MINUTES
1.
CALL MEETING TO ORDER
Mayor Gates opened the special session of the Federal Way City Council at 3:00 p.m., in
Council Chambers, City Hall, Federal Wày, Washington, for the purpose of the selecting and
appointing one of the candidates to Federal Way City Council Position No.7.
City Council present: Mayor Mary Gates, Deputy Mayor Phil Watkins, Coun~ilmembers Ray
Tomlinson, Ron Gintz, Skip Priest, Hope Elder.
City Staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, Deputy City Clerk
Chris Green.

PLEDGE OF ALLEGIANCE
Councilmember Tomlinson led the flag salute.
III.
INTERVIEW ALL CANDIDATES/City Council Position No.7
Motion by Deputy Mayor Watkins to suspend Section 22.4 of the City Council Rules of
Procedure for the purpose of authorizing the City Council to interview all of the applicants for
the Council vacancy and to provide that the finalists for the second set of interviews shall be
selected by the City Council based upon the information contained in each applicant's application
form, the results of the preliminary interviews and any prior experience with the applicants;
second by Councilmember Tomlinson. Motion passed as follows:

At the Mayor's request, Deputy City Clerk Chris Green, with the assistance of Associate Planner
Bill Kingman, conducted a lot drawing for the purpose of creating two Council interview panels.
Panel A consisted of Deputy Mayor Watkins and Councilmembers Tomlinson and Priest;

Panel B consisted of Mayor Gates and Councilmembers Elder and Gintz. Deputy Mayor
Watkins served as Chair of Panel A, conducting interviews in Council Chambers, while Mayor
Gates served as Chair of Panel B, conducting interviews in the administration conference
room/2nd floor. Attached hereto and marked as Exhibit" A" is the listing of all applicants with
their predrawn panel identified. Both panels presented an identical set of predetermined
questions to all candidates.
IV.
RECESS INTO EXECUTIVE SESSION
At the hour of 6:07 p.m., Mayor Gates reported the initial interview process had been
completed, announced the Council would recess into an executive session to evaluate candidate
qualifications pursuant to RCW 42.30.1l0(h), and announced the special session will reconvene
at 8:00 p.m., for the purpose of naming and interviewing final candidates.
V.
RECONVENE SPECIAL SESSION
At 8:00 p.m., Mayor Gates reconvened the special session and announced the following six
finalists (being in no particular order): Jay Khalid, Jack Dovey, Mark Freitas, Diana Noble-
Gulliford, Robert Munroe and Michael Park.
Mayor Gates announced each finalist will be allowed a total of fifteen minutes, during which
time they can present their credentials and answer two predetermined Council questions, which
will be followed by an informal miscellaneous question and answer period if time permits.
At the Mayor's request, Ms. Green conducted a lot drawing for the interview position of
finalists. Finalists, in the order drawn, were as follows: 1) Diana Noble-Gulliford; 2) Michael
Park; 3) Robert Munroe; 4) Mark Freitas; 5) Jay Khalid; 6) Jack Dovey. Councilmembers then
proceeded with the six final interviews.
Mayor Gates announced a brief recess at the hour of 9:05 p.m., and reconvened the special
session at 9: 10 p.m..
All final candidate interviews were completed at the hour of 9:40 p.m..
VI.
RECESS INTO EXECUTIVE SESSION
At 9:40 p.m., Mayor Gates announced the Council would recess into a 30-minute executive
session to evaluate candidate qualifications pursuant to RCW 42.30. 110(h); at 10:00 p.m., the
executive session was extended an additional fifteen minutes; at 10: 10 p.m., the executive
session was extended an additional fifteen minutes; at 10:25 p.m., the executive session was

extended an additional fifteen minutes; at 10:40 p.m., the executive session was extended an
additional fifteen minutes; and at the hour of 10:55 p.m., the executive session was extended
another fifteen minutes.
VII. RECONVENE SPECIAL SESSION
At 11:04 p.m., Mayor Gates announced adjournment of the executive session and reconvened
the special session.
Motion by Deputy Mayor Watkins to place the name of Jack Dovey into nomination for Federal
Way City Council Position No.7; second by Councilmember Priest. Followed by the Clerk's
role call vote, Mr. Dovey's nomination was approved as follows:

Mayor Gates offered her thanks to all participating candidates, and invited Jack Dovey to come
forward to be sworn into office by the Clerk. Following the swearing in ceremony, Mayor
Gates invited Councilmember Dovey to take his position at the dais with the other
Councilmembers.
VIII.
ADJOURNMENT
There being no further business to come before the Council, Mayor Gates adjourned the special
session of the Federal Way City Coun at the hour of 11:07 .m..

Applicants may remain in attendance throughout the entire interview session or leave following
their individual interview. Following the initial interviews, the Mayor and Council members will
recess into a "closed meeting" executive session for evaluation of applicant qualifications. All
applicants should return to the Council Chambers no later than 8:00 p.m., for the public
announcement of finalists and lot draw for order of finalist interviews.
