SUMMARY

Chair Burbidge called the meeting to order at 12:09 p.m.
PUBLIC FORUM
Barbara Reid, Friends of Federal Way, discussed research conducted on Dog Off Leash Park. Results of
the public meeting showed a preference for a regional approach with King and Pierce Counties.
Barbara Reid reported she has been working on the banners for Celebration Park for a year. She has a
revenue-generating proposal that came about as a result of the revenue shortfalls caused by 1-695. She
showed samples of banners that could display soccer, baseball, habitat, etc. A Velcro flap can be
attached for special events at the Park. Organizations who donate banners can get their name placed
across the top of the banner. Corporate sponsorship could provide a win-win proposition. She hoped to
get the Celebration Park Banner Proposal on Council's January consent agenda, start work in the first
quarter of2001, and have banners installed in the spring.
Jennifer Schroder said she and Pat Richardson in Law have been working to fine-tune the banner
program to ensure compliance with sign code. An account would be set up to receive funds generated.
Councilmember McColgan requested that these funds go specifically toward playgrounds at Celebration
Park. Ms. Richardson clarified that this is a "fund-raising" project, not an advertising project.
Dini Duclos, Parks and Recreation Commission Chair, said that Commission whole-heartedly endorses
the banner program.
David Kaplan requested the Banner Program be placed on the January 8 agenda of Parks Council
Committee, then on Council Agenda on January 16, 2001.
Dini Duclos asked whether there were funds available for horseshoe pits at Celebration Park. Would like
direction from Council Committee.

Washint!ton State Softball Umpires Association Contract Amendment: Kurt Reuter said the contract
amount was determined by the total number of games played within a year. Fees are covered by revenue

Dumas Bay Centre!Knutzen Family Theatre Food Services Contract: Jennifer Schroder stated that
this contract for services was advertised per the purchasing guidelines. The only quote received was from
Café Pacific. MCCOLGAN AND GATES MOVED AND SECONDED A MOTION TO
FORWARD TO FULL COUNCIL ON DECEMBER 19, 2000, UNDER CONSENT, TO ACCEPT
THE PROPOSAL AND AUTHORIZE THE CITY MANAGER TO ENTER INTO A THREE-
YEAR AGREEMENT WITH CAFÉ PACIFIC CATERING FOR FOOD SERVICES AT DUMAS
BA Y CENTRE/KNUTZEN F AMIL Y THEATRE.
Yakima County Re1!ional Jail Interlocal Aereement: Tom Chaney stated this agreement is modeled
after a similar Chelan and Okanogan agreements. The booking fee shown is for 2000, and this will go up
for 2001. The agreement includes three pick-ups per week, but there is a sliding scale. MARY GATES
AND DEAN MCCOLGAN MOVED AND SECONDED MOTION TO APPROVE AND ACCEPT
THE INTERLOCAL AGREEMENT BETWEEN THE CITY OF FEDERAL WAY AND THE
YAKIMA COUNTY FOR THE HOUSING OF INMATES, AND FORWARD TO FULL
COUNCIL FOR CONSIDERATION AT ITS DECEMBER 19, 2000, MEETING.
Celebration Park Outdoor Sculpture: Jennifer Schroder introduced Joann Piquette of the Arts
Commission who said they are in negotiations with an artist and they are looking at four or five
sculptures. The Arts Commission members will view the works prior to the artist selection. This is part
of next year's work plan. The artwork would be located on the berms at Celebration Park and be on a
one-year lease arrangement. The artwork would be available for purchase.
Critical Incident ResDonse Team (C.I.R.T.) Vehicle: Tom Chaney said the Public Safety Department
has acquired a 1992 step van which is now being outfitted for transportation of emergency response team.
Maintenance costs are projected to be the same as the speed watch van ($320 per year).
Crime Scene Processint! Vehicle: Mr. Chaney reported the Public Safety Department has purchased a
Chev diesel ambulance through surplus with zero cost to the City. Operating costs would be $320 per
year.
Domestic Violence Statistics: Bonnie Lindstrom reported that the Domestic Violence Statistics are
updated monthly on an Excel spreadsheet. Incidents don't really show any trends such as time of year,
tie-back to casinos/alcohol, minority groups, etc., but incidents do go up around holidays and full moons
and mayor may not be connected with alcohol/drug abuse. Crisis intervention proves to be very hetpful
and awareness programs are being brought to the schools for the teenagers. The Domestic Violence
program is a very innovative program and is unique in Washington State. Work is also being done with
groups who may have language or reporting barriers.
PCCI Janitorial Contract: Steve Ikerd stated that this is an extension of term only at the same
compensation rate as in 2000. MARY GATES AND DEAN MCCOLGAN MOVED AND

Dot! Off Leash Survey Results: This item was tabled fTom the November meeting. It was brought
before the Parks and Recreation Commission on November 1, then moved forward to the Parks Council
Committee. The results of the October 10,2000, Public Hearing were 10 in favor, five not in favor. Dini
Duclos, Chair of the Parks and Recreation Commission, said the Commission is looking for direction.

Mary Gates stated that this should be expanded to include South King County and perhaps include Pierce
County. A regional approach appears to be a reasonable solution. Councilmember McColgan agreed that
a regional approach is one to look at. Jennifer Schroder will take this on as a department and keep the
Commission updated. Barbara Reid said that in her talks with the City of Tacoma Parks Director,
Tacoma appears interested in the .regional approach, as does Puyallup. Marymoor and Luther Burbank
Parks in King County have dog offleash parks, but there is nothing in South King County.

On December 11,2000, Barbara Reid, member of the Friends of Federal Way (FOFW), presented a
proposal to fund a colorful banner program at Celebration Park. The banners would be displayed from the
35 street light poles that outline Celebration Park along 13 Avenue South and continue through the park
road to 9th A venue South. The FOFW propose to raise funds by offering the opportunity to donate $3,000
to fund the expenses associated with the fabrication, installation and maintenance of the banners for a three
year term, as well as provide funding to expand the children's play area at Celebration Park.
The program concept is to develop five designs that a donor can choose. The donor's name would be
acknowledged on each banner selected. The FOFW propose to seek and obtain all donations, work with
the city to develop the five banner designs, and to organize a dedication ceremony after all 35 banners have
been installed.
The city would be responsible to contract with a banner vendor to develop and manufacture the banners. In
addition the city would invoice and receipt all banner donations, as well as provide for the installation and
ongoing maintenance of the banners for three years. At the conclusion of the three-year term, the city can
elect to offer renewal terms with each donor, remove the banners, and/or begin a new banner program.

To move forward with the proposal, working with the Friends of Federal Way, staff has prepared the
attached Volunteer AereementlCelebration Park Banner Prol!:ram. The agreement outlines the
responsibilities between the city and FOFW.

VOLUNTEER AGREEMENT! CELEBRATION PARK BANNER PROGRAM
The intent of this agreement is to provide through donations, a decorative banner display from the 35
street light poles that outline Celebration Park along 13th Avenue South and continue though the park road
to 9th Avenue South.
The banner program's purpose is to beautify Celebration Park and to raise funds that will be used for new
or expanded children's playground or other capital improvement and/or other site improvements as
determined by the City of Federal Way ("City"). The time frame to use these funds is to be determined by
the City.
Through volunteers, the Friends of Federal Way (FOFW) will obtain donors to fund the Celebration Park
Banner Program.
Friends of Federal Way, as a City volunteer, agrees to:
1. Submit a detailed proposal to the City that identifies program expenses and revenues.
2. Work with the City's Banner vendor to develop five banner theme designs: two sports themes, two
natural habitat themes, and one generic theme.
3. Submit draft designs of the five banners to the City for fmal selection and approval.
4. Seek donations for 35 banners for a three-year term at cost-plus donation in accordance with the
donor agreement.
5. Prepare the Celebration Park banner program promotional material and marketing materials to use
in seeking donors.
6. Organize a dedication ceremony at an agreed upon date and time after installation of all 35
banners is completed.
7. Not be compensated for services performed for the banner program.
City of Federal Way agrees to:
1. Contract with a Banner vendor for professional services to design five banners as described in
Exhibit A upon receiving five completed donor agreement forms.
2. Provide and install all 35 banners in one installation period.
3. Provide accounting services to invoice donors in accordance to the donor agreement, receipt cash
donations, and pay program expenses.
Provide copying needs for program promotional material and other related marketing materials.
Develop a donor contract (Exhibit B).
Purchase the required mounting brackets for banner installation.
Purchase banners after a majority of donors have been committed to the program.
Donations from the banner program that are in excess to the cost of the purchase and installation
of the banners will be used to expand the children's play area or other capital improvements at
Celebration Park as designated by the City.
9. Provide recognition for successfully completing the program at the dedication of the banners.
10. Provide all necessary maintenance required to insure banners are displayed correctly.
11. Replace banners that are badly worn or damaged beyond reasonable repair.
12. Maintenance costs will be borne from the project revenues set aside for maintenance.

Waiver of Liability:
Each member of Friends of Federal Way (FOFW) agrees to indemnify and hold the City of Federal Way,
its elected officials, officers, agents, employees, other volunteers, and any other third party for whom
he/she is performing volunteer services, harmless from and against any liability or costs arising from or
resulting from his/her actions as a volunteers.
The City, its elected officials, officers, agents and employees agrees to indemnify and hold the FOFW
harmless from and against any liability or costs arising under this Banner Program.
FOFW also acknowledges that volunteering with the City of Fedeml Way is at will, and the relationship
may be terminated at any time as either the FOFW, or the Director or Parks, Recreation and Cultural
Services deem appropriate. This Volunteer Agreement shall not be deemed to create an employment
relationship between the volunteers and the City of Fedeml Way, and FOFW acknowledges that the City
shall not be required to compensàte any volunteer services associated with the Banner Program.

Celebration Park Banner Program Contract
The Banner Program is a unique opportunity to donate to the City through anyone of five exciting designs
flying high in Celebration Park. Banners will fly for three (3) years, beginning April 1, 200 I until March
31,2004. A total of35 colorful banners are available to hang from light poles along the South 13th Street
extension that runs through Celebration Park, continuing to the park exit at 9th Street South.
Banners are fabricated from extended wear SunbrellaIDikon, guaranteed color fast and mildew resistant for
3 years of continuous use. Lettering is Insignia cloth, an adhesive backed nylon, computer cut to
specifications. Each banner measures 28.5 inches wide by 6 feet in length.
In the event that the banners need to be replaced due to damage, theft or wear, it will be done at no
additional cost to you.
You can be a part of the Celebration Park Banner Program through a donation of only $3,000! You can
either pay in full at the time of purchase, or the City will invoice you annually for payments of $1 ,000 per
year.
