IF THE UTILITY IS NOT A SUBSCRIBER OF THE UNDERGROUND LOCATION CENTER THEN THE CONTRACTOR SHALL GIVE INDIVIDUAL NOTICE TO THAT UTILITY. 4. THE CONTRACTOR SHALL TAKE REASONABLE PRECAUTIONS AND EXERCISE SOUND ENGINEERING AND CONSTRUCTION PRACTICES IN CONDUCTING THE WORK. THE CONTRACTOR SHALL PROTECT EXISTING PUBLIC AND PRIVATE UTILITIES FROM DAMAGE DURING CONSTRUCTION. IF EXISTING UTILITIES ARE DAMAGED, THE CONTRACTOR SHALL IMMEDIATELY NOTIFY THE OWNER AND THE ENGINEER. THE CONTRACTOR SHALL RESTORE THE UTILITY TO ITS EXISTING CONDITION.(WSDOT SECTION 1-07.17 APWA SUPPLEMENT). THE CONTRACTOR IS RESPONSIBLE FOR THE MEANS AND METHODS OF CONSTRUCTION FOR DESIGNS SHOWN ON THESE PLANS. 5. WHERE THE PLANS CALL FOR UTILITIES TO BE RELOCATED BY OTHERS, THE CONTRACTOR SHALL NOTIFY THE UTILITY COMPANY AND COORDINATE HIS WORK SO AS TO AVOID CONFLICTS. 6. ALL EXCAVATION, TRENCHING, SUBGRADE PREPARATION, FILL PLACEMENT AND COMPACTION AND ALL SOIL WORK IN GENERAL SHALL BE CONDUCTED IN COMPLIANCE WITH THE RECOMMENDATIONS OF THE PROJECT SOIL ENGINEER AND THE CURRENT GEOTECHNICAL ENGINEERING REPORT. 7. CONTRACTOR SHALL RESTORE CONCRETE WALKS, CURBS AND LANDSCAPE AREAS TO ORIGINAL CONDITIONS. GENERAL NOTES FOR GRADING 1. PUBLIC STREETS ARE TO BE KEPT CLEAR OF DIRT AND DEBRIS DURING EXCAVATION AND FILL OPERATIONS. 2. THE SITE SOILS ARE GENERALLY CONSIDERED MOISTURE SENSITIVE AND AS SUCH ARE SUSCEPTIBLE TO DISTURBANCE BY CONSTRUCTION EQUIPMENT, PARTICULARLY DURING PERIODS OF WET WEATHER. THE GRADING CONTRACTOR SHALL TAKE ALL PRECAUTIONS TO LIMIT SURFACE DISTURBANCE AND PROTECT THE SITE GRADING AREA FROM EXCESSIVE RUNOFF EROSION. 3. PRIOR TO ANY SITE CONSTRUCTION TO INCLUDE CLEARING/LOGGING OR GRADING THE SITE/LOT CLEARING LIMITS SHALL BE LOCATED AND FIELD IDENTIFIED BY THE PROJECT SURVEYOR/ENGINEER AS REQUIRED BY THESE PLANS. 4. AREAS TO RECEIVE FILL SHALL BE CLEARED OF ALL VEGETATION AND DELETERIOUS MATTER. 5. AREAS TO RECEIVE FILL SHALL BE PROOF ROLLED. ALL LOOSE AND SOFT AREAS SHALL BE REMOVED AND REPLACED WITH STRUCTURAL FILL- S. ALL FILL MATERIALS USED SHALL BE FREE OF VEGETATION AND DELETERIOUS MATTER AND SHALL NOT CONTAIN ROCKS GREATER THAN SIX INCHES IN DIAMETER. 7. STRUCTURAL FILLS SHALL BE PLACED IN 8" TO 10" THICK LOOSE HORIZONTAL LIFTS AND SPREAD UNIFORMLY, OR AS OTHERWISE DIRECTED BY THE SOILS ENGINEER. B. THE SURFACE OF ALL SLOPES SHALL BE COMPACTED. THIS MAY BE ACCOMPLISHED BY OVER -BUILDING THE SLOPES THEN CUTTING BACK TO FINAL GRADES, OR BY RUNNING THE COMPACTOR OVER THE SLOPE AS EACH FILL LIFT IS BEING PLACED. ALL SLOPES SHALL BE COMPACTED BY THE END OF EACH WORK DAY. 9. FIELD DENSITY TESTS WILL BE MADE BY A QUALIFIED SOILS ENGINEERING FIRM. DENSITY TESTS SHALL BE TAKEN AT OR JUST BELOW THE SURFACE AT THE FREQUENCY AND AT LOCATIONS DETERMINED BY THE SOILS ENGINEERING FIRM. WHEN THE TESTS INDICATE THAT THE DENSITY OF ANY LAYER OF FILL OR PORTION THEREOF IS BELOW THE SPECIFIED DENSITY, THE PARTICULAR SECTION SHALL BE REWORKED UNTIL THE REQUIRED DENSITY HAS BEEN OBTAINED. 10. STOCKPILES ARE TO BE LOCATED IN SAFE AREAS AND ADEQUATELY PROTECTED BY TEMPORARY SEEDING AND MULCHING. HYDROSEED PREFERRED. 11. THE TEMPORARY EROSION/SEDIMENTATION CONTROL FACILITY SHALL BE CONSTRUCTED PRIOR TO ANY GRADING OR EXTENSIVE LAND CLEARING IN ACCORDANCE WITH THE APPROVED TEMPORARY EROSION/SEDIMENTATION CONTROL PLAN. THE BOUNDARIES OF THE CLEARING LIMITS SHOWN ON THIS PLAN SHALL BE CLEARLY FLAGGED BY A CONTINUOUS LENGTH OF SURVEY TAPE (OR FENCING, IF REQUIRED) PRIOR TO CONSTRUCTION. DURING THE CONSTRUCTION PERIOD, NO DISTURBANCE BEYOND THE CLEARING LIMITS SHALL BE PERMITTED. THE TESC FACILITIES SHOWN ON THIS PLAN ARE THE MINIMUM REQUIREMENTS FOR ANTICIPATED SITE CONDITIONS. DURING THE CONSTRUCTION PERIOD, THESE TESC FACILITIES SHALL BE UPGRADED AS NEEDED FOR UNEXPECTED STORM EVENTS AND MODIFIED TO ACCOUNT FOR CHANGING SITE CONDITIONS (E.G. ANY AREAS OF EXPOSED SOILS, INCLUDING ROADWAY EMBANKMENTS, THAT WILL NOT BE DISTURBED FOR TWO DAYS DURING THE WET SEASON OR SEVEN DAYS DURING THE DRY SEASON SHALL BE IMMEDIATELY STABILIZED WITH THE APPROVED TESC METHODS (E.G., SEEDING, MULCHING, PLASTIC COVERING, CRUSHED ROCK). 7. ANY AREA NEEDING TESC MEASURES THAT DO NOT REQUIRE IMMEDIATE ATTENTION SHALL BE ADDRESSED WITHIN 15 DAYS. 8, THE TESC FACILITIES ON INACTIVE SITES SHALL BE INSPECTED AND MAINTAINED A MINIMUM OF ONCE A MONTH OR WITHIN 48 HOURS FOLLOWING A STORM EVENT. 9. AT NO TIME SHALL MORE THAN 1 FOOT OF SEDIMENT BE ALLOWED TO ACCUMULATE WITHIN A CATCH BASIN, SEDIMENT TRAP, OR SEDIMENT POND. ALL CATCH BASINS AND CONVEYANCE LINES SHALL BE CLEANED PRIOR TO PAVING. THE CLEANING OPERATION SHALL NOT FLUSH SEDIMENT -LADEN WATER INTO THE DOWNSTREAM SYSTEM. 10. STABILIZED CONSTRUCTIONTRANCE ENTRANCES ROADS SHALL BE INSTALLED AT THE B : NNING OF CONSTRUCTION AND MAINTAINED FOR THE DURATION OF THE PROJECT. ADDITIONAL MEASURES, SUCH AS WASH PADS, `AAY BE REQUIRED TO ENSURE THAT ALL PAVED AREAS ARE KEPT CLEAN FOR THE DURATION OF THE PROJECT. 11. NON-COMPLIANCE WITH THE EROSION CONTROL REQUIREMENTS, WATER QUALITY REQUIREMENTS AND CLEARING LIMITS VIOLATIONS MAY RESULT IN REVOCATION OF PROJECT PERMITS, PLAN APPROVAL AND BOND FORECLOSURES. 12. PRIOR TO ANY SITE WORK, THE CONTRACTOR SHALL CONTACT THE CITY/COUNTY DEPARTMENT OF PUBLIC WORKS TO SCHEDULE A PRECONSTRUCTION CONFERENCE. THIS IS TO INCLUDE THE FOLLOWING: 20% ANNUAL, PERENNIAL OR HYBRID RYE GRASS, 40% CREEPING RED FESCUE, 40% WHITE CLOVER. HYDROSEED REQUIRED. 3. FERTILIZER: SHALL BE APPLIED AT 400# PER ACRE OF 10-20-20 (10 POUNDS PER 1100 SQUARE FEET) OR EQUIVALENT. STORM DRAINAGE NOTES: 1. NO PART OF THE DRAINAGE SYSTEM SHALL BE COVERED, CONCEALED OR PUT INTO USE UNTIL IS HAS BEEN TESTED, INSPECTED, AND ACCEPTED BY THE CITY/COUNTY. 2. A PRECONSTRUCTION MEETING AND A 24-HOUR NOTICE SHALL BE REQUIRED PRIOR TO STARTING NEW CONSTRUCTION. IT IS THE CONTRACTOR'S RESPONSIBILITY TO ARRANGE THE PRECONSTRUCTION MEETING WITH ALL CONCERNED PARTIES AND TO OBTAIN ANY AND ALL REQUIRED PERMITS FROM CITY/COUNTY AND OTHER AGENCIES PRIOR TO STARTING CONSTRUCTION. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO NOTIFY THE CITY/COUNTY CONSTRUCTION INSPECTOR A MINIMUM OF 24 HOURS IN ADVANCE OF BACKFILLING ALL CONSTRUCTION. 3. THE CONTRACTOR MUST HAVE A SET OF PLANS, APPROVED BY THE CITY/COUNTY, ON -SITE AT ALL TIMES DURING THE COURSE OF PROJECT CONSTRUCTION. 4. BEFORE ANY CONSTRUCTION MAY OCCUR, THE CONTRACTOR SHALL HAVE PLANS WHICH HAVE BEEN SIGNED AND APPROVED BY THE CITY/COUNTY PUBLIC WORKS DEPARTMENT, OBTAINED ALL CITY, COUNTY, STATE, FEDERAL AND OTHER REQUIRED PERMITS, AND SHALL HAVE POSTED ALL REQUIRED BONDS AND HAULING TRUSTS. STORM DRAINAGE NOTES (CONTINUED): 5. MINIMUM COVER OVER STORM DRAINAGE PIPES AND FACILITIES SHALL BE 2 FEET, UNLESS OTHERWISE SHOWN AND APPROVED. 6. THE CONTRACTOR SHALL CALL AND NOTIFY DIAL -A -DIG AT 1-800- 424-5555 A MINIMUM OF 2 DAYS BEFORE DIGGING OR GRADING OPERATIONS OCCUR. 10, THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE VERIFICATION OF EXISTING UTILITY LOCATIONS WHETHER OR NOT THESE UTILITIES ARE SHOWN ON THE PLANS. THE CONTRACTOR SHALL EXERCISE ALL CARE TO AVOID DAMAGE TO ANY UTILITY. IF CONFLICTS WITH EXISTING UTILITIES ARISE DURING CONSTRUCTION, THE CONTRACTOR SHALL NOTIFY THE CITY/COUNTY CONSTRUCTION INSPECTOR AND ANY CHANGES REQUIRED SHALL BE APPROVED BY THE CITY/COUNTY ENGINEER PRIOR TO COMMENCEMENT OF RELATED CONSTRUCTION ON THE PROJECT. 11. ALL STORM DRAINAGE MAIN EXTENSIONS WITHIN THE PUBLIC RIGHT-OF-WAY OR IN EASEMENTS MUST BE STAKED FOR LINE AND GRADE PRIOR TO STARTING CONSTRUCTION. 13. BEFORE THE CITY/COUNTY ACCEPTS STORM DRAINAGE IMPROVEMENTS, THE CONTRACTOR SHALL SUPPLY THE CONSTRUCTION INSPECTOR WITH PHOTOSTATIC MYLAR AS-BUILTS, OF THE STORM DRAINAGE SYSTEM BEARING THE STAMP AND SIGNATURE OF A REGISTERED PROFESSIONAL ENGINEER OR LAND SURVEYOR. IF THE PLANS WERE GENERATED USING CADD, THE CONTRACTOR SHALL SUPPLY A FLOPPY DISK OF THE CONSTRUCTION PLANS IN ADDITION TO THE MYLAR AS-BUILTS. THE CONSTRUCTION INSPECTOR MUST REVIEW AND APPROVE ALL AS-BUILTS. THE CONTRACTOR SHALL MAKE ALL CHANGES TO THE AS-BUILTS AS DIRECTED BY THE CONSTRUCTION INSPECTOR BEFORE THE CITY/COUNTY WILL APPROVE AND ACCEPT THE AS-BUILTS. 14. ALL STORM DRAINAGE IMPROVEMENTS SHALL BE DESIGNED AND CONSTRUCTED IN ACCORDANCE WITH THE LATEST EDITION OF THE CITY/COUNTY DESIGN AND CONSTRUCTION STANDARDS AND SPECIFICATIONS AND THE STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION PREPARED BY WSDOT AND THE AMERICAN PUBLIC WORKS ASSOCIATION (APWA). 15. THE STORM DRAINAGE SYSTEM SHALL BE CONSTRUCTED ACCORDING TO THE APPROVED PLANS, WHICH ARE ON FILE WITH THE CITY/ COUNTY. ANY DEVIATION FROM THE APPROVED PLANS WILL REQUIRED WRITTEN APPROVAL FROM THE CITY/COUNTY DEPARTMENT OF PUBLIC WORKS. 16. ALL PIPE AND APPURTENANCES SHALL BE LAID ON A PROPERLY PREPARED FOUNDATION IN ACCORDANCE WITH SECTION 7-02.3(1) OF THE CURRENT STATE OF WASHINGTON STANDARD SPECIFICATION FOR ROAD AND BRIDGE CONSTRUCTION. THIS SHALL INCLUDE NECESSARY LEVELING OF THE TRENCH BOTTOM OR THE TOP OF THE FOUNDATION MATERIAL AS WELL AS PLACEMENT AND COMPACTION OF REQUIRED BEDDING MATERIAL TO UNIFORM GRADE SO THAT THE ENTIRE LENGTH OF THE PIPE WILL BE SUPPORTED ON A UNIFORMLY DENSE UNYIELDING BASE. ALL PIPE BEDDING SHALL BE APWA CLASS "C," WITH THE EXCEPTION OF PVC AND CPEP PIPE. ALL TRENCH BACKFILL SHALL BE COMPACTED TO MINIMUM 95% FOR PAVEMENT AND STRUCTURAL FILL AND 90% OTHERWISE PER ASTM D-1557-70. PEA GRAVEL BEDDING SHALL BE PLACE 6" OVER AND UNDER PVC AND CPEP PIPE. 17. OPEN CUT ROAD CROSSINGS THROUGH EXISTING PUBLIC RIGHT-OF- WAY WILL NOT BE ALLOWED UNLESS SPECIFICALLY APPROVED BY THE CITY/COUNTY. 18. ALL BUILDING DOWNSPOUTS AND FOOTING DRAINS SHALL BE CONNECTED TO THE STORM DRAINAGE SYSTEM, UNLESS APPROVED BY THE DEPARTMENT OF PUBLIC WORKS. 19, ISSUANCE OF THE BUILDING OR CONSTRUCTION PERMIT BY THE CITY/COUNTY DOES NOT RELIEVE THE OWNER OF THE CONTINUING LEGAL OBLIGATION AND/OR LIABILITY CONNECTED WITH STORM SURFACE WATER DISPOSITION. C1 General Notes Although final materials, finishes, and colors have yet to be selected, preliminary estimates are for a pre-engineered steel building with a cut block skirting. The roof will most likely be Tahoe Blue, and the siding Malibu White (please refer to accompanying color chart from HCI Steel Building Systems, Inc.). A pre-engineered steel building system was selected by Midway Samoan Assembly of God as their most cost effective, low maintenance solution to their need for a multiple purpose assembly space. At this time, a commercial dumpster is not anticipated. However, the garbage/recycling facility (even bins), will be screened by a 6'-0" high cedar, alternating vertical 1"x6" slat, fence with 4"x4" posts, and 2"x4" runners. The enclosure will be approximately 8'-0" long and 6'-0" wide, with a 6'-0" swinging gate. It will be located at the SE corner of the proposed parking loft. Any HVAC components will be ground mounted and screened by appropriate landscaping. As a pre-engineered facility, the building and all the sub- systems have been designed to meet current IBC, ADA, and City of Federal Way design guidelines. Additionally, present plans specify a general clean-up of the site, and restoration 'of the grassed wetland and buffer. The mounds of debris, the concrete pad, the graveled areas, and all other intrusions in the wetland and buffer will be removed, and the ground re- seeded.
