaping as proposed. 3. BPA Easement — Label the BPA easement area. As noted in the preapplication letter, the city requested that each tree removed from the BPA transmission line easement be replaced with a shrub that is a minimum of 24 inches in height at the time of planting. Revise sheets L1.1 and L1.2 to highlight new perimeter shrubs in the BPA easement area, including listing a minimum height of 24 inches at the time of planting. These "replacement" shrubs will be required to be installed before the certificate of occupancy for the new building is granted. 4. Existing Landscaping — Identify any landscaping east of the theater that will be impacted by the building addition. Identify replacement as appropriate. 5. Irrigation — Plans shall reflect that irrigation will be required for all new landscaping, including the vines. 6. The proposed retail addition will enhance the shopping center and bring increased activity to the existing complex. The new development will address the Federal Way design guidelines and provide an appropriate level of architectural features to satisfy city requirements. The Crime Prevention through Environmental Design requirements will be met through the use of security cameras and mirrors in the corridors between existing Target and existing Century Theater buildings and the proposed Kohl's store. Surface parking between the building and the adjacent public streets will provide for linkage to pedestrian pathways with additional landscaping to provide screening. The plaza in front of the north entrance will have canopies and extensive glazing penetrations. There will be enhanced paving, planters and benches in the plaza along with decorative trash receptacles and bike racks as part of the pedestrian experience. The eastern wall will have a new canopy and window opening in the future Lane Bryant space. On the southern fagade we are proposing the use of vine trellises attached to the walls along with canopies to provide building articulation. The exterior design will be similar to the north fagade and will incorporate color changes and banding to augment the building elevation. The loading dock will be screened from view by decorative metal gates facing South 324t` along with additional landscaping in the parking areas. A 120-day time line for reviewing the project has started as of this date. The City has up to 120 days from the date that an application is deemed complete to take action on the application.
