Dear Mr. Crosswhite:
On January 21, 1991, a representative from Pacific Testing Laboratories
performed an evaluation of the embankment directly behind the residence at
27705 23rd Avenue South, Federal Way, Washington. Our investigation was to
determine whether to uce a retaining wall or explore the possibility of the
use of a rockery.
Site Description
The area of concern is described as an approximately 30° slope that has been
benched, resulting in a cut of 8 feet at the rear of the house. The house
is situated at the base of the cut, approximately 10 feet away. At the top
of the cut, the slope continues up at approximately 40° to the property line
and a fence. At the base of the fence, on the adjacent property, there has
been a french drain installed to an unknown depth.
Soils in the area are described as dense to medium-dense silty sands with
cobbles. The exposed face of the above-mentioned cut reveals that silty
sands are overlain by approximately 3 feet of sandy silts.
At the time of our investigation, the silts appeared to be very moist and
showed some signs of sloughing due to the high moisture content. Positive •
drainage has been established at the base of the slope, to divert water that
has come from the slope away from the home. =

Conclusions and Recannanlations
From our investigation we recommend that a retaining wall should be utilized
instead of a rockery.
The upper layer of silt appears to hold water creating an unstable mass
above the sand layer. Therefore a retaining wall, with proper drainage
behind it, should be used. It was stated that a 6 foot maximum height wall
will be installed. If so, the following guidelines should be followed.
It should be noted that a wall of this height will require a permit to
construct. To facilitate this it will be necessary to t• ct representative
soil samples, to obtain design parameters, i.e., passive and active lateral
earth pressures acting on the wall.
The space behind the wall should be backfilled with a free-draining
material, extending the full height of the wall. A filter fabric should be
placed against the native material at the fill/native ground interface to
prevent siltation, and a 4 inch slotted PVC drain pipe placed at footing
level as a collector drain. The drain line shall then be tightlined around
to the side of the house to allow positive drainage. The minimum distance
from the top of the wall to the native slope behind shall be 2 feet. The
remaining slope above the wall should be cut back to as near a 2V:11i slope
as the adjacent property line will allow (See Figure No. 1) . The home owner
should also be made aware of the dangers of over irrigation to the
vegetation at the top of the slope. Any artificial watering of this slope,
by irrigation, sprinklers, or other means, is only permissible if controlled
and adequate drainage is provided for.
Limitations
This letter has been prepared to aid in the evaluation of the site. Our
observations and conclusions have been prepared in accordance with generally
accepted professional engineering principles and practices. We make no
warranty, either expressed or implied. Our observations are based on the
results of the field examinations and on our interpretation of existing
surface conditions. The conditions and observations presented should not be
applied to surrounding properties. If conditions are encountered that
appear to be different than those described in this letter, we should be
notified so that we may review and verify or modify our observations.
