Dear Mr. Brown:
The Community and Economic Development Department has received your Process I Master Land Use
(MLU) application to modify the parking lot on the north and south sides of the Macey's store at the mall.
The Process I MLU application is hereby approved.
APPEALS
The effective date of this decision is May 13, 2013. Pursuant to Federal Way Revised Code (FWRC)
19.55.050, any person who commented on the application or requests a copy of this administrative
decision may appeal the decision to the Federal Way Hearing Examiner by May 27, 2013. Any appeal
must be in the form of a letter delivered to the Department of Community and Economic Development
with the established fee.
However, as you are the only party of record, your appeal period is waived. You may begin work on this
project on or after May 13, 2013, provided your building permit has been issued.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and

This letter is in response to the review comments for Commons Macy's Parking Lot
revisions, dated April 22, 23, and 24, 2013. The original review comments are in italics
with ESM's responses in bold:
Planning
I don't have the landscaping calculations. From what l can tell the project
results in an increase of 8 parking spaces from existing conditions. Code
requires 22 sf of parking lot landscaping per space. Hence you need to
provide and additional 176 sf of landscaping. Without calculations I don't
know if the proposal results in more in more or less landscaping than
currently exists. Please provide me with sf of demoed and sf of replaced
landscaping.

The stall dimensions do not appear to meet the code requirement (which
references our Parking Lot Design Criteria) for 60 degree parking.
Specifically, row width is supposed to be 20, but is shown at 18' (see
parking Lot Design Criteria, attached for reference).
The plans have been revised to depict a row width of 20 feet
Landscaping looks fine qualitatively.
No further action required.
Transportation
Engineering
The proposed parking modification layout could create traffic back up or
queuing on the main entrance and potentially onto S 320" Street The
layout should be revised to eliminate the two curb cuts (east and west)
immediate adjacent to the main entrance on 20rn Ave S My preference is
not to have any new curb -cut in order to allow more storage.
The plans were revised to provide "No Parking" stripping at these two
locations to minimize the impacts for incoming traffic per phone
conversation with the Applicant and Mr. Sarady Long.
Also, I think pedestrian access from 20th Ave S/S 320th Street intersection
should be improved to provide one continuous path from S 320`h Street
to the Mall. This is not traffic issue but I feel it's important from local
shopper perspective.
The plans were not revised to accommodate this preference.
Show CB protection (sediment socks) for the CB's that are `clouded' on
sheets RD02 and RD03, provide a detail of the sediment sock
The plans were revised to depict the sediment filter on sheets RD-02
and RD-03 per your request We have also provided a detail on sheet
DT-01 for the sediment filter.

Per the submittal requirements for Process I application, the City of Federal Way requires
a narrative description of the project:
Steadfast Companies is proposing revising the existing parking lot layout on the north
and south side of Macy's, located at the Commons at Federal Way. The proposed
revision rotates the existing parking stalls from an east west direction to north/south
alignment. New landscape islands will be installed at the ends of the parking rows.
