Right -of- Way Modification Request
Dear Mr. Kimura:
This letter responds to your request to modify required access standards for the proposed driveway on
Enchanted Parkway South (SR 161) for the above project. After evaluating the submitted Site Access
Analysis prepared by Jake Traffic Engineering, Inc., existing conditions along the referenced streets,
review of Federal Way Revised Code (FWRC) 19.135.290, and direction provided by the City Council,
the Public Works Department hereby approves your request for full access driveway onto Enchanted
Parkway (SR 161). Approval of this modification request is conditioned as follows:
The City will monitor traffic conditions (queuing, collisions, etc.) on Enchanted Parkway S
(SR 161) and shall reserve the right to limit access to right -in and right -out at such time deemed
necessary.
The City will limit access to right -in and right -out at such time Enchanted Parkway S (SR 161)
is reconstructed.
The City may limit access to right -in and right -out with any future development or
redevelopment that would utilize this driveway for access.
The conditions of this right-of-way modification will be applicable for a period of one year from the date
of this letter. If a building permit is not issued within the one-year time limit, this waiver will be void,
and a new request for modification must be submitted.

I am pleased to present this Site Access Analysis — Modification Request for the Enchanted
Parkway project in Federal Way, Washington. The project is to provide about 2,681 sf of
space with drive up service at 35500 Enchanted Parkway South. Access to the project is
proposed via an existing full access driveway (to be re -constructed to current criteria) on SR
— 161. The City identified the following in the Pre -Application Conference Summary prepared
for the project dated August 22, 2012.
Access Management (FWRC 19.135)
1. Access management standards are based on roadway safety and capacity requirements. FWRC
19.135.280 provides access standards for streets based on planned roadway cross -sections. Please
note that access classifications are per Drawing 3-1A in the Public Works Development Standards.
2. WAC 468-52-040 limits access on state highways to access spacing of 250 feet with only one access
per parcel. SR 161 is access class "2" where left -in access may be permitted every 330 feet and left -
out access is only permitted at signalized intersections (FWRC 19.135.280). Please show all
neighboring driveways within 330 feet of the proposed driveway(s). Access may be further restricted
if such access would interfere with the 951h percentile queue lengths from any existing traffic control
device.
3. Access on SR 161 would be limited to right -in and right -out only with future: road improvements. In
addition, the Washington Slate Department of ,rransportation (WSDOT) may modify access on the
east leg of S 356`h Strcest with the Triangle projecl. Staff rccommends working, with the adjacent
property (Chevron Gas Station) to pursue a joint access on SR 161.
4. The director may grant a modification administratively to reduce spacing standards by up to 20
Pei -cent of the tabular values with supporting documentation (FWRC 19.135.290). Once preliminary
traffic queuing analysis has been completed, the applicant's traffic engineer may submit a written
request for access modification if desired. Please note that these modification requests have a
nominal review fee.

5- For driveways that serve uses other than single-family residential uses and zero lot line townhouse
development, the maximum driveway width is 30 feet for a two-lane two-way driveway and 40 feet
for a three -lane two-way driveway (FWRC 19.135.270). Driveway widths may be increased in order
to provide adequate width for vehicles that may be reasonably expected to use the driveway, as
detennined by the Public Works Director.
SR - 161 is a 5 - lane Principal Arterial Street with a posted speed limit of 40 MPH. A center
two way left turn lane exists on the facility that facilitates left turning traffic. The City has
identified SR - 161 as a Class 2 facility that requires 330' of access spacing to allow left
turn traffic without a modification. WSDOT classifies SR - 161 as a Class - IV facility that is
less restrictive than the City's criteria. A WSDOT Class IV highway typically allows full turning
movement access and has a spacing requirement of 250 feet.
Federal Way Revised Code 19.135.290 provides a mechanism for the Director to provide
administrative modification based on Technical Traffic Analysis.
I have conducted a field review, obtained and collected traffic volume and accident data,
conducted operational/queuing calculations and prepared this site access analysis to
request that the City Director allow an access modification permit the Taco Time access full
traffic turning movements.

anticipated to occur later next year, presuming the permits are issued in a timely manner.

Modifications to the standards in FWRC 19.135.280 may be made as determined by the
public works director under the following procedures:

(1) The director may grant a modification administratively to reduce spacing
standards by up to 20 percent of the tabular values. Criteria are existing accident
rates and suspected low number of turning conflicts.
(2) A formal request for modification shall include documentation of topographical
constraints, or inability to secure alternative means of access through
easements, dedicated tracts, or roadways of lower classification, and granting the
modification will not appreciably reduce roadway safety and capacity.
(3) The director may condition modification requests to require that accesses be
closed, or further restricted, when alternative means of access become available
through development or redevelopment of other properties.

19.135.280 Separation of intersections and driveways.
(1) Access to arterials and collectors may be permitted consistent with the following
table. On state highways that are not designated as limited access, the minimum
spacing is 250 feet, or as shown in the following table, whichever is greater. Left -turn
and crossing movements through standing queues of traffic may be prohibited, as
determined by the public works director.

(b) Two-way left -turn lanes will be required if the street being accessed has a crash
rate over 10 crashes per million vehicle miles, and currently does not have a left -turn
lane.
(2) Driveways that serve any use other than detached dwelling units may not be
located closer than 150 feet to any street intersection or to any other driveway,
whether on or off the subject property. Driveways that serve only residential use may
not be located closer than 25 feet to any street intersection.
(3) There may be no more than one driveway for each 330 feet of lot frontage. The
city may further limit or prohibit access to or from driveways onto arterial streets.
(4) Separation distances shall be measured from centerline to centerline of
roadways and driveways.

MODIFICATION REQUEST
Taco Time proposes to use an existing driveway (to be re -constructed to current standards)
that was used in the past by a Nursery Facility. This driveway has good sight visibility to both
the north and south. The following are photographs taken at the existing access driveway:

Access Spacing
The existing access to serve the Taco Time facility is located about 360' south of the Lowe's
3/4 access driveway (LT in and RT in/out) and is located 280' north of the full access driveway
serving a Chevron Gas Station. The Taco Time access is aligned with the 16th Ave. S.

southbound cut-off off of SR - 161. The
access spacing is depicted in the Google
aerial shown to the right.
The City spacing requirement is 330' with
the Director allowed to provide a 20%
administrative reduction. Thus the
minimum spacing is 264' with a 20%
reduction. The WSDOT minimum spacing
is 250'.
Access to the Chevron Gas Station is the
nearest driveway that is 280' away; thus
the existing driveway to be used by Taco
Time has sufficient access spacing to
allow an Administrative reduction in
spacing.
Safety
The City provided 3-years (04.30.2008 to 04.30.2011) of accident data for SR - 161
between S. 356th St. to SR - 18 (S. 348th Street). Review of the data indicates one (maybe
2) incidents occurred between S. 356th and 352nd Streets during the 3-year time period
assessed. No incidents are noted to have occurred at either the Chevron or Lowe's access
driveways. The existing to serve the Taco Time is expected to operate consistent with these
other existing driveways that during the time period reviewed incurred no recorded accidents.
As a side note: The SR - 161/S. 352nd St. intersection had a spike in incidents (15) in 2009.
The incidents subsequently dropped in 2010 to six.
Traffic ❑ erations
JTE, Inc. conducted a trip generation study for Taco Time restaurants. The study showed that
Taco Time restaurants generate significantly less traffic than a typical Fast Food restaurant
with drive up service. The traffic data is summarized in Enchanted Way Taco Time
Independent Fee Calculation dated October 10, 2012. A copy of this report has been
submitted to the City. The building size has changed to 2,681 sf subsequent to this report
The City's Traffic Concurrence is based on the 2,681 sf facility and 34 net new PM peak hour
trips.
The proposed 2,681 sf Enchanted Way Taco Time is expected to generate 48 vehicular trips
including pass -by during the PM street peak hour at the driveway with 53 percent of the trips
entering and 47% exiting. Pass -by trips were determined at 29 percent.

The City Traffic Model (Synchro) file was provided by the City to use for analysis of the traffic
operations. This file is for 2012 prior to the recent completion of the WSDOT 1-5 - SR 161/SR
18 Triangle Improvements. This project added a direct ramp from SR - 18 to SR - 161
south of S. 356th Street. The new ramp is expected to reduce southbound traffic on SR -
161 between SR - 18 and the new off -ramp intersection located south of S. 352nd Street.
The City provided traffic volume counts conducted at SR - 161/SR - 18 and at SR - 161/S.
356th St. that were conducted subsequent to the completion of the WSDOT project. The data
indicates a modest reduction in the WB to SB left turn movement at the SR - 18/SR - 161
I/S as would be expected. The southbound through traffic on SR - 161 at S. 356th St. is
slightly greater. The interchange improvement is very recent and the anticipated traffic shift
is still not fully accounted for. Upon full realization of area motorists of the new ramp I would
anticipate a reduction in southbound traffic at S. 356th St. would occur from the baseline
2012 traffic data contained in the City provided Synchro Traffic Model.
I added the Taco Time driveway (no through traffic to S. 16th Street) to the City Traffic Model
to evaluate the operation. Taco Time traffic (48 total PM peak hour trips including pass by)
was assigned to the driveway assigning site traffic heavy to the left turn in and out movement
to ensure a conservative review. The LOS operation of the driveway is LOS 'B' with an
average delay of about 15 (14.6) seconds.
In addition to LOS the southbound traffic queuing due the S. 356th St. I/S signal and the
northbound queue from the S. 352nd St I/S operations were reviewed. There is only nominal
SB to WB left turn traffic at S. 356th St. thus no left turn traffic queue occurs in the two way
left turn lane at the site driveway. Southbound through traffic queues do extend past the
driveway during peak time periods on occasion. Egress site traffic is turning into an open
TWLTL and can then merge into the SB traffic stream.
The 50th percentile queue NB traffic
queues associated with the S. 352nd St.
signal operations is 115' with the analysis
indicating that the queuing may
occasionally extending to the proposed
driveway vicinity; see photo to the right.
The storage distance from the NB stop bar
at S. 352nd St. is about 800'. The effect
of the occasional NB queuing at the site
driveway is not significant.
JTE, Inc. conducted a Saturday 1200 - �'`.' 11`
1400 TMC at the S. 352nd St./SR - 161 I/S per City inquiry. During the Saturday peak hour
(1230 to 1330) 3,167 vehicles were counted using the intersection. The City weekday
PMPHT's usingthe intersection is noted to be greater, 3,243 vehicles. On Saturday there are
more vehicles using S. 352nd and a significant reduction in the southbound traffic volume
(weekday commuters).

The Saturday TMC data was input to the City traffic model. The northbound traffic queuing at
the I/S are greater than during the weekday PM peak hour with an average queue of 425'
being noted. My observations and the traffic model show occasional NB queues extendingto
the site driveway. Also during my observations large gaps in the NB traffic stream due to the
signal operation at S. 356th St/SR - 161 are provided. These gaps in conjunction with the
TWLTL significantly facilitate the ingress and egress site traffic.
SUMMARY, CONCLUSION AND RECOMMENDATION
The existing driveway to be used by Taco Time has 280' of spacing to the nearest driveway to
the south (Chevron) and 360' to the Lowe's driveway to the north. City spacing requirement
is 330' with the Director allowed to provide a 20% administrative reduction. Thus the
minimum spacing is 264' with a 20% reduction. The WSDOT minimum spacing is 250'.
Traffic safety review of SR - 161 between S. 352nd and 356th Streets identified 1 maybe 2
incidents in this road segment in the 3 year time period reviewed and good sight lines exist
at the proposed Taco Time driveway. My analysis of the proposed Taco Time driveway
shows that it would work at a very good LOS 'B'. Traffic queues due to the S. 356th and
352nd St. I/S signals with SR - 161 shows SB through traffic queues extending past the
proposed site driveway while little left turn queuing is noted. Northbound traffic queues due
to the S. 352Rd St I/S would infrequently extend to the site driveway during the weekday
peak. On a Saturday peak time the NB queues at the driveway would occur a bit more often
than during the weekday peak, but still are not frequent.
Based on my review of the existing driveway to be used by Taco Time the City should allow a
modification to allow full access movements.

Misc. Safety Related Comments
1. The applicant's engineer needs to submit a Vehicle Turning Diagram to the Public Works Traffic
Division. This diagram will show how the appropriate design vehicle (such as: Bars, Garbage Truck,
and WB-62) can enter, maneuver, and leave the site without encroaching onto opposing traffic lanes
or mounting a curb. The Site Plan should be modified accordingly.
2. Please verify that the proposed drive-thru storage length is adequate to meet the expected demand so
that traffic will not back up onto SR 161.
3. The application should be forwarded to King County METRO and Pierce Transit for any transit
requirements.
