Proposal: The Transportation Improvement Plan (TIP) is a state mandated six -year plan for
transportation projects to be developed by local jurisdictions and is required to be
updated annually. It is intended to assure interagency coordination, identification of
needs for federal and state funding, and provide data to metropolitan planning
organizations to meet federal air quality standards and financial feasibility.

The lead agency for this proposal has determined that it does not have a probable significant adverse
impact on the environment, and an environmental impact statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made after review of a completed environmental checklist, Federal
Way Comprehensive Plan, and other municipal policies, plans, rules, and regulations designated as a basis
for exercise of substantive authority under the State Environmental Policy Act pursuant to RCW 43.21C.
This information is available to the public on request.
Further information regarding this action is available to the public upon request from the Department of
Community Development. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on
this proposal for 14 days from the date below. Comments must be submitted by 5:00 p.m. on May 17, 2019.
Unless modified by the city, this determination will become final following the above comment deadline.
Any person aggrieved of the city's final determination may file an appeal. Anyone may appeal this
determination to the Federal Way City CIerk (City of Federal Way, 33325 8`h Avenue South, WA 98003),
no later than 5:00 p.m. on June 7, 2019, by a written letter stating the reason for the appeal of the
determination. You should be prepared to make specific factual objections.

SEPA ENVIRONMENTAL CHECKLIST
Purpose of Checklist
Governmental agencies use this checklist to help determine whether the environmental impacts of your
proposal are significant. This information is also helpful to determine if available avoidance, minimization
or compensatory mitigation measures will address the probable significant impacts or if an environmental
impact statement will be prepared to further analyze the proposal.
Instructions for Applicants
This environmental checklist asks you to describe some basic information about your proposal. Please
answer each question accurately and carefully, to the best of your ktzowledge. You may need to consult with
an agency specialist or private consultant for some ques#ions. You may use "not applicable" or "does not
apply" only whejz you can explain why it does not apply and. not when the answer is unknown. You may also
attach or incorporate by reference additional studies reports. Complete and accurate answers to these
questions often avoid delays with the SEPA process as well as Iater in the decision -making process.
The checklist questions apply to all parts ofyour proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your proposal
ar its environmental effects. Tine agency to which you submit this checklist may ask you to explain your
answers or provide additional information reasonably related to determining if there may be significant
adverse impact.
Instructions for Lead Agencies

8. List any environmental information you know about that has been prepared, or will be prepared,
directly related to this proposal.
Projects are selected for inclusion in the TIP, based on the following process:
1. Land use data for the forecast new development from Puget Sound Regional Council
were input to the City's travel demand model to develop traffic volume forecasts;
2. Projects and their costs were identified to address capacity and safety deficiencies in
2020, 2025, and 2040. These projects were prioritized based on criteria adopted in
the Comprehensive Plan.
3. Non -motorized projects were identified in the Bicycle and Pedestrian Master Plan,
adopted in 2012, and prioritized using criteria developed in that plan.
Each project contained in the TIP will be required to undergo an independent SEPA analysis,
unless an individual project is determined to be exempt from SEPA.
9. Do you know whether applications are pending for governmental approvals of other proposals directly
affecting the property covered by your proposal? If yes, explain.
Yes, the City will forward its approved TIP to WSDOT, PSRC, King County, Pierce County,
and the cities of Tacoma, Fife, Milton, Pacific, Algona, Auburn, Kent, and Des Moines; to
coordinate any future joint projects.
10. List any government approvals or permits that will be needed for your proposal, if known.
The Federal Way City Council is required to adopt a TIP after holding a public hearing on the
subject annually. The adopted TIP is reviewed by adjacent road authorities to provide
coordination. PSRC is required to conduct air quality conformity analyses on all adopted TIP's
as a condition of receiving federal funds in the Puget Sound region.
11. Give brief, complete description of your proposal, including the proposed uses and the size of the

The Transportation Improvement Plan (TIP) is a state -mandated six -year plan for
transportation projects to be developed by each transportation agency. It is intended to assure
interagency coordination, identification of needs for state and federal funding, and provide data
to metropolitan planning organizations to meet federal requirements for air quality conformity
and financial feasibility. The attached table provides brief descriptions of each project.

Proposal: The Transportation Improvement Plan (TIP) is a state mandated six -year plan for
transportation projects to be developed by local jurisdictions and is required to be
updated annually. It is intended to assure interagency coordination, identification of
needs for federal and state funding, and provide data to metropolitan planning
organizations to meet federal air quality standards and financial feasibility.

The lead agency for this proposal has determined that it does not have a probable significant adverse
impact on the environment, and an environmental impact statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made after review of a completed environmental checklist, Federal
Way Comprehensive Plan, and other municipal policies, plans, rules, and regulations designated as a basis
for exercise of substantive authority under the State Environmental Policy Act pursuant to RCW 43.21 C.
This information is available to the public on request.
Further information regarding this action is available to the public upon request from the Department of
Community Development. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on
this proposal for 14 days from the date below. Comments must be submitted by 5:00 p.m. on May 17, 2019.
Unless modified by the city, this determination will become final following the above comment deadline.
Any person aggrieved of the city's final determination may file an appeal. Anyone may appeal this
determination to the Federal Way City Clerk (address below), no later than 5:00 p.m. on June 7, 2019, by
a written letter stating the reason for the appeal of the determination. You should be prepared to make
specific factual objections.
