MINUTES
I.
CALL MEETING TO ORDER
Mayor Gates opened the regular meeting of the Federal Way City Council at 7:02 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers
Ray Tomlinson, Skip Priest, Bob Stead, Hope Elder. Council member Ron Gintz arrived
after the call to order.
City Staff present: City Manager Ken Nyberg, Acting City Attorney Londi Lindell, City
Clerk Maureen Swaney, Deputy City Clerk Chris Green.

AWARDS AND PRESENT A TIONS

SPIRIT Award
City Manager Nyberg presented this month's SPIRIT award to Scott Robinson of the Parks
Department, in honor of his outstanding contributions during the construction phase of the
Family Funland facility.
IV.
CITIZEN COMMENTS
David Head, Ethics Board Chair - reviewed the task force's recent work and spoke in
support of the proposed ethics ordinance amendment; Effenus Henderson, Suzanne Gillette,
Marie Gamber, David Della, Jerry Millett, Karen Stevens - spoke in support of the proposed
diversity resolution; Walt Brooks - opposes the city's position for the destruction of a
community stair structure from the area of 296th to the beach--he also spoke in opposition to
photo radar; Tracey Eide, State Representative - spoke in opposition to the proposed photo
radar ordinance. Mayor Gates responded to the citizens, and asked Ms. Lindell to provide
additional information to Council with respect to photo radar.

Deputy Mayor Watkins moved to amend the proposed ethics resolution amendment, consent
item (c), to change the language on page 5, section 7, D., (d), last sentence, to read as
follows: In the event that the individual against whom the çomplaint has been filed is a
Council member. the City Council. by a majority vote. may remove the individual from the
position of Mayor or Deputy Mayor or from the position of chair.person of any Council
Committee; second by Council member Elder. Following discussion, Deputy Mayor Watkins
withdrew his amendment to the proposed resolution.

PUBLIC HEARING
a.
City of Federal Way 1995 Budget Proposals - Citizen Input
Mayor Gates opened the public hearing at the hour of 7:40 p.m., and called for citizen
comment. There being no comment, Mayor Gates closed the public hearing at 7:41 p.m..
VII.
PRESENTATION TO COUNCIL
a.
The Family Services Restructuring Effort and the
Community Public Health and Safety Network Boundaries
Presenter: Suzette Cooke
Mayor Gates, with Council's concurrence, moved the item following Council reports and
prior to adjournment, as Ms. Cooke had not yet arrived in chambers.

INTRODUCTION ORDINANCES
a.
Council Bill No. 96 - An Ordinance of the City Council of the City of Federal
Way, Washington, Adopting Proposed Zoning Regulations Designating
Approximately 700 Acres Contiguous to the City's Eastern Boundary,
Corporate Park Zone (CP-I), Office Park I (OP-I), Office Park 2 (OP-2),
Office Park 3 (OP-3), or Single Family Residential (RS-9600) and Amending
the Official Zoning Map, to Become Effective Upon Annexation of the
Property and Authorizing the City Manager to Enter into the Concomitant Pre-
Annexation Zoning Agreements (Amends Ordinance No. 90-43).

Mayor Gates presented introduction reading of the ordinance.
Citizen John Smith - representing his mother Rachel Smith, a property owner in the proposed
Weyerhaeuser annexation area, indicated dissatisfaction with past experiences with the
Weyerhaeuser Company and King County--he feels they failed to inform his mother of
activity in the area.
Motion by Councilmember Priest to schedule the proposed ordinance for enactment on
August 16; second by Councilmember Tomlinson. Motion passed as follows:

Council Bill No. 97 - An Ordinance of the City Council of the City of
Federal Way, Washington, Amending Chapter 15 of the Federal Way City
Code by Adding a New Section 15-10 Relating to Photo Radar.
Mayor Gates presented introduction reading of the ordinance.
Motion by Councilmember Elder to refer the proposed ordinance back to committee, with
enactment scheduled for October 4; second by Councilmember Priest. Motion passed as

Mayor Gates announced a 5-minute recess at the hour of 8:00 p.m.; she reconvened the
regular meeting at 8: 12 p.m..
IX.
CITY MANAGER REPORT
Mr. Nyberg announced he will attend a three day conference in Spokane on August 17-19;
Mr. Anderson will serve as Acting City Manager in his absence. He reminded the Council
of their upcoming 1995 budget study session on September 6 at 5:00 p.m..
X.
CITY COUNCIL REPORTS
Councilmember Gintz announced the next meeting of the Finance/Economic Development
Committee will be held August 25 at 7:30 a.m..
Council member Priest announced the Land Use/Transportation Committee will meet August
5 at 8:30 a.m.; agenda items include Blackberry Hill Preliminary Plat and Homeless Shelter
Ordinance. A second committee meeting will be held on August 15 to discuss the
transportation improvement program.
Councilmember Elder announced the Public Safety/Human Services Committee will meet
August 4 at 7:30 a.m.; she will attend the Suburban Cities Association's committee meeting
on low income housing.
Councilmember Tomlinson reported the next meeting of the Parks/Recreation Committee is
scheduled for August 8 at 8:00 a.m..

Mayor Gates reported on recent Regional Transportation Agency meetings, including a recent
tour of the MAX system in the Portland area.
Since Suzette Cooke failed to attend, Council member Elder presented the briefing on Family
Services Restructuring, and responded to inquiries about the program--the next meeting will
be heId at Foster High School on August 4 at 7:00 p.m.. Councilmembers indicated their
preference to follow Federal Way School District boundaries rather than joining with Kent.
Mayor Gates reminded the Council of the necessity to schedule the next meeting for 7:30
p.m., instead of the regular meeting time.
Motion by Council member Priest to suspend Council Rules; second by Councilmember
Stead. Motion to suspend passed as follows:
