MINUTES
I.
CALL MEETING TO ORDER
Mayor Gates opened the regular meeting of the Federal Way City Council at 7:08 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Council members Ron
Gintz, Skip Priest, Bob Stead, Hope Elder. Excused absence: Council member Ray Tomlinson.
City Staff present: City Manager Ken Nyberg, City Attorney Landi Lindell, Deputy City Clerk
Chris Green.
II.
PLEDGE OF ALLEGIANCE
Councilmember Stead led the flag salute.
III.
PRESENT A TION
Mayor Gates read and presented a certificate of appreciation to citizen Fred Pepper for his
caring and assistance of homeless people in the community. Councilmember Gintz also thanked
Mr. Pepper and presented a painting to him.
IV.
CITIZEN COMMENT
David Wallis - thanked Council for approving the group homes amendment; Arleigh Kerr -
spoke in opposition to the photo radar ordinance; Ruth Koral, Human Services Commissioner -
said she and her husband are moving to Redmond, thanked Council for supporting the
commission and the senior citizen program, and suggested some type of citizen informational
facility be established in the area of 320th and Pacific Highway; Lynn Templeton, former City
Councilmember - thanked Ruth Koral for her dedication and service to the city, and thanked
Jack Dovey and CP AC members for their improvements to city sports fields, and also thanked
Council for their support in the development of the new Saghalie Park. Mayor Gates responded
to citizen comments.

Councilmember Gintz introduced Dennis Greenlee as the committee's recommended appointment
to the Ethics Board vacancy.
Councilmember Gintz then moved for appointment of Dennis Greenlee to the city's Ethics
Board, consent item (e); second by Deputy Mayor Watkins. Motion passed as follows:

CITY COUNCIL BUSINESS
County-Wide Planning Policies Update
Metropolitan King County Council member Chris Vance presented the county-wide planning
policies update and responded to a variety of questions and concerns identified by City
Councilmembers.

VII.
PUBLIC HEARING
City's 1995 Proposed Budget
Mayor Gates opened the public hearing at 7:55 p.m., and invited citizens to address the Council.
Jeanne Burbidge, Arts Commissioner - thanked Council for their support of the arts; Art
Krueger - opposes growth management and supports development of Celebration Park; Kelsey
Smith, Twin Lakes Elementary student - supports additional parks; Dean McColgan,
Parks/Recreation Commissioner - supports development of Celebration Park; Bill Allen, CP AC
volunteer - supports development of Celebration Park and presented the city with a $lOO bill as
his pro rata share of a vision for the future of parks; Connie Cox - supports development of
Celebration Park and the property south of Lake Grove Elementary for sports fields; Rick
Riegle, President of Federal Way Soccer Association - thanked the Council and the
Parks/Recreation Commission for their past support of CP AC and spoke to the need for
additional sports fields which could attract major tournaments into the city; Wendy Howe,
President of Federal Way American Little League and CP AC volunteer - thanked Cou"ncil for
their support and expressed the importance of establishing additional sports fields; Scott
Salisbury, Soccer Club President - supports additional sports fields and development of
Celebration Park; M.C. Scheerer - advocate of infrastructure who feels improved roadways are
more important than sports fields at this time; Cheri Harris Smith, Parks/Recreation
Commissioner - supports the following priorities: (l) teen program, (2) Visitation Retreat
upgrades and (3) general field development; Jim Baker, Parks/Recreation Commissioner -
supports sports fields as a major project with the assistance of volunteers and supports
development of Celebration Park; David Kaplan, Parks/Recreation Commissioner - supports the
following projects: (1) teen program, (2) upgrade of play fields and (3) development of
Celebration Park; Kristin Cox, young citizen - supports development of Celebration Park; Jack
Dovey, CP AC volunteer - showed a brief video of the upgrades to sports fields already
completed by volunteers and asked for the Council's support of continued funding for the fields;
Joe Ganem - thanked Council for development of the BPA bike trail and expressed support for
additional sports fields within the city.
Being no additional citizen comments, Mayor Gates closed" the public hearing on the proposed
1995 budget at the hour of 8:40 p.m..
Deputy Mayor Watkins reminded Councilmembers they identified Celebration Park Phase I
project development at the top of their priority list during their last retreat; he requested the
commission review and modify the project and report back to the committee for recommendation
to full Council. Due to the cost of the project it is likely it will be presented to the citizens in
the form of a bond approval.

VIII.
CITY MANAGER REPORT
Mr. Nyberg asked Council for a 15-minute executive session to review potential litigation, with
action expected.
IX.
CITY COUNCIL REPORTS
Councilmember Elder reported the next regular meeting of the Public Safety/Human Services
Committee is set for November 3 at 7:30 a.m., with a special meeting to review human services
funding recommendations scheduled for November 10 at 6:00 p.m..
Deputy Mayor Watkins expressed a concern about the possibility of conflict appearances related
to acceptance of campaign contributions by Council members; he asked City Attorney Lindell to
schedule a study session for review of the Code of Ethics soon after the first of next year.
Citizen Al McVay, with the assistance of Bob McKenzie, presented Mayor Gates with two alder-
wood plagues representing the city's new official "gazebo symbol". One of the plaques was
produced in the Japanese language for the Mayor's presentation during the Council's upcoming
trip to Hachinohe. The other plaque will be permanently displayed at city hall. The symbol
may be marketed at local, regional and national levels, and in the future may be available to
non-profit organizations for fund raising projects.
Mayor Gates thanked CP AC volunteers for their show of enthusiasm and support of parks and
sports fields.
Mayor Gates announced she will be attending the upcoming Third World Lead-Off Conference
in Hachinohe, Japan, from October 24-31; also attending will be Council members Elder and
Gintz and City Manager Nyberg.
X.
EXECUTIVE SESSION
Potential Litigation/Pursuant to RCW 42.30.1l0(i)
Mayor Gates recessed the regular meeting at 9:00 p.m., and announced a 15-minute executive
session to discuss potential litigation, with action expected at the conclusion of the session.
Gates adjourned the executive session at 9:18 p.m., and reconvened the regular meeting.

Motion by Councilmember Stead to direct the City Manager to settle the claim for damages filed
against the city by Rachael Schade on December 27, 1993, by the payment of the $5,000
insurance deductible to the claimant upon the claimant's agreement to fully release and dismiss
the city from all claims and damages arising out of her employment relationship with the city;
second by Councilmember Priest. Motion passed as follows:
