11-100363CITY OF Federal Way Mr. Steve Ikerd City of Federal Way — Parks 33325 86 Avenue South Federal Way, WA 98003 RE: FILE #11-100363-00-AD; HAZARDOUS TREE REMOVAL Wedgewood West Division #2 Open Space Tract Dear Mr. Ikerd: CITY HALLFILE 33325 8th Avenue South Mailing Address: PO Box 9718 Federal Way, WA 98063-9718 (253) 835-7000 www.cityoffederalway.com February 9, 2011 The Community and Economic Development Department has reviewed and approves your request to remove hazard, dead, dangerous, or diseased vegetation from the open space tract within the Wedgewood West subdivision. The area of concern is adjacent to a private residence located at 3844 SW 3391h Street. An Arborist's report dated January 27, 2011, prepared by Thundering Oak Enterprises,' reviewed the conditions of several trees adjacent to this property and recommends specific actions as discussed below, which are hereby approved with this letter. Specifically, the large double stem Douglas Fir tree was not found to have defects, nor were abnormalities, pests, bugs, or nests observed. The report notes that an inspection should occur "during insect activity" to determine if insects are present and if they present any risk to the trees health. The report noted that there is one large broken limb that is suspended over the lawn of the property at 3 844 SW 339 h Street and only this limb should be removed. Two other trees were found in questionable health and recommended for immediate removal. They are an 8" diameter leaning bitter cherry tree and a 12" alder tree that has a decayed stem. The report confirms that the two trees and one tree limb proposed for removal are considered to be diseased and/or pose a hazard to private and city property. The proposed removal of the two trees and one tree limb is exempt from clearing, grading, and tree preservation regulations set forth in Federal Way Revised Code (FWRC) 19.120.030(12) and no further review is required. Replacement trees are not required. Please contact Senior Planner Deb Barker, at 253-835-2642 or deb.barker@cityoffederalway if you have any questions regarding this letter. Large Douglas -fir with `bugs': Of course, in the middle of winter no bugs were present, nor was there any evidence or leftover signs from last summer/spring. The tree is a double -stem specimen that is quite large. The stem union is very strong, and both co -dominant leaders are vertical and remain very close to each other all the way to the top of the tree. No significant defects were noted in the tree, nor were any abnormalities or nests observed. An inspection during insect activity will be necessary to determine if they present any risk to the tree's health. There is one large broken limb that is suspended over the lawn, this should be removed from the tree. 2. Along the fence on the west side of the back yard are several trees of questionable health. The first is a small (8") bitter cherry leaning quite severely over the fence and back yard. At the corner of the fence (NW) is a small alder (12") with a severe stem wound/decay column. Both of these trees should be remove now, while small, to prevent possibility of significant damage and expense as they mature. Respectfully submitted, Bryce Landrud I.S.A. Certified Arborist #PN0232
