Dear Mr. Youn:
The Community Development Department is in receipt of your request to analyze a proposed single-family
building footprint and site improvements on tax parcel 112103-9106. Through this letter, the city hopes that
the following information will assist you in the preparation of a complete building permit application.
PROJECT
Since 2015, you have been working with the city on a residential building permit (city file 15-101479-SF).
Unfortunately, since your initial submittal the permit has expired, despite frequent requests from the city for
additional information. At this time, you intend to submit a new construction perinit.
A two-story residence on approximately 0.5 acres, driveway, and drainage underneath the driveway, stairs, a
vehicle turnaround, and native mitigation plantings are proposed. The total building footprint shall be li nited
to 1,600 square feet within the landslide hazard area buffer (critical area) that encumbers the site.
The subject property is designated as a geologically hazardous area containing landslide and erosion hazard
areas. The standard 50-foot landslide hazard area setback along the east and west property lines covers the
entire site. Keeping this in mind, the city during their review must evaluate ,Federal Way Revised Code (FWRC)
19.145.130(1)-(6) "Mitigation Sequencing":
"When an alteration to a critical area is proposed (thus includes critical area buffers), such alteration
shall be avoided, minimized, or compensated in the following order of preference:
(1) Avoiding the impact altogether by not taking a certain action or parts of an action;
(2) Minimizing impacts by limiting the degree or magnitude of the action and its implementation,
by using appropriate technology or by taking affirmative steps, such as project redesign, relocation,
or timu-ig, to avoid or reduce impacts;
(3) Rectifying the impact to the critical area by repairing, rehabilitating, or restoring the affected
environment to the conditions existing at the time of the initiation of the project;

(4) Reducing or eliminating the impact over time by preservation and maintenance operations
during the life of the action;
(5) Compensating for the impact by replacing, enhancing, or providing substitute resources or
environments; and
(6) Monitoring the hazard or other required mitigation and taking remedial action when necessary."
All development on this parcel will be reviewed using the above city code in order to mitigate the risk of
damage due to the geologic hazard(s) and reduce the creation of increased slide, seismic, or erosion hazard(s)
on this site and abutting properties.
SITE PLAN COMMENTS
Per the submitted materials, the Planning Division provides the following comments.

• Please remove the vehicle turnaround shown on the plans reducing the overall impervious site cover, or
consider relocating the residence at much as 20 feet closer to the front property -line. The site plan depicts
a 40-foot front yard. Do note FWRC 19.130.240 restricts parking areas locating within required setbacks;
the turn -around shall be located outside of the 20-foot setback if proposed.
e The city recommends using pervious pavement or grasscrete to reduce water runoff onto the slopes.
a The city recommends planting native tree and shrub species that uptake water more efficiently than
lawns. A large sod lawn on this project would not be advisable, nor reduce run-off and site erosion down
steep slopes.
• On the plans, please depict all proposed porches, concrete pads, patios, and walkways in square feet. The
city must understand the total lot coverage proposed and the level of intrusion proposed in the landslide
hazard area.
PEER REVIEW STATUS
Please consider Wood PLLC's peer review closed per die August 21, 2019, review memo sent to you and re -
enclosed. The review is conditioned on addressing comments concerning the project plans and other
comments contained in Wood PLC's second November 9, 2016, review memo.
If significant plan changes occur, the city must re-evaluate the proposal and as a condition, a new building
permit. Site construction shall be monitored by a qualified professional with regular site observation reports.
Finally, grading is limited to the dry season between May and October 1.
MITIGATION FOR GEOLOGICALLY HAZARDOUS AREAS
You may choose to implement the following during and after construction to reduce the risk of erosion, land
sliding, or other. geological events triggered by the development:

• Direct rain water from surface runoff, downspouts, and driveways away from slopes;
• Limit total impervious surface on site;
* Plant native ground cover on slopes;
• Do not add water to steep slopes;
• Avoid placing fill soil on or near steep slopes-,
s Avoid placing yard waste or debris on steep slopes (install perimeter fencing); and,
• Avoid excavating on or at the base of steep slopes.
