Based on our meeting with Mrs. Warren and subsequent site visit, we offer the following comments. Permitting A building permit is required. If any utility or other work is conducted in the right-of-way, a right-of-way permit is required. There is a small stream located south of the subject lot. Building and other improvements must be located outside of the stream setback. If improvements cannot be located outside of the stream setback, additional permitting requirements including Use Process IV and Environmental Review will be triggered. Please show the stream setback on your site plan. Access Requirements Please provide full documentation of the access easement across park property to the north. Access will need to be a minimum of 20 feet wide from 44th Avenue SW to the park parking lot driveway. East of the park parking lot driveway to the driveway to your lot, the minimum width shall be 10 feet (unless greater width is required by the Federal Way Fire Marshal). Surfacing shall be as per the minimum thicknesses specified in Cross Section Y (Dwg. No. 3-2Y of the Public Works Development Standards). Pedestrian access to the trail shall be maintained during and following construction. At a minimum, a 10-foot gravel path shall be maintained at all times from the parking lot to the trail. Also please coordinate with the Federal Way Fire Marshal regarding minimum emergency vehicle access requirements. As noted in our meeting, the City would prefer you access the site at the most westerly point possible to minimize conflicts with the park access/trail. Parks Department Comments Parks Department will review the full documentation of the access easement across park property to be provided and determine if fencing is needed between the driveway and park trail and potential reconfiguration of the trail entrance and gate to the parking lot.
