The area will serve as a place for the animals to relieve themselves, post -surgery. The intent of this narrative is to evaluate the area for compliance with the Federal Way Revised Code (FWRC) 19.215.010 Note 6(c). "The site must be designed so that noise from this facility use will not be audible off the subject property, based on a certificate to this effect signed by an acoustical engineer and filed with the development permit application." The noise source (dog bark) associated with this project will not be constant. Dogs, post -surgery, will be taken out to this area to relieve themselves. The animals will be taken one at a time and will be with a staff member from the Sacajawea Healthcare for Pets (SHFP). This area will serve only as a post -surgery relief area. It will not serve as a dog run where the animals are left unattended. Sound levels associated with a dog bark will vary with size, breed and temperament of the dog. In general sound levels range between 80 and 90 dBA at 5 feet. Given that the nearest Residential property line is about 80 feet, the reduction in level due to distance alone is 24 dBA. A level of 90 dBA would be 66 dBA at the property line. While this level would potentially be audible off the subject property site, the sound level from a dog bark at SHFP would be less that the sound levels from the bark of neighborhood dogs left out in the yard or a dog walking through the neighborhood. It is anticipated that the dogs at SHFP will bark once or twice, if at all, while using this area. Washington Administrative Code WAC 173-60-040 2(a) allows an hourly limit of 57 dBA between a Commercial and Residential property. This level may be exceeded by 10 dBA for 5 minutes in any hour. This would allow a level of 67 dBA for 5 minutes. Given that a single bark is less than 1 second, more than 300 barks per hour would be allowed and still comply with State Code. It is very unlikely that barking in this area will exceed this number. The State of Washington does not recognize the discipline of acoustics as a licensed engineering discipline. Therefore, there is no PE in Acoustics. As such, we cannot call ourselves engineers. I have been an acoustician for more than 45 years. Acoustics is not a sideline for me, it is the focus of all of the work that I do. I am a member of the Acoustical Society of America (ASA), Institute of Noise Control Engineering (INCE) and National Council of Acoustical Consultants (NCAC). Two (2) existing parking stalls will be removed at the back of the building in order to accommodate the space required, and a connection to the existing sanitary sewer line will be needed to support drainage. The post -surgical recovery area will serve as a space for animals to recover from surgery from the adjacent proposed veterinary clinic. This area will feature artificial turf with a trench drain at the low end that will connect to the existing sanitary sewer line that runs behind the building. The trench drain will allow for proper cleaning and the means to divert potential waste from the existing parking lot and storm sewer system. Six (6) foot high fencing is also proposed for this area to keep animals safe and secure. The fencing is to be made of PVC panels and will be white in color with a lattice top to allow vision inside. The fencing is located far enough away from the adjacent building's exit so as to not obstruct the path of egress to safety, and to not compromise the handicap accessible parking stall located at the back of the building. New signage is to be installed to properly indicate the location of the existing handicap accessible parking stall. The proposed removal of two (2) existing standard parking stalls will still allow for the minimum stall count to be met for both the individual tenant suite as well as the entire multi -tenant commercial complex.
