The zoning designation for the subject property is City Center Core, and the subject property's restaurant use is permitted pursuant to Federal Way Revised Code (FWRC) 19.225.040 Entertainment. The Process I application was submitted and determined to be complete on January 24, 2012. The City hereby approves the Process I application. The Process I land use approval is supported by the following finding of facts: As shown in the Process I submittal packet, the proposed improvements include modifying the roof from clay tile to an "anodized bronze" colored seam metal roof, changing the window awning colors from maroon to black with a Ram logo, painting the existing stucco finish a medium brown color, and removing the existing front fireplace to provide a new "cafe" style window system. These modifications are consistent with FWRC Community Design Guidelines, and were proposed to establish a consistent Ram brand identity. 2. The proposed improvements do not reduce required parking, landscaping, buffering, open space, or public areas; do not change the location of utilities or easements; and create no impacts to sensitive areas or significant trees. 3. The City's Building Division is currently reviewing the associated building permit (File #12- 100307-CO). Construction of the proposed improvements may not begin until the building permit is approved. Based on the City's review, the Process I land use application for the proposed modifications is approved. APPEALS The effective date of this decision is February 13, 2012. Pursuant to FWRC 19.55.050, any person who commented on the application or requests a copy of this administrative decision may appeal the decision to the Federal Way Hearing Examiner by February 27, 2012. If you wish to waive your right to appeal, you must do so in writing to the Department of Community and Economic Development. The Ram is excited to be in this location, the Ram has been in the area for over 40 years and has established its Brand and Brand presence in locations throughout Washington. In order to maintain a consistent Ram Brand identity, the following modifications would be necessary to distance the previous restaurant brand look from the Ram Look and feel. I . Remove existing clay the roof and replace with new standing seam metal roof "anodized bronze" color, this is a factory finish. 2. Remove the existing front fireplace, repair adjacent walls and roof to match existing areas, and provide a new "cafe" style window system, that opens up the general dining to the exterior. 3. Paint existing stucco finish to a medium brown color. The Ram feels this is the minimum needed to insure the "look" of the Ram Restaurant and further extend the Ram brand into the area.
