This letter is a follow up review of our phone conversation and email correspondence for your records. The subject site is vacant and zoned RS 9.6 (Residential Single -Family) with a minimum lot size of 9,600 sq- ft. This lot is part of the Redondo Bay Tranquility recorded plat and subject to development and setback restrictions recorded on that plat (enclosed). As we discussed, this plat depicted a stream to the back end of the site and a 15' building setback from the stream; however, the City does not have record of a major or minor stream running on this lot. After both you and I conducted a site visit, we visually verified there does not appear to be a running stream or dried stream bed located on lot 8, and therefore any development would not be subject to the stream setback restriction. However, upon application to specific development you will need to provide proof to the City that a stream no longer exists by a qualified professional. The site does contain a 15' setback to a storm drainage easement on the southeast side of the property (10' storm drain easement and 5' building setback, equaling 15' shown on the enclosed plat). Please note the additional requirements recorded on sheet 2 of the plat that states "prior to any construction within this plat, and prior to any sales of lots within. " This section references soil reports filed under the King County Auditor's Office, setback requirements from the street line, and construction restrictions near slopes in excess of 15% and. 25%, except when built upon drilled piers. Please thoroughly review this recorded plat for your information and provide copies to any engineer you work with. Additionally, the subject site also contains landslide hazard areas and erosion hazard areas according to the City's Critical Areas map. Landslide hazard areas, erosion hazard areas, steep slope hazard areas, and seismic hazard areas are defined as geologically hazardous areas under FWRC 19.05 "Definitions." Development activities and land surface modifications on or within 25 feet of these areas requires additional review as described under FWRC 19.160.010 "Geologically Hazardous Areas - Limitations." The City may permit development activities on or within 25 feet of a geologically hazardous area if no reasonable alternative exists and only if the activity will not lead to or create any increased slide, seismic, or erosion hazard. The required analysis must include a soils report prepared by a qualified professional engineer which describes how the proposed development will impact the subject site and nearby properties.
