The City of Federal Way's Community Development Department has completed administrative review of
the proposed drive through window for B & R Espresso, submitted on December 17, 2018 and
resubmitted May 16, 2019. The Process I land use application submitted is hereby approved. The
proposal meets site plan and applicable community design guideline criteria set forth in Federal Way
Revised Code (FWRC) 19.60.050 as found in the enclosed Exhibit A - Findings for Process I Site Plan
Approval and incorporated into this decision by reference. The remainder of this letter outlines the zoning
and development review process required for this proposal and a summary of appeal procedures.
REQUIRED REVIEW PROCESS
The proposed improvements to the site are subject to Process I Site Plan Review pursuant to FWRC
19.215.020, fast food and restaurant use. The proposal does not exceed the City -adopted flexible
thresholds set forth in FWRC 14.15.030 (c) and therefore is exempt from review under the State
Environmental Policy Act.
CONDITIONS OF APPROVAL
1. Directional and lane striping of the drive through lane shall be painted prior to or concurrent with
final inspection of construction permits to install drive through service window.
2. Fire apparatus access roads shall comply with all requirements of Fire Access Policy 10.006:

3. Designated and marked fire lanes may be required for emergency access. This may be done during
the plans check or prior to building final. Requirements and marking options can be found in FWRC

4. Fire apparatus access roads shall be installed and made serviceable prior to and during the time of
construction.
APPROVAL DURATION
Unless modified or appealed, the Process I decision is valid for five years from the date of issuance of the
decision. Time extensions to the decision may be requested prior to the lapse of approval following the
provisions listed in FWRC 19.15.110. The improvements must be substantially completed within the five-
year time period or the land use decision becomes void.

APPEALS
The effective date of this decision is June 10, 2019, or three days from the date of this letter. Pursuant to
FWRC 19.60.080, any person who received notice of this administrative decision may appeal the decision
to the Federal Way Hearing Examiner by June 24, 2019. Any appeal must be in the form of a letter
delivered to the Department of Community Development with the established fee. The appeal letter must
contain a clear reference to the matter being appealed and a statement of the alleged errors in the
Director's decision, including the identification of specific findings and conclusions made by the Director
disputed by the person.f ling. However, as you are the only party of record, you may waive your right to
appeal this decision by submitting a written request to do so to the department (this action allows the
building permits to be:issued prior to the end of the appeal period).
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval does not constitute approval of a building
permit or authorization to clear and grade the site.

Espresso Bar. City departments have provided the following comments that will need to be addressed prior
to approval of your application, or as otherwise noted. Questions regarding the technical review comments

COMMUNITY DEVELOPMENT — PLANNING DIVISION

1. The storage length for the drive -through should be able to accommodate four to five vehicles. This will
ensure queuing from the drive -through window will not block primary access. Please depict this on the
site plan.
2. The following design standards (per the Federal Wray Revised Code [FWRC]) are deemed applicable to the
proposed drive through:
SITE DESIGN —ALL ZONING DISTRICTS
o FWRC 19.115.050 (b) Drive -through facilities shall comply with the following:
(ii) The stacking lane shall be physically separated from the parking lot, sidewalk,
and pedestrian areas by Type III landscaping and/or architectural element, or
combination thereof; provided, such elements reflect the primary building and
provide appropriate separation. Painted lanes are not sufficient.
(iii) Drive -through speakers shall not be audible off -site.
Please provide information on the size and location of the menu signage for the drive -through and location
of the speaker box for taking orders. Please depict on the resubmitted plans and describe in the resubmittal
narrative how the development meets the above community design requirements. Landscape plans shall
meet the applicable requirements of FWRC Chapter 19.125, "Outdoors, Yards, and Landscaping," and be
prepared by a qualified professional in accordance with FWRC 19.125.035.

days of being notified that such information is requested, the application shall be deemed null and void and
the city shall have no duty to process, review, or issue any decisions with respect to such an application.

To whom it may concern,
B&R Espresso Bar is a coffee shop located at the Quad Center 32901 1st Ave S Ste K, Federal Way WA.
98003. We are looking to add a drive thru window to the back alley of our existing coffee shop. There
will be some parking lot modifications needed to complete the drive thru lane. On the North side of the
building where are coffee shop is located, there 7 parking stalls. One of the parking stalls is ADA space
and will not be impacted. The other 6 stalls will no longer be utilized for parking and will be used as the
drive thru lane. The drive thru lane will accommodate a maximum of 5 vehicles at a time, with additional
stacking space of 3 vehicles and should not have an impact on the entrance or exit of the Quad Center.
Vehicles using the Drive Thru lane will enter the back alley from the north heading south and will exit
the alley at the south end of the Quad Center where there are 2 additional entrance and exit points to
the Quad Center. The back alley can always accommodate 2-way traffic and there will be no impact on
Delivery or emergency vehicles.
Quad Center parking lot space requirements and usage:
Retail / Office 10,900 Sq ft minimum requirement 36 parking spaces.
Restaurant 11,270 Sq ft minimum requirement 112 parking spaces
Fast Food 1,200 Sq ft minimum requirement 15 parking spaces
Minimum requirement for parking stalls based on Sq footage and usage 163 parking spaces.
