CALL MEETING TO ORDER Mayor Gates opened the regular meeting of the Federal Way City Council at 7:05 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Council members Ray Tomlinson, Ron Gintz, Skip Priest, Bob Stead, Hope Elder. City Staff present: City Manager Ken Nyberg, City Attorney Landi Lindell, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Councilmember Gintz led the flag salute. III. SPECIAL PERFORMANCE The "Rappers" youth vocal group entertained with two rap songs. IV. PROCLAMATION Mayor Gates read and presented the "PTA Membership Month" proclamation to Janice Ono, President of the Federal Way PT A Council. V. CITIZEN COMMENT Steve Taylor, Harry Mills, M.C. Scheerer - thanked the Council for their support in the reopening of Redondo Drive; Mary Ehlis - thanked the Council and Parks Department for their support in making Family Fest a great success; Jose Montano - expressed sidewalk safety concerns; John Metcalf and Rick Randall, Human Services Commissioners - discussed conflict of issues as related to several current commissioners and asked Council for a swift closure of the issues - Mr. Randall asked for a leave of absence if Council felt it necessary; James Roberton, Brian Nielsen, Clark Mounsey, John Rand, Megan Rand - spoke in opposition to the COpy ...,.." FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES September 6, 1994 - Page 2 city's issuance of the Thorstad building permit in Marine Hills; Carrie Hendrickson, Cynthia Sporleder, Cecilia Ayers, Pam Newby, Steve Newby - addressed traffic Safety concerns in area of Saghalie Jr High School and 21st/SW Campus Drive, especially in light of the recent traffic death of a student. Mayor Gates responded to the ~itizens addressing the Council and referred individuals to the appropriate city staff. Councilmembers Priest and Elder said they will address safety concerns at upcoming committee meetings, the first being the Land Use/Transportation Committee on September 12 at 6:00 p.m.. Motion by Council member Priest to approve consent agenda items (a), (c), (t), (h), (i) and 0); second by Council member Gintz. Following additional discussion by Councilmembers, Mayor Gates called for the question. Motion to approve RESOLUTION NO. 94-182 "Blackberry Hill Preliminary Plat", consent item (d), passed as follows: Gates Tomlinson Gintz Priest yes yes yes yes Watkins Stead Elder .yes yes yes Council member Gintz moved for the appointment of the following youth commissioners: Bethany Knafler, Tess Rossi, Carrie Scott, Alex Keeton, Rena Thompson, Jenny Rafanelli, Naila McKenzie, Liam Killgrove; second by Councilmember Elder. Motion to approve consent item (g) passed as follows: Gates Tomlinson Gintz Priest yes yes yes yes Watkins Stead Elder yes yes yes Councilmember Gintz then introduced five of the newly appointed commissioners present in chambers and thanked them for their dedication to serve the city. Mayor Gates moved to reschedule the TIP public hearing to September 21 at 7:00 p.m., and to change the date reflected in the proposed resolution; second by Council member Priest. CITY MANAGER REPORT City Manager Ken Nyberg asked Public Works Director Philip Keightley to report on the synchronization of certain traffic lights in the city; Mayor Gates requested that staff issue a press release to advise citizens of the proper speed limits to help alleviate congestion. Mr. Keightley also reported on the current construction at the NE quadrant of Pacific Highway South and South 320th. Mr. Nyberg said he will be meeting with the Tacoma City Manager to assist in staff coordination of interlocals between the two cities. He also reminded Councilmembers of the need for a ten minute executive séssion prior to adjournment. VIII. CITY COUNCIL REPORTS Councilmember Stead reported on the upcoming SCA retreat and future GMPC meetings; he also reported the Ethics Task Force will meet Friday morning (9/9), at which time they will address the concerns of the Human Services Commission. Council member Priest reported the Economic Development Board will meet tomorrow at 7:30 a.m., and the Land Use/Transportation Committee will meet at 6:00 p.m. on September 12. Councilmember Tomlinson reported the Parks/Recreation Committee will meet September 12 at 8:00 a.moo Council member Elder reported a special meeting of the Human Services/Public Safety Committee will be held September 15 at 7:00 p.m.. Deputy Mayor Watkins moved to suspend Council Rules and establish the next regular meeting date as September 21, with a study session at 6:00 p.m. for purposes of a police contract briefing, and the regular meeting to follow at 7:00 p.m.; second by Councilmember Priest. EXECUTIVE SESSION Pending Litigation/Pursuant to RCW 42.30. 1 10 (i) Mayor Gates recessed the regular meeting at 8:55 p.m., and announced a lO-minute executive session to discuss pending litigation pursuant to RCW 42.30. 110(i) , with no action anticipated. At 9:05 p.m., Mr. Anderson announced a continuation of the executive session for an additional five minutes; at 9:10 p.m., Mr. Anderson announced a 5-minute extension. Mayor Gates adjourned the executive session at 9:15 p.m., and reconvened the regular meeting. x.
