Dear Mr. Hruska,
The City of Federal Way Community Development Department has received your application for a
parking lot expansion at the above address. The Process I application is hereby approved per the findings
and conclusions noted below.
SIZE REQUIREMENTS
Pursuant to FWRC 19.130.160(2), the applicant must comply with the parking lot size requirements
provided in the Parking Lot Design Criteria requirements. The required width of the parking stalls is 8
feet wide, with a 25.5 feet minimum drive aisle and 15 feet row width. The proposed measurements meet
these requirements.
TYPE IV LANDSCAPING
The Palisades Retreat Center is an "institutional" use. Pursuant to FWRC 19.125.070, institutions shall
provide Type IV landscaping "within surface parking areas." FWRC 19.125.050 states:
Type IV landscaping shall consist of trees planted with supporting shrubs and groundcover.
Shrubs shall be pruned at 40 inches in height, and the lowest tree branches shall be pruned to
keep an eight foot clearance from the ground. One tree per landscape island up to 150 square
feet shall be planted. One additional tree shall be planted for landscape islands up to 305 square
feet. Tree, shrub, and groundcover spacing shall be appropriate for the species type, and the
intent of this section. See FWRC 19.125.070 for location of Type IV landscaping.
Photos provided by the applicant show that Type IV landscaping on the property already exists around the
parking lot expansion area and therefore meets this requirement.
CONCLUSIONS OF LAW
Various sections of the zoning and development code indicate that certain developments, activities, or
uses are permitted only if approved using Process I — Director's Approval. Based on the findings above,
the proposed improvements to the developed site meet the landscaping and parking requirements set forth
in FWRC 19.130.160(2) and FWRC 19.125.050.

APPEALS
The effective date of this decision per FWRC 19.05.360 is August 4, 2018. Pursuant to FWRC 19.55.050,
the applicant, any person who submitted written comments or information, any person who has
specifically requested a copy of the decision, or the city, may appeal this decision to the Federal Way
Hearing Examiner by August 18, 2018. Any appeal must be in the form of a letter delivered to the
Community Development Department with the established fee. The notice of appeal must contain a
statement identifying the decision being appealed, along with a copy of the decision; a statement of the
alleged errors in the director's decision, including identification of specific factual findings and
conclusions of the director disputed by the person filing the appeal; and the appellant's name, address,
telephone number, and fax number, and any other information to facilitate communications with the
appellant.
CLOSING
This land use decision to approve your application does not waive compliance with future City of Federal
Way codes, policies, and standards relating to this development. This Process I approval does not
