CALL MEETING TO ORDER Mayor Gates opened the regular meeting of the Federal Way City Council at 7:00 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Council members Ray Tomlinson, Ron Gintz, Skip Priest, Bob Stead, Hope Elder. City Staff present: City Manager Ken Nyberg, City Attorney Carolyn Lake, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. ll. PLEDGE OF ALLEGIANCE Council member Elder led the flag salute. ill. PRESENT A TION City Manager introduced and presented Parks Maintenance worker Tex Kennedy with the SPIRIT award for the month of March and thanked him for doing an outstanding job. N. CITIZEN COMMENT Lynn Templeton - former City Council member and Executive Director of the Federal Way Boys and Girls Club thanked the Council and Chief Evans for establishing the gun buy back program and offered free club memberships to those families turning in guns; Dr. Sheldon Kleine - new Executive Director of the Federal Way Youth and Family Services introduced himself and expressed enthusiasm for working with the citizens of our community; Dr. Dick Harris - Federal Way School District Superintendent discussed the district's upcoming special election on February 8, which is necessitated by the recent levy failure, and reaffirmed the district's intent to continue joint ventures with the city, e.g., play and sport fields; David Wallis - opposes homeless shelters in neighborhoods and presented newspaper clippings on the subject to Council; M. C. Scheerer - requested Mayor Gates read his comments commending city staff for contracting with private enterprise. Mayor Gates responded to all citizen comments. Motion by Councilmember Stead to approve consent agenda items (a), (b), (c) and (d); second by Council member Priest. Motion by Council member Gintz to accept the ad hoc committee's recommendation for the following appointments: Nancy Jones, Jeanne Burbidge and Bette Simpson for 3-year terms and Guy Trotter for a I-year term to complete term of resigned Commissioner Paula Rogers; second by Council member Priest. INTRODUCTION ORDINANCE Council Bill #87/lntroduction Ordinance/Temporary Use Permit AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, AMENDING THE FEDERAL WAY ZONING CODE, ORDINANCE 90-43, BY AMENDING THE TEMPORARY USE SECTION 22 -546, ET AL, BY AMENDING THE DEFINITION OF "TEMPORARY USE" , BY DELINEATING SEPARATE DECISIONAL PROCESSES FOR CLASS I AND CLASS II TEMPORARY USES, AND BY EXTENDING THE TERM OF TEMPORARY USES. (AMENDS ORDINANCE 90-43) Mayor Gates presented introduction reading of the original, with enactment scheduled for March 15, 1994. VII. CITY MANAGER REPORT Regional Perspectives City Manager Nyberg introduced COPP Director Larry Springer and Public Works Director Philip Keightley who presented updates on regional issues, e.g., growth management and county- wide planning policies, comprehensive plan, parks, roads, affordable housing, economic development, airport noise, water governance, storm drainage and regional transportation. Discussion then focused on the city's involvement with the Regional Commission on Airport Affairs (RCAA) , a citizen organization opposing the third runway. Mr. Nyberg said it is possible for the city to participate for one year at a cost of approximately $16,000. Councilmember Stead would like citizens to have the opportunity to comment prior to a decision being made by the Council. Council member Priest said even though it is expensive, it may be necessary to join the membership for a minimum one-year term for the protection of our citizens. Council member Gintz expressed concern about joining RCAA and then withdrawing after one year. Council member Elder supports the city taking an active part in RCAA. Councilmember Tomlinson is concerned the group will continually require additional monies from the membership. Council member Priest commended Senior Planner Greg Fewins and City Attorney Carolyn Lake for their outstanding contributions on airport issues. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES March 1, 1994 - Page 4 Mayor Gates would like staff to research and provide additional information to Council on the RCAA's preliminary budget, scope of work, results and benefits to the citizens of Federal Way before pledging any RCAA membership funds. Mr. Nyberg said he will have the requested information formulated for Council review as expeditiously as possible. City Manager Nyberg briefed Council on recent proceedings in the water/sewer assumption action and suggested it might be appropriate for the Land Use Committee to assess the gaps and make a recommendation to full Council. If time allows, Mayor Gates requested the item be placed on the committee's agenda for March 21. Mr. Nyberg said information will be furnished by staff only at this point and Council can decide at a later time if they would like additional information from outside sources. Mr. Nyberg thanked the Mayor and Council for the letter directed to staff in appreciation for the successful 4th birthday celebration--he will route the letter to all staff. He reported that all department heads will attend a retreat on March 4. He also reminded Council of the scheduled executive session prior to adjournment. VIII. CITY COUNCIL REPORTS Councilmember Stead reported the growth management oversight committee will meet March 9, at 8:00 a.moo Councilmember Priest said the next meeting of Suburban Cities is March 9; the Land Use Committee will meet March 7 and 21. Councilmember Gintz attended the recent ground breaking for the future Hyundai food store and mall, with construction completion scheduled for mid-summer. This unique retail complex is a fIrst in the United States and will be an exciting addition to the community. Councilmember Elder reported the recent Human Services Providers Network meeting was extremely successful. The next meeting of the Public Safety/Human Services Committee is scheduled for March 3 at 7:30 a.m.; the committee is currently looking at duplication of services in the community to provide more effective services to citizens, Mothers against Violence issues and the gun buy back program. Mayor Gates reported Councilmember Stead and she recently attended the Chinese New Year's celebration at Ruby Chow's home. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES March 1, 1994 - Page 5 IX. EXECUTIVE SESSION Mayor Gates recessed the regular meeting at 8:31 p.m., and announced a 10-minute executive session to discuss property acquisition pursuant to RCW 42.30. 11O(b), with no action anticipated at the conclusion. At 8:44 p.m., Mr. Anderson announced a continuation of the executive session for an additional five minutes. Mayor Gates adjourned the executive session at 8:50 p.m., and reconvened the regular meeting. x.
