01-18-2023 - Senior Advisory - Minutes APPROVEDCITY OF Federal Way Centered on Opportunity SENIOR ADVISORY COMMISSION SUMMARY Wednesday, January 18, 2023 Federal Way Performing Arts & Event Center, 31510 Pete von Reichbauer Way, Federal Way, WA 98003, 2:00pm Commissioners Present: Chair Lana Bostic, Vice -Chair Catherine North, Commissioner Kenneth Pratt, Commissioner Vicky Foreman, Commissioner Cheryl Volheim, Commissioner Tammy Dziak, Commissioner Sue Ellebrecht, Commissioner Debbie Harvey, Commission Frank Fields Absent: None Staff Present: Sherri Nelson, Councilmember Erica Norton (arrived 2:10pm), Deputy Mayor Susan Honda, Brian Hoffman, Stephen Marquez Citizens Present: Pastor Colleen Chinen, Cheryl Cole Hurst 1. CALL TO ORDER The meeting was called to order at 2:02pm. Chair Lana Bostic added new agenda item 4F. Vice - Chair Catherine North made a motion to take the agenda items out of order; second by Commissioner Cheryl Volheim. Motion passed unanimously. 2. PUBLIC COMMENT • None. 3. COMMISSIONER'S COMMENTS Commissioner Cheryl Volheim noted a class that is to be held at the Federal Way Senior Center regarding swindling seniors. She encouraged any interested commissioners to attend. Amy Glandon to send out the information. Commissioner Kenneth Pratt noted that he spoke with Geriatric Dentistry and was told that they are no longer allowed to have or disburse the Senior Resource Guides. Vice -Chair Catherine North mentioned that she was at the Community Center recently and that children were using the senior lounge. Upon inquiry regarding senior programming, she was told it was no longer provided. 4. COMMISSION BUSINESS *NOTE - All agenda items were taken out of order after motion at the beginning of the meeting. A. INTRODUCTION OF NEW COMMISSIONER, DEBBIE HARVEY *NOTE - This item was taken later in the meeting. B. APPROVAL OF NOVEMBER 16, 2022 MEETING MINUTES *NOTE - This item was taken later in the meeting. C. UTILITY TAX REBATE PROGRAM / GUEST: SHERRI NELSON, FINANCE ADMINISTRATIVE ASSISTANT *NOTE - This item was taken later in the meeting. D. SENIOR HEALTH & RESOURCE FAIR *NOTE - This item was taken later in the meeting. F. ADJUSTMENT OF MEETING TIMES Vice -Chair Catherine North made a motion to move the Senior Advisory Commission meetings to the 2nd Wednesday of the month at 2:OOpm in the Hylebos Room at City Hall; seconded by Commissioner Cheryl Volheim. Motion passed unanimously. Amy Glandon to send out new meeting dates to the commission. A. INTRODUCTION OF NEW COMMISSIONER, DEBBIE HARVEY Chair Lana Bostic introduced former and new member of the Senior Advisory Commission, Debbie Harvey. Commissioner Harvey spoke regarding an article that she read about aging well, and also reminded the commission that anyone who speaks in public should identify themselves that they are with the commission but not speaking on behalf of the commission. B. APPROVAL OF NOVEMBER 16; 2022 MEETING MINUTES Commissioner Kenneth Pratt moved approval of the November 16. 2022 Meeting Minutes as presented; second by Commissioner Debbie Harvey. Motion passed unanimously.. C. UTILITY TAX REBATE PROGRAM PRESENTATION / GUEST: SHERRI NELSON, FINANCE ADMINISTRATIVE ASSISTANT Ms. Sherri Nelson introduced the utility tax rebate program and said that there has been a steady decline over the last few years in participation. She stated that the process has become easier and more streamlined, with a constant maximum of up to $100 on the taxes rather than a sliding scale depending on the utility. She stated that she was looking for ideas of getting the word out to the community regarding this program in hopes of boosting its utilization. Ms. Nelson noted that the application, 1 bank statement, and a copy of the utility with the tax requested is all that is needed for approval. This is an income -based program and encouraged the commission to get the word out. The Commission thanked Ms. Nelson for her presentation, and Amy Glandon said that she would work with Ms. Nelson with the feedback from the commission. After Ms. Nelson gave her presentation, Councilmember Erica Norton noted that she had spoken with Community Development Director Keith Niven and Community Services Manager Sarah Bridgeford this morning regarding the possibility of building and opening a senior center as part of the downtown reimagining currently going on. The commission gave very favorable responses to the option of having a senior center in downtown. *Deputy Mayor Susan Honda and Councilmember Erica Norton left the meeting at 2:50pm. E. SENIOR HEALTH & RESOURCE FAIR Performing Arts & Event Center Manager, Brian Hoffman, introduced himself to the commission, and introduced the assistant general manager, Stephen. Mr. Hoffman noted that this meeting was to finalize the commission's vision for the Health & Resource Fair so that he could put together an estimate for consideration and approval. Mr. Hoffman noted that the snack bar would be open for purchases during the event, and that the PAEC only has ten (10) tables, so the commission would have to look into additional tables for the event. *The Commission took a brief break at 3:11pm to view the rooms of the PAEC that we would be using. The Commission returned at 3:16pm. Page 2 of 3 Mr. Hoffman noted that the commission would have use of the P.A. system, but he will need to know what types of microphones are needed to make sure that the technical support is prepared. *Commissioner Kenneth Pratt left briefly at 3:27pm, and returned at 3:30pm Vice -Chair Catherine North and Commissioner Vicky Foreman reviewed the vendor and sponsor list with the group and reassigned the follow-up that was required for the people that had not yet respnded. *Colleen Chinen and Cheryl Cole Hurst left the meeting at 3:32pm. *Amy Glandon left briefly at 3:36pm and returned at 3:39pm. Commissioner Debbie Harvey was assigned the task of finding out the pricing for the reusable bags prior to the next meeting. Ms. Glandon to send out the contact information for the two printers that the city uses to Commissioner Harvey, and to find out the pricing for name tags for the commissioners. The commission thanked Mr. Hoffman and Mr. Marquez for allowingthe use of the PAEC for the meeting and their accommodations for the Health & Resource Fair. 5. STAFF REPORT • Amy Glandon showed a power -point presentation reviewing the Senior Aid that was given to Avalon Care during the holiday season. Ms. Glandon also noted that the commission was offered to share a table with the City Council at the State of the City Address. The commission was very interested in this option. 6. OTHER BUSINESS • Commissioner Frank Fields noted that Amy Glandon was confirmed in her appointment as the Executive Assistant to Council at the Council Meeting on 1/17/2023. • Commissioner Debbie Harvey recommended rotating through to give updates to the City Council as we are able to. *Commissioner Vicky Foremen left briefly at 4:20pm and returned at 3:40pm. 7. NEXT MEETING - Wednesday, February 8, 2023, 2:OOpm in the Hylebos Room. 8. ADJOURN - The meeting adjourned at 4:27pm.
