This is the first extension request. The following criteria are sufficiently met: a) Circumstances have been beyond my control to meet the original time restraint. The first year was spent in a modification to the design only allowed months after initial approval was granted. Thus making the project economically feasible. The following year was spent in seeking financing, a partner or a buyer. By the beginning of2007, economic forecasts and conditions were such that that the project become untenable from a financial risk standpoint. b) The requested extension will not create or continue adverse conditions. c) Physical conditions have not changed, contrary to the public interest. Financial commitments have not been possible due existing economic conditions. These conditions are expected to improve, and that by the end of this year developers should start to reenter the market or commence projects with a one to two year outlook. Completion of this proposed development remains in the public interest. It will connect two existing dead-end streets, thereby improving traffic access.
