The Public Works Department has reviewed the civil engineering plans for the above -referenced project.
Prior to permit approval, please have the civil engineer address the following comments:
1) A storm drain cleanout should be installed as part of the new roof drain connection shown on
Sheet C 2.00. Please show this cleanout on the plan and provide the (enclosed) City Standard
detail on the detail sheet.
2) Catch basin protection (CB inserts) shall be provided in each of three (3) catch basins in the
vicinity of the building for temporary erosion and sediment control (TESC) during building
demolition and construction activities. Please show these as part of the demolition plan (see
enclosed), and provide a detail on the detail sheet.
3) Bonding is required for all TESC measures; however, since the TESC measures are relatively
insignificant in cost, the City will only require a cash deposit be paid at permit issuance. The
estimated deposit amount is calculated to be $500.00. This deposit will be refunded upon project
completion and after the inserts have been removed.
Please revise the civil plans as necessary, and re -submit 4 copies of the revisions.

I. PROJECT OVERVIEW
General Description
The following Technical Information Report (TIR) provides the technical information and design analysis
required for developing the Drainage and Temporary Erosion and Sedimentation Control Plan (TESC) for
the Seattle Children's Hospital (SCH) South Sound Clinic. The stormwater design for the project is based
on the requirements set forth by the City of Federal Way (CFW) Addendum to the 2009 King County
Surface Water Design Manual (KCSWDM) (See Figure 1 — Technical Information Report Worksheet).
SCH South Sound Clinic is located at 34920 Enchanted Parkway in Federal Way (See Figure 2 — Site
Location). The site currently consists of a retail center with 3 structures on one parcel (2192600570).
Existing Conditions
The existing site was previously used as a retail space with a majority of the area paved for parking and
sidewalks or structures. , The only planting on the site is in planter strips in the parking lot and landscape
islands in front of this former Circuit City building. The current storm system is sized for and conveys all
stormwater offsite to an existing detention vault southwest of the project area, before discharging off -site into
Enchanted Parkway.
Proposed Drainage System
The proposed site will result in over 2,000 square feet of new or replaced impervious and pervious area,
which, per the CFW Addendum to the KCSWDM, requires a "Full Drainage Review" (CFW Adden�d�um o fthe

It was determined that no flow control facilities will be required for this project based on Exemption #1 from
the KCSWDM. This exemption states that flaw co-n rai wilf not be required unless the peak flows from the

The project area will not reduire storm water quality treatment based on the Exemption #1 the Surface Area
Exemption, from KCSVVDM. This exemption requires that tie project includes less than 5,000 SF of new
plus replaced PGIS and less than 35,000 SF of PGPS. See Section IV for more information on water
quality treatment requirements.

There are no additional requirements for this portion of the project. Design and construction will abide by
requirements set forth in these documents and the City of Federal Way.
III. OFF -SITE ANALYSIS
This project is not required to perform a full off -site analysis because it meets KCSWDM Exemption #3
(KCSWDM 1.2.2). This exemption states that a project is exempt if it does not change the rate, volume,
duration, or location of discharges to and from the project site. Because this project will not be making any
adjustments to the stormwater management system and does not require increase in any impermeable
surfaces, it will not increase the rate, volume, duration or location of discharges. Refer to Appendix A for the

The existing site consists of paved parking lot and the retail structures that will remain. These conditions are
summarized in Table 1 below. ,

Performance Standards and Flow Control System (Parts C and D)
Based on the flow chart (CFW Addendum to the KCSWDM) included in Appendix B it was determined that this
project requires a full drainage report. The area that the project is in is considered Basic Flow Control
a&&ording to the-KCSWDM definition: Basic Flow Control Areas refer to areas that discharge to a closed
conveyance system, which discharges eventually to water bodies that are designated as major receiving
waters. The facility requirement in Basic Clow Control (KCSWMD section 1.2.3.1 A) is waived for any threshold
area in which the target surfaces subject to this requirement will generate no more than a 0.1 cfs increase in
the exising site conditions 100-year peak flows. This project does not increase the 100-year peak flows from
the existing conditions. The site was analyzed with Forest as the existing condition, which only created an
increase in the 100-year peak flows of 0.04 cfs (refer to Appendix C for the a summary of the KCRTS

Water Quality System (Part E)
This project was determined to be redeveloped as defined by the CFW Addendum to the KCSWD
Redeveloped is defined as "the repair or replacement of impervious surface that is not part of routine
�b maintenance activity or disturbing activities associated with impervious development." Based on core
requirement #8 of the KCSWDM this project is required to provide water quality treatment, however this project
meets Exemption #1. Exemption #1 states that any project with less than 5,000 SF of new PGIS that is not
fully dispersed, less than 5,000 SF of new plus replaced PGIS that is fully dispersed, and less than 35,000 SF
of new PGPS that is not fully dispersed is exempt from water quality treatment. Please refer to Appendix D for
the pre and post developed conditions.
V. CONVEYANCE SYSTEM ANALYSIS AND DESIGN
No analysis of conveyance capacity is required for this project because the project is using only the existing
storm system and will not create new flow conditions.

VII. OTHER PERMITS -
This pro ect will require building and demolition permits from the City of Federal Way. No SWPPP is required
because the project is less than 1.0 acres. See Section 8 for the SWPPP related information.

VIII. CSWPPP ANALYSIS AND DESIGN
This section lists the requirements that would be used when designing a TESC plan. will be used when
designing the TESC plan for this site.
Standard Requirements
Erosion/Sedimentation Plan shall include the following:
1. Facilities required include: Catch basin filtersocks. (1.2.5-1). The project will provide sediment
protection at the existing catch basins and maintain existing hardscaped areas until areas will be re -paved
2. Timing - A construction phasing plan shall be provided to ensure that erosion control measures
are installed prior to clearing and grading. (1.2.5-1). Notes addressing each of these items will be
placed on the civil engineering plans.
3. Planning - Plan shall limit tributary drainage to an area to be cleared and graded. Delineate
dimension, stake and flag clearing limits (1.2.5-1). The clearing limits have been indicated on the
TESC plan. Notes addressing ihis item will be placed on the civil engineering plans.
4. Revegetation - Revegetate areas to be cleared as soon as practicable after grading. (1.2.5-1). Notes
addressing this item will be placed on the civil engineering plans.

The existing storm system is sized for and conveys all stormwater south to a private detention system on an
adjacent property. The stormwater is then conveyed in Enchanted Parkway south to a main line in S 352nd St.
The stormwater then travels through an easement west to SR-99 and on south to the S 356`h St Regional
Facility. The following figure depicts the downstream of this project's stormwater.
