3rd Quarter Meeting
August 25, 2022 Minutes
2:30 to 4:00 pm
Committee and COWF Staff Attendance: Tom Dezuttey (Chair), Mark Sabol, Jeremy Benson,
Dave Heimer, John Hutton, and Emile Ancelet.
Call Meeting to Order
Meeting was called to order by Tom Dezutter on August 25th, 2022 at 2:30 pm.
Aquatic Vegetation Survey Update
• Emile will work with AquaTechnex to see if the report(s) could be more detailed with
actual costs.
• Only recommendation is for the white water lilly on the lake, but it is not very much.
• The only white water lilies on the lake are located in front of the apartments in a very
small area.
• Yellow Flag Iris has a little growth on the lake, but this requires permission to enter the
property to treat.
• There has been an algae bloom on the lake, but it isn’t very long (around a week or so).
Geese Management Review
• Contract for geese is up for renewal and Rebecca Kovar is currently renewing.
Summer Water Quality Monitoring Update
• Kevin Du is working on sampling and hasn’t found anything out of the normal yet.
• Kevin will be providing the information at the 4th Quarter Mtg.
• We sample 8 months out of the year.
LMD Assement / Collections Deliquency Report
• 15 accounts delinquent for a total of $5,145.
• Emile has the list of delinquent properties.
• Can this list of contact information for delinquent property owners be shared with the
LMD group?
o Emile will verify with legal.
• KC will be sending out notices to these delinquent property owners/individuals.
• Renewing the LMD – This process happens every 10 years and will be due again in 2023.
o Has to go for a vote and you need a 50 plus 1.
o Apartments have 1 vote.
o Margaret tries to tie this in with a summer BBQ so everyone is aware. Margaret
takes this on and it creates a better community around the lake.
o The LMD document needs to be renewed by the end of 3rd quarter 2023.

Pre-planning for the 2023 Renewal
• We can work on this at the 4th quarter meeting.
Comments / Questions
• Possible new purpose could be added to the LMD?
o Potentially doing a native plant give away to help increase habitat on the lake.
• Scheduling meeting in the future in advance is very helpful.
o Goal 2nd Tuesday of the 2nd month in each quarter.
