The application is hereby approved pursuant to conclusions based on findings made by the department's Planning Division. Please note - this approval is limited to the design review only and does not constitute building permit approval. CONCLUSIONS Various sections of the Zoning and Development Code indicate that certain developments, activities, or uses are permitted only if approved using Process I — Director's Approval. Based on the findings below, the proposed improvements to the developed site meet the following Process I approval criteria and land use review thresholds of Federal Way Revised Code (FWRC) 19.15.030 and 19.55.020: 1. The proposed improvements are consistent with applicable chapters of FWRC Title 19 including, but not limited to: Permits and Review Processes; Process I — Director's Approval; Community Design Guidelines; and Suburban Estates (SE); 2. The health, safety, and welfare of the citizens of the city are preserved; 3. There is no change of use; 4. There is no reduction in the amount of required landscaping, buffering, open space, or public areas; 5. There is no material change or reduction in the amount of required parking; 6. There is no material change in the location of utilities, easements, or pedestrian connections; 7. There is no material change to the approved architectural design; and 8. There are no additional adverse impacts to sensitive areas or significant trees. FINDINGS OF FACT i. Proposal — The applicant submitted a Process I application on December 20, 2011, for the proposed 238 square -foot addition on the north (street) side of the existing 320 square -foot park restroom building. A roll up door on the north side of the addition would provide access to the storage wing, which would house parks maintenance tools and equipment. The existing flat roof would be replaced with a 2:12 shed roof. Proposed materials would match the existing metal walls and roof. Mr. lkerd February 14, 2012 Page 2 2. Comprehensive Plan & Zoning Designation — The subject property is located within a Suburban Estates (SE) zoning district. Public park uses are permitted in SE zones pursuant to FWRC 19.195.160. 3. Community Design Guidelines Compliance — The proposed building addition and new roof provide additional articulation to a portion of the existing fagade that currently has blank wal is and a flat roof. 4. Environmental Review — The proposed storage room expansion is categorically exempt from an environmental threshold determination pursuant to State Environmental Policy Act Rules 197-11- 800(3). BUILDING PERMIT REQUIRED The Process I scope of work detailed numerous tenant improvement proposals such as demolition, framing, plumbing, electrical, drywall, etc. This decision does not extend approval to tenant improvements except for Planning Division design review of the exterior window. Building permits for the proposed tenant improvements are required. APPEALS The effective date of this decision is February 17, 2012. Pursuant to FWRC 19.55.050, any person who commented on the application or requests a copy of this administrative decision may appeal the decision to the Federal Way Hearing Examiner by March 2, 2012. Any appeal must be in the form of a letter delivered to the Department of Community and Economic Development with the established fee. However, as you are the only party of record, you may waive your right to appeal this decision. If you wish to waive your right to appeal, you must do so in writing to the Community and Economic Development Department. No work on the proposal may begin until the end of the appeal period or receipt of your waiver. CLOSING This land use decision does not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. This Process I approval does not constitute approval of a building permit. The City of Federal Way Parks Department is seeking Land Use Approval for the following project: Parks Department is proposing to add a 238 SF enclosure on the north side of the existing restroom/equipment storage building at Lakota Park. The addition will be used for storage of parks maintenance tools and equipment. In addition to the new enclosure, Parks is also proposing to remove the existing metal roof and construct a new pitched (2:12) roof over both the existing restroom building and new equipment enclosure. The existing roof is sloped towards the center and is prone to leaking. The existing building appears to have been constructed of pre -fabricated steel panels which sit atop a short CMU foundation wall, with a slab -on -grade concrete floor. The new equipment enclosure will be constructed on a concrete slab -on -grade floor, with exterior metal wall materials that will closely match the color of the existing steel walls. The new. roof will be constructed of pre -fabricated wood trusses and covered with colored metal roofing material.
