CALL MEETING TO ORDER
Mayor Gates opened the study session of the Federal Way City Council/State Legislative
Delegation at 7:30 a.m., in the Administration Conference Room, City Hall, Federal Way,
Washington.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Councilmember Hope
Elder.
State Legislators present: Representatives Maryann Mitchell, Tim Hickel.
City Staff present: Assistant City Manager Philip Keightley, Community Outreach/Policy
Planning Director Larry Springer, Community Development Services Director Greg Moore,
Management Assistant Dena Laurent, City Clerk Maureen Swaney (portion of the session),
Deputy City Clerk Chris Green (portion of session).
