WALGREENS PROJECT OVERVIEW The proposed development consists of a new Walgreen's store located at 2407 South 2881h Street, in Federal Way, Washington. The store will be located on a 0.71 acre lot. The project also involves regarding and paving of the existing shopping center property with a total site reconstruction area of 2.06 acres. The proposed commercial project requires compliance with the 1998 King County Surface Water Design Manual (KCSWDM), as amended by the City of Federal Way. The property is currently developed, consisting of two, 1-story buildings and an extensively paved lot. There are minimal trees or shrubs on the lot. The site slopes to the southeast, with an average grade of 5%. The existing soil type consists of silty sands with some gravel. The net increase in impervious area will be less than 5000 sf. According to previous review by the City, the development will require Category 3 Targeted Drainage Review or Category 2 if the existing conveyance system is being altered. Category 2 analysis will be provided since we are altering our on -site storm conveyance system. Site drainage will continue to drain to the existing 12" storm main within Military Road. Stormwater treatment will be provided for the redeveloped area. CONDITIONS AND REQUIREMENTS SUMMARY The proposed storm drainage system must comply with the 1998 King County Surface Water Design Manual (KCSWDM), as modified by the City of Federal Way drainage code. The storm drainage report will provide a preliminary review of the core and special requirements of the KCSWDM as specified by the City of Federal Way. Core Requirement #1- Discharge at the Natural Location The reconstructed on -site storm system will continue to drain to the same existing catch basin within Military Road. Core Re uirement #2- Off --site Analysis According to County records, the site is part of the Lower Green River Drainage Basin. The existing on -site runoff discharges to the 12" storm within Military Road. The 12" storm drain extends southward approximately 500 feet and discharges to an existing ditch along Military Road. The existing grass ditch extends southward approximately 650 feet with a few minor culverts for driveways. The ditch is well vegetated with little evidence our scouring. The ditch ends with a large open grate and submerged vault which collects the runoff and conveys it further southward via an 18-inch storm drain. This drainage eventually crosses to the east side of Military Road into a existing wetland before continuing eastward towards Interstate 5. Core Re uirement #3- Flow Control The net increase in impervious area is approximately 4925 sf, therefore, since the increase is less than 5000 sf, flow control is not required by City code. See attached existing and developed drainage basin maps. 2 Core Requirement #4- Conveyance System The proposed convey system will sized to accommodate the 25-year, 24-hour storm event per City standards. Core Requirement #5- Erosion and Sediment Control Erosion and Sedimentation Control measures will be provided during construction. A detailed ESC plan will be provided with the building permit submittal. Core Requirement #6- Maintenance and Operations The proposed private storm drains will be maintained and operated by the owner. A Maintenance and Operations Manual will be provided with the permit submittal. Core Requirement #7- Financial Guarantees and Liability Will be addressed by the owner prior to final approval Core Requirement #8- Water Quali Water quality measures will be required since greater than 5000 sf of pavement area will be disturbed. The water quality facility will consist of a Stormfilter vault by Stormwater Management, designed to treat the entire area (2.06 acres) of redevelopment. See attached calculations. Although the portion of the existing shopping center property to be disturbed is greater than 5000 sf, only the disturbed area shall receive stormwater treatment. Special Requirement #1- Other Adopted Area Specific Requirements Not applicable. Special Requirement #2- Flood Plain/Floodway Delineation Site is not within a floodplain or floodway. Special Re uirement #3- Flood Protection Facilities Site is not within a floodplain or floodway. Special Requirement #4- Source Control Source control BMP manual will be provided to the project owner and the City during the building permit submittal. Special Requirement #5- nil Control Storm treatment will be provided. The project is not classified as a "high use" site.. 3 STORM FILTER PRELIMINARY CALCULATIONS AND INFORMATION The StormFilter technology uses composted leaf material to mechanically filter solids, chemically process soluble metals, and adsorb oils and greases. The number of cartridges required to adequately treat the storm water were determined by using the following equation: N=Q*449/15, where N= number of cartridges Q= peak flow (cfs) as determined using King County Run-off Time Series 449 gpm per 1 cfs 1 cartridge per 15 gpm Using the KCRTS 15 minute time, the water quality design flow is 60% of the developed 2-year flowrate (if preceding detention or no detention). Per the following data, the water quality design flow, Qwq = 0.60 * 0.79 = 0.47 cfs. Projects in Federal Way must meet the requirements of the 1998 KCin County Surface Water Design Man I and the City of Federal Way Addendum to the KCSWDM. 2. Completion of the binding site plan will not require storm water improvements. 3. Because this is a redevelopment project, Federal Way City Code Section Zz-337 applies. Storm water treatment facilities must meet current standards if the project exceeds one of the eight thresholds. The proposed Walgreen building will exceed threshold number 2, which Is construction or replacement of a building footprint have a surface area of 5,000 square feet or more. Therefore, along with the land use sutxnittal for the Walgreen building, the applicant roust submit Category 3 Targeted Rrainage Review. Category 2 Targeted Drainage Review maybe required if the existing conveyance system is being altered. If the existing parcels are reconfigured through a boundary line adjustment and are under separate ownership prior to building permit issuance, current surface water treatment standards will only apply to the new Walgreen parcel. If the parcels are not under separate ownership, current standards wig apply to the entire $hopping center parcel. 4, Thresholds that may apply to the proposed 3,000 square foot retail building are as follows: (3) redevelopment which involves repair or replacement of 5,000 square feet or mare of impervious surface (le: the parking lot is resurfaced as a result of the project) (6) redevelopment which involves a change In use, and the changed use has a potential to release new pollutants to surface water systems (7) redevelopment in any one consecutive I.2-month period which exceeds 50 percent of the assessed or appraised value of the existing structures. 5. If any of these thresholds are met, the requirements described above will apply to the parcel on which the retail building is located. 6.
