I.
CALL MEETING TO ORDER
Mayor Gates opened the regular meeting of the Federal Way City Council at 7:01 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Council members Ray
Tomlinson, Ron Gintz, Skip Priest, Bob Stead, Hope Elder.
City Staff present: City Manager Ken Nyberg, City Attorney Carolyn Lake, City Clerk
Maureen Swaney, Deputy City Clerk Chris Green.

PROCLAMATION
Mayor Gates read and presented the Decatur High School DECA "Free Enterprise Month"
proclamation to students Cathy Suh and Heather Rusten. Ms. Rusten expressed appreciation to
the Mayor and Council for the presentation.
IV.
CITIZEN COMMENT
Tom Mosley - opposed to increased appeal fees from $75 to $750; Rubi Williams, Dave
Froyalde, Diane Turner - support diversity report; Scott Watson - concerned about fencing and
continued after-hours activities at 312th sports courts. .

Councilmember Gintz asked for clarification on item (f); Parks Director Joe Stevens responded.
Motion by Council member Priest to approve item (f); second by Council member Gintz. Motion

Speaking to item (g), Councilmember Stead said he would prefer to using city maintenance
workers rather than paying higher costs for contracting streets maintenance under the proposed
contract. Mayor Gates said she supports contracting at this time, but would like to revisit the
issue after the first year of contracting. Council members Tomlinson, Priest and Watkins spoke
in favor of contracting by noting several advantages.
Motion by Council member Priest to approve item (g); second by Councilmember Tomlinson.

Councilmember Stead said he is very supportive of consent item (i), but feels there may be
additional funding required to complete the project and doesn't want to see the project left
unfinished if that is the case. Councilmember Gintz said he prefers alternative #3 over #1 as
additional monies may be raised by the committee. Councilmember Tomlinson asked for an
explanation of alternatives #2 and #3 and asked who made the recommendations; Joe Stevens
said those recommendations came from the Parks/Recreation Commission, and added the entire
$30,000 may not be required if continued fund raising activities are successful.
Motion by Council member Stead to approve alternative #1 and adopt the recommendation to
authorize an expenditure of up to $30,000 toward completion of the Family Funland project;
second by Council member Priest. Motion to approve èonsent agenda item (i) passed as follows:

the Human Services Commission: John Metcalf, Bob Munroe and Jan Prange for 3-year terms
and Sandy DeAsis for a requested I-year term; second by Council member Tomlinson. Motion

City Council Declaration of Surplus Property & Authorization to Proceed

Mayor Gates opened the public hearing at 8:05 p.m., at which time Street Systems Manager Ken
Miller presented a brief report and responded to questions by Council. There being no citizen
comment, Mayor Gates closed the public hearing at the hour of 8: 13 p.m..
Motion by Council member Gintz to authorize the City Manager to proceed with the sale of the
two surplus properties; second by Council member Stead. Motion passed as follows:

Public Safety Program
Diversity Report
City Manager Nyberg asked Police Chief Bob Evans to update the Council on the gun buy back
program. Suggestions to melt down the guns to create a bell or other memorial to the youth of
the City of Federal Way have been discussed. There has already been a huge response from
business owners and individuals to support the program by contributing money or coupons for
merchandise and!or services. Chief Evans said it is extremely important to have the Council's
support and reported there is absolutely no use of public funds associated with the program.

Mr. Nyberg introduced Yvonne Tate who presented the city's recent diversity audit results to
Council. She feels the city is doing an outstanding job in moving toward diversity, especially
in light of the fact that it is a new city, and feels the city should be commended for the diversity
of its work force. Her recommendation to Council was to "stay on course" and move forward
to diversity. Ms. Tate said it is important to strengthen the relationship between the City

Cóuncilmembers, Commissioners and staff. Mayor Gates accepted the report on behalf of the
Council and thanked Ms. Tate for her time spent in conducting the audit, and recommended an
extensive review of the audit by the Oversight Committee.
Mr. Nyberg announced the city will host its fourth anniversary open house on February 28 from
5:00-7:00 p.m.--the entire building will be open to all, including displays similar to last year.
Publicity and invitations are currently being handled by staff.

CITY COUNCIL REPORTS
Councilmember Stead reported on recent growth management oversight committee meetings.
Council member Priest reported the Land Use Committee and Planning Commission are cuaently
reviewing CityShape and the comprehensive plan. The committee has recommended other
commission work plan items include the sign code, homeless shelters, school impact fees, permit
processes, variable wetlands and historic preservation. He stressed the importance of public
input during the twenty year comprehensive planning process. The committee is also working
on improved working conditions between the Council and Commissioners.
Council member Stead mentioned a concern coming out of one of the economic development
breakfasts--the community feels it takes longer to process a tenant improvement permit than a
new building permit. Mr. Nyberg has asked Community Development Director Greg Moore
to organize a review of the process and provide pertinent information to the Land Use
Committee by March or April. Mayor Gates also requested staff take a look at "one stop
permit" processing.
Councilmember Gintz suggested establishing an advisory committee to research homeless shelter
regulations in other communities; Mayor Gates recommended referral to the Land Use
Committee.
Council member Elder reported on recent meetings of the Human Services/Public Safety
Committee, Suburban Cities Association and South County Area Transportation Board
(SCATBd). The committee is conducting a survey to determine how many duplicate services
are offered through various organizations in the community, and is also becoming active in
public safety programs through the schools and PT A groups.

Councilmember Priest then moved for appointment of Public Works Director Philip Keightley
as the city's alternate representative to SCATBd; second by Council member Tomlinson. Motion

Councilmember Tomlinson reported the Parks/Recreation Committee will meet February 22 at
8:00 a.m..
Mayor Gates reported the Regional Transit Authority (RT A) task force has just completed
successful interviews for transit staffing positions; the RTA Rules Committee will meet the 18th,
with the next full meeting on the 25th. She has just compiled and distributed a report to Council
on various suggestions she received for "Building a Safer Community", and will additionally
furnish all Council members with a list of citizen volunteers when completed.
Deputy Mayor Watkins reported on his recent attendance at a community public safety program
meeting at Steel Lake School; he congratulated Councilmember Priest and city staff for their
important contribution to the program.

ADJOURNMENT
There being no further business to come before the Council, Mayor Gates adjourned the regular
