CALL MEETING TO ORDER Mayor Gates opened the regular meeting of the Federal Way City Council at 7:04 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Council members Ray Tomlinson, Ron Gintz, Skip Priest, Bob Stead, Hope Elder. City Staff present: City Manager Ken Nyberg, City Attorney Carolyn Lake, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. TI. PLEDGE OF ALLEGIANCE Council member Stead led the flag salute. TII. PRESENTATION Mayor Gates presented the Certificate of Recognition of Barbara Kunkel, a member of U.S. National Tae Kwon Do Team. In appreciation, Ms. Kunkel presented the city with a plaque depicting the Tae Kwon Do sport. IV. CITIZEN COMMENT Ronald Anderson - supports reduction in land use appeal fees to $50; Glenda Seles - doesn't feel aggressive begging is a problem in the city, supports homeless shelters being denied in residential areas, and is concerned about aquatic quality of Steel Lake--wants city to apply for improvement grants for lake; David Wallis - thanked Council and staff for addressing the homeless shelter problems and encouraged Council to follow staff recommendation not to grandfather existing shelters; Dr. Shelly Kleine - thanked the Council and the Community Safety Task Force for their good work and asked the Council to consider rejoining the Human Services Roundtable membership; Mark Freeland - supports rejection of the Blackberry Hill proposed plat, supports reduction in land use appeal fees, and supports improved drainage plan at Kitts corner; M. C. Scheerer - opposes proposed GMA proposal to name city as an urban center; Rubi Williams, Chair of the Diversity Commission - supports the commission's 1994-95 work plan; John Metcalf - opposes the proposed aggressive begging ordinance; Jose Montena - opposes aggressive begging ordinance and is concerned about sidewalk safety. Police Study Briefing KC Police Contract Mayor Gates asked that both items be combined for discussion purposes. ',:,: FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES June 21, 1994 '- Page 4 Management Assistant Dena Laurent presented the staff report and responded to Councilmember inquiries. Some questions centered around the establishment and frequency of the use of special police groups, e.g., swat teams, search and rescue, and warrant service; Police Chief Bob Evans responded. The city must give King County eighteen months prior notice to terminate police services with the county, thus requiring notice by July 1, 1994, in order to terminate services effective January 1, 1996. Management Services Director Iwen Wang provided additional information to Council and responded to questions with respect to financial issues. Startup costs and time lines were discussed. The fact that King County has continually increased the annual cost of city police services is one of the major factors in establishing the city's own police department. Motion by Deputy Mayor Watkins to direct city staff to serve King County with a notice of the city's intent to terminate its contract for police services effective January 1, 1996; this motion is driven by the current contract provisions which require eighteen (18) months notice of contract termination by July 1st of anyone year; this motion includes a provision that this Council action be reconsidered, should King County and Federal Way amend its contract to allow eighteen (18) months advance notice of termination at any time of the year; second by Council member Elder. Diversity Commission Work Plan Motion by Council member Elder to accept the Diversity Commission's work plan; second by Council member Stead. Teen Friday Night Program Citizen Comment: David Kaplan, Parks/Recreation Commissioner - spoke in favor of establishing the teen program. Motion by Council member Elder to establish the teen program as presented; second by Council member Tomlinson. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES June 21, 1994 - Page 5 Cheri McCabe and Brent Mason of the City's Parks and Recreation staff responded to a variety of Council questions. Deputy Mayor Watkins requested an accurate head count of attending youth be maintained to identify the program's effectiveness; he also wants a strict sign-in process for security purposes, and guidelines prohibiting drug and alcohol use. Council member Elder feels extensive marketing is imperative. Council member Tomlinson feels it is an opportunity to provide a safe environment; he would like to see the program operate for a one-year period, at which time an evaluation can be provided by city staff. He does feel there can be some savings in the area of equipment purchases and use of volunteers. Mayor Gates suggested Decatur High School DECA students be contacted and asked to assist with the advertisement; she would also like staff to research the possibility of using dial-a-ride buses or similar vehicles to transport youth to and from the community center. Council member Priest feels the program doesn't target "at risk" youth; he suggested the Public Task Force take a look at providing a program specifically directed to those groups. CITY MANAGER REPORT Mr. Nyberg reported the Council has been invited to attend the school district's forum tomorrow morning, but warned there is not adequate time to advertise in case of a quorum; Mayor Gates advised that Council members Elder and Gintz will be the only members attending. Mr. Nyberg reminded the Council of their upcoming budget retreat scheduled for July 20, from noon to 5:00 p. m.. The City Manager also provided updated information on the expansion project of the Post Office parking lot. IX. CITY COUNCIL REPORTS Council member Tomlinson thanked Council members for their support of the teen program. Council member Elder reported on the recent A WC conference. She will be attending the upcoming Human Services Workshop in Renton and Human Services Roundtable at Mercer Island. The next meeting of the Public Safety/Human Services Committee is schedule for July 7. Council member Gintz reported the Finance/Economic Development Committee will meet Thursday, June 23. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES June 21, 1994 - Page 6 Council member Priest announced the Land Use/Transportation Committee will meet on July 11. Councilmember Stead said he will be attending the King County Regional Policy Committee on June 23; he also reported on A WC conference issues. Mayor Gates invited all Council members to attend a special meeting on June 27 at 9:00 a.m., in Council Chambers, to discuss senior housing. She and Council member Elder attended the SCA TBd meeting today--discussion focused on the six year TIP. The next meeting of the Regional Transit Committee is scheduled for July 1. x.
