CALL MEETING TO ORDER Mayor Gates opened the regular meeting of the Federal Way City Council at 7:02 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Council members Ray Tomlinson, Ron Gintz, Skip Priest, Bob Stead, Hope Elder. City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, Deputy City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Cub Scout Pack #362 led the flag salute. III. CITIZEN COMMENT Cynthia Hsu - concerned about crime in the Redondo Crest neighborhood and submitted a list of other concerned area residents; Kay Skare - another Redondo Crest resident submitted a letter to Council and recommended the signal light at the intersection of South Star Lake Road and 272nd be altered to meet the needs of their neighborhood area; Dan O'Brien - supports establishing a performing arts center at Celebration Park; Doug Johnson - supports a performing arts center; Jack Dovey - encouraged Council to continue endorsement of the master park plan for Celebration Park; Bob Roper - spoke and submitted a letter in support of primarily passive activities for Celebration Park and urged Councilmembers to adopt the Arai/Jackson master plan for the park. Mayor Gates referred concerned citizens to the appropriate city staff and responded to park recommendations. IV. CONSENT AGENDA a. b. c. d. Council member Priest pulled consent item (d), Councilmember Gintz pulled item (h) for additional discussion. Councilmember Priest removed consent items (f) and (g) per city staff recommendation. Motion by Councilmember Gintz to approve consent items (a), (b), (c), (e) and (i); second by Council member Stead; motion to approve those items passed as follows: Gates Tomlinson Gintz Priest yes yes yes yes Watkins Stead Elder yes yes yes Deputy Mayor Watkins moved to reject the proposed resolution for ratification of the Countywide Planning . Policies under consent item (d); second by Councilmember Priest. Council member Priest said he doesn't feel the proposed plan addresses economic development, funding infrastructure or urban center concerns. Council member Gintz said he supports light rail and views establishing the City of Federal Way as an urban center as being a positive opportunity for the area rather than a concern; he feels the city should be a regional player. Councilmember Stead reminded everyone the GMPC Interlocal was approved two years ago, and the second phase of the plan is now currently before the Council for ratification; as a member of the GMPC he has continually kept the City Council well informed on all matters--in reality there will always be growth around us, but not a great influx on the city itself. Deputy Mayor Watkins said he views the proposed plan as a financial disaster. Councilmember Priest said that since the GMPC doesn't directly represent Federal Way citizens, the City Council must do so. Councilmember Elder said this is one of the hardest decisions she has had to make as a Councilmember, as she feels she is a regional person and supports the proposed rail system, but opposes the growth management plan; she doesn't feel it will benefit the citizens of Federal Way. Mayor Gates said she is not in favor of all the proposed policies, but does feel some aspects provide a manageable plan, which will provide jobs for the Federal Way area while still allowing city control. Councilmember Tomlinson directed some questions to COPP Director Larrÿ Springer for clarification of possible zoning code amendments; Mr. Springer said the city may chose to amend the code, but that would be solely the city's own choice. He explained the Washington State Office of Financial Management is the agency establishing growth in all areas, which projects growth of approximately 15,000 housing units from 1990-2010. PUBLIC HEARING City's 1995 Proposed Budget Mayor Gates opened the public hearing at 8:45 p.m., and invited citizen comment: Maryann Mitchell, State Representative Elect - supports a bond issue for the establishment of a performing arts center, sports fields, rose garden and arboretum for Celebration Park to serve our city's diverse community; Mariko Hada - submitted a written statement in support of a bond issue to construct a performing arts center at Celebration park; Rosalie Buchanan - urged development of Celebration Park; Nancy Robertson - Mayor Gates read her statement into the record for support of a "balanced" plan for Celebration Park; Joan Tabrum, Arts Commissioner - discussed the "Alive in the Arts" flyers recently distributed throughout the community and encouraged the Council to develop an arts plan for Celebration Park; Greg Powers, Chair of Federal Way Chamber of Commerce - presented their committee's evaluation of the city's proposed 1995 budget; Tom Lemmon, soccer coach - stressed the importance of sports fields in the master park plan; Bill Allen - supports equality of arts and sports areas at Celebration Park; Brad McKeown - supports sports fields for youth and adults; Joann Piquette, Arts Commissioner - urged Council to designate five acres at the north end of Celebration Park for an arts theater; Toska Rodriguez, Arts Commissioner - thanked CP AC for their hard work in addressing sports fields locations at Celebration Park, but encouraged the Council to consider other areas for fields; Laurie Miller - supports an arts center at Celebration Park, as feels the arts can be enjoyed year round while sports are seasonal activities; Cheri Harris-Smith, Parks/Recreation Commission Chair. - supports blend of arts and tournament quality sport facilities for Celebration Park; Wallace Williams - supports development of arts and sports fields at Celebration Park location; Lisa Grimes - sent a letter to Council in support of the FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES November 15, 1994 - Page 4 Araì/Jackson master design plan for Celebration Park to meet the varied needs of the community, as she doesn't feel establishment of a major sports facility at Celebration Park is appropriate. There being no further citizen comments, Mayor Gates closed the public hearing at 9:25 p.m.. VI. INTRODUCTION ORDINANCES a. Council Bill #10111995 Property Tax Levy Rate AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, W ASIDNGTON, FIXING THE PROPERTY TAX AMOUNT FOR THE YEAR 1995. b. Council Bill #102/1995 Budget Adoption AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, RELATING TO BUDGETS AND FINANCE, ADOPTING THE 1995 BUDGET. Mayor Gates presented the introduction reading of Council Bills #101 and #102. Motion by Councilmember Elder to move enactment of Council Bills #101 and #102 to the December 6 regular meeting; second by Council member Tomlinson. Mayor Gates presented the introduction reading of Council Bill #103. Motion by Council member Elder to move enactment of Council Bill #103 to the December 6 regular meeting; second by Councilmember Stead. CITY COUNCIL BUSINESS a. Lower Puyallup Watershed Action Plan Motion by Councilmember Gintz to take the Lower Puyallup Watershed Action Plan from the table (tabled 11/1/94); second by Council member Priest. Motion passed as follows: Gates Tomlinson Gintz Priest yes yes yes yes Watkins Stead Elder yes yes yes Councilmember Priest explained the Council tabled this itém on November 1 to reconsider changes in the letter of concurrence; the Land Use/Transportation Committee reviewed the additional information at its November 7 meeting, and then recommended the plan be forwarded to full Council for consideration. Motion by Council member Priest to approve the Lower Puyallup Watershed Action Plan; second by Council member Gintz. Safety Task Force Recommendations Assistant City Manager Philip Keightley introduced Dr. Sheldon Kleine, Safety Task Force Chair, who, in turn, introduced three of the task force's members present in chambers, namely: Bill Linehan, Kelly Cowan and Mike Park. He then reviewed task force's 1995 budget items and work program recommendations. Mayor Gates and Council member Elder thanked Dr. Kleine and other task force members for their dedication and hard work during the process. Mayor Gates said the task force's recommendations will be forwarded to the Public Safety/Human Services Council Committee for consideration. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES November 15, 1994 - Page 6 VIII. CITY MANAGER REPORT City Manager Ken Nyberg announced American Traffic System has been selected as the photo radar vendor. The Council will be asked to develop the terms and conditions of the contract, with review by the Public Safety/Human Services Committee prior to acceptance by full Council. He said a public education program will be brought before Council in a timely manner. Mr. Nyberg reminded Councilmembers of the need for another budget study session and suggested next Tuesday, November 22. Council member Stead advised he will be out of the city between November 18-29, and Councilmembers Elder and Tomlinson will be gone from November 29-December 4. It was a consensus of all Councilmembers to hold the study session on December 5, at 5 p.m.. The Land Use/Transportation Committee will resch~ule its regular meeting from 6 to 7 that evening. The Metro/King County Council is expected to take action on the County Executive's proposal for the police services contract at its meeting on November 21. City Manager Nyberg said he has made arrangements for a Council briefing and tour of the communications center and detective operations at the downtown police headquarters. Also, any Councilmember who is interested in a ride-along with precinct officers should advise him and arrangements will be made for a specific time. Mr. Nyberg said this could be used as a prelude for a meeting to be held during the month of December to determine the level of service to be used as either a request for proposal or give guidance for contract services; he will try to work with each Councilmember individually and prior to scheduling for full Council. IX. CITY COUNCIL REPORTS Councilmember Stead urged the Council to advertise his upcoming position vacancy and establish an ad hoc committee for the interview process, to enable the Council to make a selection at its January 3 regular meeting. He feels it would be advantageous for him to resign on December 31, allowing the Council to proceed without delay in naming his successor. Motion by Councilmember Priest to suspend rules to continue beyond 10 p.m.; second by Councilmember Tomlinson. Council member Tomlinson reported the Parks/Recreation Committee met this morning. The commission will soon be forwarding the master park plan to the committee for its comments. He called on Parks/Recreation Director Jenny Schroder to brief Council on the proposed plan. Ms. Schroder presented an artist's sketch of the proposed Celebration Park facilities and responded to a variety of questions from Councilmembers. Mayor Gates suggested a joint meeting of the Parks/Recreation and Finance/Economic Development Committees to discuss the proposed park plan might be beneficial. Councilmember Elder reminded everyone of the upcoming King County budget public hearing being hosted by Metro/King County Council member Pete von Reichbauer on November 17 at 7 p.m., here in Council Chambers. She announced the next meeting of the Public Safety/Human Services Committee is scheduled for December 8 at 7:30 a.m.. Mayor Gates requested the Land Use/Transportation Committee take a close look at the King County Conservation District's proposed fee of $2.00 per parcel. And, she would also like a directive from Council on the RT A proposed transit plan, which recommendation will be taken to SCA TBd by Councilmember Elder and Philip Keightley, and, in turn, a directive sent to RTA. Council member Elder reiterated she is only asking for a good sense of direction at this time, as citizens will vote for final plan approval. Motion by Councilmember Gintz to have the City Council enthusiastically embrace the concept of RT A, light rail and this plan, with strong endorsement for the City of Federal Way; second by Councilmember Stead. Property Acquisition/Pursuant to RCW 42.30.1l0(b) Mayor Gates recessed the regular meeting at 10:40 p.m., and announced a lO-minute executive session to discuss property acquisition, with no action anticipated at the conclusion. Mayor Gates adjourned the executive session at 10:50 p.m., reconvened the regular meeting and reported there is no action to be taken. XI.
