Be advised this two-year extension is back dated to the initial short plat expiration resulting in an expiration date of May 26, 2017. This extension is conditionally approved in order to meet Federal Way Revised Code 18.05.090 criteria. The conditions are as follows: Conditions 1. The applicant shall be subject to current transportation impact fees as a replacement for the prior pro-rata share mitigation in place at the time of preliminary approval. 2. The applicant shall be subject to the adopted 2009 King CountySurface Water Design Manual (KCSWDM) and Federal Way Addendum requirements as a replacement for the prior 1998 manual. I was surprised since on various occasions in the recent past, I expressed my concern to Mr. Peterson regarding the slow timing of the whole process. He told me several times "not to worry, you have plenty of time". I realize that it is not Mr. Peterson's obligation to call to my attention the expiration date of the permit. However, I trusted his opinion. This is not my area of expertise. My only direct experience with the permitting process is with this project, and I am elderly (I will be 82 in April). I appreciate your consideration for an extension of the permit to be able to complete the subdivision of my lot. The process of attempting to complete the City's numerous requirements has taken a considerable amount of time, with unforeseen delays. A main issue has been the problem of city water that empties from a pipe onto the south side of my vacant lot. In the summer of 2015 I discussed the problem once again with Mr. Peterson. I was told that the only solution was to divert the pipe across my property to be connected at the neighbor's property to the north of my lot. The neighbor was in agreement. This happened after I appealed to the office of the mayor. I was told that the city was not responsible for the location of the pipe. If the diversion was to take place, it should be at my cost. I proceeded to hire an engineer to draw up the plans. My son-in-law, Christopher Wirfs, delivered the completed engineering plans to Mr. Kevin Peterson late in November of 2015. Mr. Peterson told my son-in-law that he would review the plans and that he would call me in a few weeks. I did not receive a call. I went to talk with him, and he said that he would review them in a couple of more weeks. Since he did not contact Mr. Wirfs or me, I went to him once more. It was at this meeting that I learned of a fee for the review to take place. Neither Mr. Wirfs nor I were unaware of such a fee. He told me that it should be paid before the process could continue. I took the permit application in on January 12, 2016, ready to pay the $770 fee. Mr. Herrera
