CALL MEETING TO ORDER Mayor Gates opened the regular meeting of the Federal Way City Council at 7:02 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmembers Ray Tomlinson, Ron Gintz, Skip Priest, Bob Stead, Hope Elder. City Staff present: City Manager Ken Nyberg, City Attorney Landi Lindell, City Clerk Maureen Swaney, Deputy City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Boy Scout Troop #361 led the flag salute. III. PROCLAMATIONS a. b. Head Injury Awareness Domestic Violence Awareness Mayor Gates read both proclamations and presented the Head Injury Awareness proclamation to Ron Finlay, President of the Washington State Head Injury Foundation, and the Domestic Violence Awareness proclamation to Elsie Dennis, Diversity Commissioner. Mayor Gates read a letter of appreciation from the Council to staff for their excellent work during the Weyerhaeuser annexation process; City Manager Nyberg thanked Council and also extended his appreciation to staff. Master Sang Hyuk Cha of the U.S. Tae Kwon Do Center presented a $4,000 check for the city to Mayor Gates, representing proceeds of the center's recent championship tournament. The funds were donated to benefit community youth education and criminal control funds. Master Cha also donated $500 worth of center enrollment certificates to be distributed to local youth. IV. CITIZEN COMMENT David Kaplan, Cheri Harris-Smith, Bob Kellogg, Parks/Recreation Commissioners - requested the TIP resolution be pulled from the consent agenda for additional discussion and asked to have COPf FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES October 4, 1994 - Page 2 the diagonal parkway project removed from the transportation pIan; Maryann Mitchell - stressed importance of prioritizing transportation projects, especially until the comprehensive plan has been developed. Councilmember Gintz moved approval of all consent items, with the exception of item (e); second by Councilmember Priest. Motion to approve consent items (a), (b), (c), (d), (f), (g) passed as follows: Gates Tomlinson Gintz Priest yes yes yes yes Watkins Stead Elder yes yes yes Councilmember Priest, as Chair of the Land Use/Transportation Committee, addressed the proposed TIP resolution and project list; he also discussed the additional memo from Traffic Engineer Saeid Daniari dated October 4, 1994, with respect to three projects--(1) the diagonal parkway, (2) SW Campus Drive and (3) South 308th Street connection, attached hereto as Exhibit "A". Council member Priest moved for approval of the proposed TIP resolution with the minor modifications recommended by the committee and reflected in Mr. Daniari's memorandum; second by Councilmember Gintz. Following additional Council discussion, Councilmember Tomlinson moved for amendment to the main motion by removing the diagonal parkway projects (Items 9 and 10) from the proposed TIP projects and referring both back to the Parks/Recreation and Planning Commissions for additional determination of BP A Trail Phase TI and TIl future projects; second by Mayor Gates. Enactment Ordinance/Council Bill #97/Photo Radar AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, AMENDlNG CHAPTER 15 OF THE FEDERAL WAY ClTY CODE BY ADDlNG A NEW SECTION 15-10 RELATING TO PHOTO RADAR. Mayor Gates.called on citizens wishing to speak to the proposed ordinance. Citizens Ed Opstad, Jeff Moen, Jerry Fitts, Mark Eide and Steve Taylor all spoke in opposition to the proposed ordinance. Motion by Councilmember Gintz to approve the proposed photo radar ordinance; second by Deputy Mayor Watkins. Councilmember Gintz invited American Traffic Systems Representative James Tuton to address and respond to Council questions. His company is one of two companies responding to the city's RFP for photo radar. Introduction Ordinance/Council Bill #100/Group Homes Code Amendment AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHlNGTON, AMENDING THE FEDERAL WAY CITY CODE, CHAPTER 22 BY ADDING DEFINITIONS TO SECTION 22-1 RELATING TO GROUP HOMES, SOCIAL SERVICE TRANSITIONAL HOUSING, DOMESTIC VIOLENCE SHELTERS, AND SPEClAL NEEDS HOUSING; BY AMENDING THE DEFINITION OF F AMIL Y; BY ADDING NEW SECTIONS 22-668.5, 22-735, 22-773, 22-811, RELATING TO GROUP HOMES; BY ADDING NEW SECTIONS 22-633.5, 22-669.5, 22-736, 22-774, 22-812, RELATING TO SOCIAL SERVICES TRANSITIONAL HOUSING; AND BY AMENDING SECTION 22-669 TO REMOVE REFERENCES TO SPECIAL NEEDS HOUSING. Mayor Gates presented introduction reading of the proposed ordinance. Motion by Councilmember Stead to move enactment of the ordinance to October 18 regular meeting; second by Councilmember Priest. County-Wide Planning Policies Update Mayor Gates asked the City Manager to have staff arrange for Metropolitan King County Councilmember Chris Vance's presentation on County-Wide Planning Policies for the October 18 regular meeting. Mayor Gates announced a brief recess at the hour of 9:00 p.m., and reconvened the regular meeting at 9:05 p.m.. b. National League of Cities Mayor Gates led a discussion on the Council's participation at the upcoming NLC National Conference. Councilmember Priest reminded Councilmembers the item was removed from last year's budget; Councilmember Stead questioned whether or not the city should participate when it is not a member of NLC. Council member Tomlinson feels the city can participate even FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES October 4, 1994 - Page 5 though not an NLC member; he feels it offers an excellent opportunity to network and bring back good ideas to the city. Mr. Nyberg advised there are contingency funds available if Council desires to send representatives to this year's conference. Motion by Council member Stead to authorize the City Manager to provide funding for two Councilmembers to attend the NLC National Conference in Minneapolis this fall; second by Councilmember Gintz. Council members Elder and Tomlinson advised they are interested in attending the conference. CITY MANAGER REPORT Mr. Nyberg announced the city's booth at the Small Business Trade Show at SeaTac Mall was honored with the Chamber's first place award. Kudos went out to Management Assistant Dena Laurent for her coordination of the display and staffing for the booth. The City Manager advised improvements have been completed at SW 21st and Campus Drive and the city is now waiting for Puget Power to activate the electrical functions, which should be done by the end of this week. The Public Works Department will soon be establishing the city's new boundary lines following the finalization of the Weyerhaeuser property annexation. IX. CITY COUNCIL REPORTS At 9:35 p. m., Deputy Mayor Watkins moved for suspension of rules since Councilmembers will be going into an executive session and may extend beyond the 10:00 p.m. specified adjournment time; second by Councilmember Elder. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES October 4, 1994 - Page 6 Council member Elder reported the next meeting of the Public Safety/Human Services Committee is scheduled for November 3 at 7:30 a.moo She also reported that she and Council member Stead recently attended the Family Youth and Criminal Justice meeting at the University of Washington. . Councilmember Priest reported the Land Use/Transportation Committee will meet October 17 at 6:00 p.moo Councilmember Stead announced the next meeting of the Ethics Task Force is scheduled for Friday, October 7 at 7:30 a.m.. He reported the GMPC Executive Committee has recently appointed members to its Benchmark Committee, which will set the criteria for affordable housing; Mark Freitas, Planning Commissioner, has been selected to serve on the committee. Mayor Gates asked for suggestions from Council members to prepare questions to be directed to Chris Vance during his presentation at the October 18 regular meeting. She also thanked Council members Watkins, Elder and Stead for attending a recent Growth Management meeting. x. EXECUTIVE SESSION Mayor Gates recessed the regular meeting at 9:40 p.m., and announced a thirty minute executive session to discuss potential litigation pursuant to RCW 42.30. 11O(i), with no action anticipated. At 10: 10 p.m., Greg Moore announced a continuation of the executive session for an additional ten minutes. Mayor Gates adjourned the executive session at 10:20 p.m., reconvened the regular meeting and reported there is no action. XI. ADJOURNMENT There being no further business to come before the Council, Mayor Gates adjourned the regular meeting of the Federal Way City Council at the hour of 10:20 p.m.. [}~(1~ Deputy City Clerk CITY OF FEDERAL WAY MEMORANDUM DATE: October 4, 1994 TO: FROM: Mayor Gates Federal Way City Council Saeid Daniari, Traffic Engineer;\) RE: Recommended Changes to 1995-2010 TIP The Transportation Improvement Plan (TIP) was presented to the Land Use/Transportation Committee on October 3, 1994, for recommendation to the City Council for approval. The following were recommended by the committee for City Council consideration: 1. Diagonal Parkway It was recommended that this project should either be ranked lower in the capital project list or be included as part of the Regional CIP priorities project list. 2. S. W. Camous Drive (1st A venue S. to SPA) It was recommended that this project be given 8 higher priority. 3. S. 30Bth St. Connection - 8th A venue S. to 5th Place S. It was recommended that a lower priority be given to this project. . It was also recommended that removal of the numerical ranking of the Regional CIP Priority Project occur. . In addition, a cost breakdown for S.W. 336th St. project (21st Ave. S.W. to 36th Ave S.W.) was requested. The project description outlined in the 1994 TIP did not include any bike lanes in the project, where the 1995 TIP considers bike lane improvements as part'of the widening.
