CALL MEETING TO ORDER
Mayor Gates opened the regular meeting of the Federal Way City Council at 7:05 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Council members Ray
Tomlinson, Ron Gintz, Skip Priest, Bob Stead, Hope Elder.
City Staff present: City Manager Ken Nyberg, City Attorney Carolyn Lake, City Clerk
Maureen Swaney, Deputy City Clerk Chris Green.

"Safe Boating Week" Proclamation
GFOA Presentations for 1993 Budget & 1992 CAFR Awards
Mayor Gates read and presented the "Safe Boating Week" proclamation to Michael Delany and
Judy Delany, representing Flotilla 31 of the United States Coast Guard Auxiliary.
City Manager Nyberg introduced GFOA representative Gayla Gjertsen, who presented the 1993
Budget and 1992 CAFR excellence awards to Management Services Director Iwen Wang.

CITIZEN COMMENT
Eleanor Nordlund & Peggy LaPorte - on behalf of Federal Way Community Caregiving
Network's Emergency Services Sub-committee, are working to establish a benefit event to raise
funds for transitional housing/shelter for women and children in the area; Diana Wright - newly
elected President of the Westway Community Homeowners Association, thanked the Council for
supporting the Westway Community; Jeff Loats - representing The Ridge Homeowners
Association, requested additional stop signs, speed humps and marked crosswalks in their
neighborhood; John Smith - representing his mother, requested her property be excluded from
the proposed Weyerhaeuser annexation area; Lloyd Gardner, Bob Wood, Jack Suchy, E.C.
Stewart, Richard Burris, Neil Helgeland - opposed to city's assumption of Water/Sewer District;

M.C. Scheerer - opposed to city's assumption of the Water/Sewer District, and opposed to
funding the BP A Trail design, as feels traffic problems are a higher priority; David Kaplan -
reported the application for lAC funding for Lakota and Celebration Parks is premature.
Mayor Gates responded to the citizen concerns, and recommended referrals to city staff where
applicable.
Mayor Gates welcomed and introduced special guests State Senator Ray Schow and State
Representative Tracey Eide.

Councilmember Priest pulled items (g), (h), and (i) from the consent agenda; Deputy Mayor
Watkins pulled items (a) and (k); and Council member Tomlinson pulled item G) for additional
information.

Deputy Mayor Watkins and Council member Tomlinson requested and received explanations for
several voucher items. Councilmember Priest said he prefers that Council members review and
address their payment concerns to staff prior to the regular meeting, to enable staff to properly
respond to the inquiries.

Council member Priest said he understands city staff has requested the Council withdraw the
proposed lAC funding resolution under consent item (g). City Manager Nyberg responded in
the affirmative, explaining the city is not in a position to apply for financial aid at this time.
Council member Gintz said he would like staff clarification of the master plan. Councilmembers
concurred with staffs requested withdrawal of the proposed resolution.
With respect to consent item (h), Council member Priest inquired about the recent request from
the Mormon Church for inclusion of their property within the annexation area. Senior Planner
Greg McCormick presented a brief overview to Council and responded to their questions; he
explained the church property is composed of an approximate six acre contiguous parcel, and
would not propose any problem in terms of processing the proposed annexation.
Motion by Council member Gintz to accept the proposed map as recommended by the Land Use
Committee, including the additional parcel of property belonging to the Mormon Church; second
by Council member Priest.
Deputy Mayor Watkins asked the City Attorney if the additional property request has been
properly advertised; Ms. Lake responded that proper notification has been met, and said the city
has the ability to add properties to the proposed annexation area.
Councilmember Stead disclosed that he previously represented Mrs. Smith on unrelated legal
matters, but to avoid an appearance of fairness has referred her to another attorney.

Additional motion by Council member Stead as follows: 1) accept the ten (10%) percent petition
as submitted by Weyerhaeuser and authorize circulation of the sixty (60%) percent petition; 2)
consider the concomitant zoning agreement as fulfilling the zoning requirements for parcels 1

and 2, and that interim zoning be established for parcels 3 through 8; and 3) the city requires
the applicants to assume their proportionate share of the city's bonded indebtedness; second by

Motion by Councilmember Elder to approve the installation of all-way stop signs at three (3)
different locations in The Ridge area; second by Council member Priest.
Councilmember Stead said he prefers the installation of only one sign as originally proposed and
to take a look at authorizing additional signs at a later date--he feels three signs at this time are
excessive and wants the Council to review established criteria. Council member Gintz said the
city has adopted criteria to reduce speed concerns, which requires sixty (60%) percent favorable
vote of property owners within 600 feet prior to making changes; he also mentioned there is an
appeal process available to citizens. Councilmembers Tomlinson and Priest, as well as Mayor
Gates, spoke in favor of the installation of three additional signs. Council member Gintz
requested the Public Safety Committee revisit the criteria issue.

Mayor Gates announced a 5-minute recess at the hour of 8:37 p.m., and reconvened the regular

ENACTMENT ORDINANCE
Council Bill #86/Enactment Ordinance/Repeal FW Water-Sewer Assumption
(Requires motion to take from table prior to discussion)
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, REPEALING PRIOR ORDINANCE NO. 92-151 AND
RESOLUTION NO. 93-159, REPEALING THE CITY'S ACTION TO ASSUME
THE FEDERAL WAY WATER AND SEWER DISTRICT.
Motion by Councilmember Tomlinson to remove Council Bill #86 from the table for
reconsideration; second by Council member Gintz. Motion passed as follows:

VII.
CITY MANAGER REPORT
Mr. Nyberg requested an approximate lO-minute executive session to discuss property
acquisition, and advised action is anticipated prior to adjournment.
VIII.
CITY COUNCIL REPORTS
Council member Elder reported the Human Services/Public Safety Committee will meet May 5
at 7: 30 a. m., to discuss the second phase of the police report.

Mayor Gates announced Deputy Mayor Watkins will represent the city at tomorrow's Youth
Recognition A ward ceremony.
Council member reported the Finance/Economic Development Committee will meet April 28 at
7:30 a.m..
Council member Priest reported the next meeting of the Land Use/Transportation Committee is
scheduled for May 2 at 6:00 p.m.. There will also be another neighborhood meeting at Green
Gables Elementary School on April 27.
Councilmember Stead reported the next meeting of the Oversight Committee is scheduled for
April 22 at 8:00 a.m., to review employee health benefits and consider extension of the City
Manager's current contract. The GMPC has a meeting scheduled for April 23 to discuss
affordable housing.
Councilmember Gintz announced the Finance/Economic Development Committee is reviewing
the possibility of selecting a symbol for the city.
Mayor Gates announced an RTA briefing is scheduled for the May 3 regular meeting, as well
as an RTA roundtable to be held in Council Chambers on May 3 at 5:30 p.m., to allow citizen
input.
Council member Elder reminded Council members of their upcoming retreat on April 28 from
12:00-5:00 p.m., at th¡; Visitation Retreat Center.
IX.
EXECUTIVE SESSION
Mayor Gates recessed the regular meeting at 9:25 p.m., and announced a lO-minute executive
session to discuss property acquisition pursuant to RCW 42.30. 110(b), with the possibility of
action being taken following the session.
Mayor Gates adjourned the executive session at 9:38 p.m., and reconvened the regular meeting.
Motion by Councilmember Gintz to authorize the city's twenty-five (25 %) percent contribution
toward payment of property necessary to build Saghalie School/Park roadway and to authorize
waiver of property owner latecomer contribution, if any, in the future; second by
Councilmember Tomlinson. Motion passed as follows:
