The city and jurisdictional agencies have reviewed the environmental checklist submitted with the 21" Avenue SW
at 336th Street Intersection Improvement Project Engineering (EN) application. It has been determined that the
proposal will not have a probable significant adverse impact on the environment. As a result, an Environmental
Impact Statement (EIS) is not required to comply with the State Environmental Policy Act (SEPA), A copy of the
Determination of Nonsignificance (DNS) is enclosed.
The Optional DNS Process was used to review this proposal. The 14-day comment period required by SEPA Rules
ran concurrently with the public comment period associated with the notice of land use application, which began on
July 20, 2012, and ended August 6, 2012. The city received no written comments regarding the EN application or
environmental checklist. Pursuant to Washington Administrative Code (WAC) 197-11-355, a second comment
period is not required upon issuance of the DNS.
The enclosed DNS was issued on August 21, 2012. The city will provide a copy of the DNS to the Department of
Ecology, agencies with jurisdiction, Puyallup and Muckleshoot tribes, and any other party requesting a copy. All
final determinations may be appealed within 14 days following the issuance of the DNS. No licenses, permits, or
approvals will be issued until completion of the appeal period, which ends September 4, 2012.
The decision not to require an EIS does not grant the license, permit, or approval you are seeking from the city. The
environmental record is considered by the decision maker(s) and conditions will be imposed to reduce identified
environmental impacts, as long as the conditions are based on adopted and designated city policy.
After a final decision has been made on your proposal you may, but are not required to, publish allotice of Action as
permitted in RCW 43.21C.075. The Notice of Action sets forth a time period after which no legal challenges regarding
the proposal's compliance with SEPA can be made. The city is not responsible for publishing the Notice of Action.

The Responsible Official of the City of Federal Way hereby makes the following decision based upon
impacts identified in the environmental checklist, Federal Way Comprehensive Plan, and other policies,
plans, rules, and regulations designated as a basis for exercise of substantive authority under the
Washington State Environmental Policy Act Rules pursuant to RCW 43.31 C.060.
The lead agency for this proposal has determined that it does not have probable significant adverse impact
on the environment and an Environmental Impact Statement (EIS) is not required under RCW
43.2 1 C.032(2)(c). This decision was made after review of a completed environmental checklist and other
information on file with the lead agency. This information is available to the public on request.
This DNS is issued after using the optional DNS process in WAC 197-11-355. No written comments were
received in response to the 14 day comment period that ended August 6, 2012. There is no further
comment period on the DNS.
This decision may be appealed by filing a written appeal within 14 days of issuance. Details of the appeal
procedures may be obtained at the Department of Community and Economic Development.

ENVIRONMENTAL CHECKLIST
PURPOSE OF CHECKLIST
The State Environmental Policy Act (SEPA), RCW Chapter 43.21 C, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An environmental impact
statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of
the environment. The purpose of this checklist is to provide information to help you and the agency identify
impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help
the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your proposal
are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise
information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you
should be able to answer the questions from your own observations or project plans without the need to hire

The purpose of the project is to increase the capacity and safety of the intersection at 21st
Avenue SW and SW 336th Street. This proposed project includes roadway improvements along
21 st Avenue SW from SW 334th Street to SW 338th Street, SW 336th Street from 21 st Avenue
SW to 26th Place SW, and SW Campus Drive from 21st Avenue SW to 19th Avenue SW. The
proposed project would result in the widening (to the north) of SW 336th Street to provide dual
left -turn lanes eastbound and westbound as well as a westbound right -turn lane. In addition, a
new traffic signal will be installed approximately 800 feet west of the 21 st Avenue SW/SW 336th
Street intersection to allow for left turn access into adjacent businesses and the signal will also
allow a controlled pedestrian crossing. The traffic signal at 21st Avenue SW and SW 336th
Street will be replaced. This project will also include access control along both 21st Avenue SW
and SW 336th Street by installing a median to prevent left hand turns. Associated work will
include signal modifications, utility relocation/adjustment, storm drain system improvements,
paving, curb, gutter, sidewalk, street lighting, signing, channelization and landscaping.
The proposed project also installs new conduit for a new traffic signal interconnect. The
conduit will be installed beyond the roadway improvement limits described above,
extending to 10th Avenue SW along SW Campus Drive and to SW 344th Street along 21st
Avenue SW.
Proposed Improvements for the 21st Avenue SW at SW 336th Street / SW Campus Drive
intersection include the following:
• Roadway widening as required to provide dual left turn lanes.
• Installation of curb, gutter and sidewalk primarily along the north side of the roadway.
• Installation of raised center median curbing midblock to control access.
• Upgraded stormwater collection, treatment and detention facilities.
• Upgrades to existing roadway illumination systems
• Replacement of existing signal at 21 st Avenue SW and SW 336th Street
New traffic signals at the 2400 block of SW 336th Street.
• Installation of conduit to allow for future fiber interconnect and other ITS elements
connecting the project's traffic signals to existing fiber at the intersection of 9th Avenue S
and S 348th Street
• Potential use of Low Impact Development techniques for stormwater management
including pervious materials for sidewalks.
• Potential use of light emitting diode (LED) traffic signals in the new and replacement signals
to conserve electricity.
12. Location of the proposal. Give sufficient information for a person to understand the precise location of
your proposed project, including a street address if any, and section, township, and range if known. If a
proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal
description, site plan, vicinity map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate maps or detailed plans
submitted with any permit applications related to this checklist.
The proposed project is located within the City of Federal Way, King County Washington
(Section 13, Township 21 North, Range 3E). The limits of the proposed project extend
along 21 st Avenue SW from SW 334th Street to SW 338th Street and along SW 336th
Street/SW Campus Drive from 26th Place SW to 9th Avenue S. Refer to Figure 1 (Vicinity
Map) for the location of the proposed project.

B. ENVIRONMENTAL ELEMENTS
EARTH
a. General description of the site (circle one): Flat, rolling, hilly, steep slopes, mountainous, other.
Flat. The project area is generally flat with some grades along SW Campus Drive.
b. What is the steepest slope on the site (approximate percent slope)?
There are no steep slopes within the project area. The steepest slopes within the
project alignment are along SW Campus Street, between 21 st Avenue SW and
10th Avenue SW and are about 2-percent.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, mulch)? If
you know the classification of agricultural soils, specify them and note any prime farmland.
The project area consists primarily of impervious surfaces (i.e. roadways, parking lots,
driveways).
The City of Federal Way Regional Soils maps indicate that the soils along SW 336th
Street/SW Campus Drive as Alderwood gravelly sandy loam soils and along 21"` Avenue
SW as Arents Alderwood Material.
d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe.
City of Federal Way Critical Areas maps indicate no presence of seismic,
landslide or erosion hazard areas within the project location.
e. Describe the purpose, type, and approximate quantities of.any filling or grading proposed. Indicate
source of fill.
About 3,000 cubic yards of excavation is proposed for road widening construction.
Commercial driveways will be reconfigured and graded to match existing parking lots to
match new roadway widths. Fill placement is not proposed.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
Any soils exposed during construction are subject to erosion. Erosion could also occur if
any of the excavated soil is stockpiled.
g. About what percent of the site will be covered with impervious surfaces after project construction
(for example, asphalt or buildings)?
Currently over 95-percent of the project area is comprised of impervious surfaces and
the proposed project results in a minor increase of impervious surfaces due to roadway
widening which removes some landscaped areas.
The City is considering the use of pervious surface material for the sidewalks as part of
the proposed project improvements to minimize the amount of impervious surface
created.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any.
During construction, standard best management practices (BMPs), including, but not
limited to, inlet protection, street sweeping, water bypass, and temporary cover
measures, will be used to control erosion. A stormwater pollution prevention plan
(SWPPP) will be developed for the proposed project as well as temporary erosion and
sediment control plans.
No measures would be required during operation.

2. AIR
a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors,
industrial wood smoke, etc.) during construction and when the project is completed? If any,
generally describe and give approximate quantifies if known.
During construction, the use of construction equipment will generate temporary dust
related to excavation and grading operations. Construction activities will require diesel
and gasoline powered construction equipment that would emit byproducts from
combustion.
During operation, there are no impacts associated with any increases in emissions.
Currently the intersection of 21st Avenue SW & SW 336th Street is operating near
capacity with substantial vehicle queuing back-ups and in the future these conditions are
expected to worsen with the intersection operating over -capacity. The project is located
within a carbon monoxide (CO) maintenance area, and Washington State Department of
Transportation (WSDOT) guidelines state that any project within a CO maintenance area
that changes traffic flow, increases capacity, adds lanes, or adds signals requires a
quantitative CO project -level analysis. In order to complete this analysis, each
intersection in the project area with a proposed change was screened to identify which
intersections have overall Level of Service (LOS) D, E, or F and a traffic signal.
Environmental Protection Agency guidance states that intersections with a level of
service (LOS) of A, B, or C are not likely to cause an exceedance of the National Ambient
Air Quality Standards (NAAQS).
Based upon these criteria, the only intersection to meet the requirements for modeling
was the 21 st Avenue SW & SW 336th Street/SW Campus Drive intersection. The
Washington State Intersection Screening Tool (WASIST) was used to model both the 1-
hr CO and 8-hr CO concentrations. The results of the WASIST modeling are provided in
Table 1. Since all values were below the NAAQS for 1-hour CO and 8-hour CO, the
proposed project is not expected to cause or contribute to the exceedance of the NAAQS.

3. WATER
a. Surface
1) Is there any surface water body on or in the immediate vicinity of the site (including year-
round and seasonal streams, saltwater, lakes, ponds, and wetlands)? If yes, describe type and
provide names. If appropriate, state what stream or river it flows into.
There are no surface water bodies located within the project area.
There are two stormwater ponds, which are maintained by the City of Federal Way
located in the western portion of the project area. Both ponds are located near 25th
Place SW with one of the ponds north of SW 336th Street and the other south of
SW 336th Street.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the described
waters? If yes, please describe and attach available plans.
No. There are no surface water bodies that would be impacted. Construction
activities would be within 200 feet of the stormwater ponds, but the ponds are not

considered either surface water bodies or critical areas per Title 15, Shoreline
Management, of the City of Federal Way code.
3) Estimate the amount of fill and dredge material that would be placed in or removed from

4) Will the proposal require surface water withdrawals or diversions? Give general description,

systems, the number of houses to be served (if applicable), or the number of animals or
humans the system(s) are expected to serve.
No waste material would be discharged into the ground from any source.
C. Water Runoff (including stormwater)
1) Describe the source of runoff (including stormwater) and method of collection and disposal,
if any (include quantities, if known). Where will this water flow? Will this water flow into
other waters? If so, describe.
Stormwater runoff from the project site would be generated from the roadway and
sidewalk areas. The runoff on SW 336th Street west of the 21 st Avenue SW
intersection drains west and will be collected and discharged to an existing
stormwater pond (part of the regional stormwater system). Flow control and water
quality treatment will be provided in the two stormwater ponds referenced in section
3.a.1 before runoff is discharge to Puget Sound.
Stormwater runoff from within the intersection of 21 st Avenue SW and the portion
of SW 336th Street east of 21st Avenue SW, will be collected and treated before
being discharged to existing stormdrains draining to the Panther Lake infiltration
facility.
The City is considering the use of impervious surface materials for sidewalks„
which would also work to minimize the amount of surface runoff.
2) Could waste materials enter ground or surface waters? If so, generally describe.
No waste materials would enter ground or surface water.

A SWPPP will be prepared prior to construction and a temporary erosion control plan
using best management practices (BMPs) will also be prepared and used to control
runoff during construction.
During operation the existing stormwater system will be used to control surface runoff.

strip between the sidewalk and curb, and shrubs at back of sidewalks. New street trees
(same species as existing) will be planted along the new widened curb line.
c. List threatened or endangered species known to be on or near the site.
None.
d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on
the site, if any.
Along north side of SW 336th Street (west of 21st Avenue SW), landscaping between
the back of sidewalk and the parking lot will be removed for the roadway widening.
Street trees (in tree pits with tree grates) will be planted along the new sidewalk. The
tree species will be consistent with the existing trees being removed.

6. ENERGY AND NATURAL RESOURCES

project's energy needs? Describe whether it will be used for heating, manufacturing, etc.
Operation of the completed project will require electricity for the operation of the signals.
The amount of electricity required for the new signal will not require any new sources of
energy.
b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally
describe.
No.
c. What kinds of energy conservation features are included in the plans of this proposal? List other
proposed measures to reduce or control energy impacts, if any.
The replacement of the existing signal at 21 st Avenue SW and SW 336th Street and the
new traffic signals at the 2400 block of SW 336th Street would all be equipped with LED
traffic signals. LED street lighting will also be used. LED traffic signals and lighting have
a lower power consumption compared to traditional traffic signals and lighting and also
have a longer life which also reduces maintenance costs.
ENVIRONMENTAL HEALTH
a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and
explosion, spill, or hazardous waste that could occur as a result of this proposal? If so, describe.
During construction, there is potential for leaking fuel from construction equipment which
could result in small petroleum spills if not detected.
During operation, no health hazard impacts are anticipated.
1) Describe special emergency services that might be required.
None would be required; the local emergency services would be adequate.
2) Proposed measures to reduce or control environmental health hazards, if any.
Construction equipment would be maintained in good working order, spills would
be cleaned up immediately and emergency preparedness equipment, such as fire
extinguishers would be on site at all times.
b. Noise
1) What types of noise exist in the area that may affect your project (for example: traffic,
equipment operation, other)?
Existing noise is from existing traffic volumes, which would not affect this project.
2) What types and levels of noise would be created by or associated with the project on a short-
term or long-term basis (for example: traffic, construction operation, other)? Indicate what
hours noise would come from the site.
During construction, construction activities and equipment could add to the existing
noise levels and construction activities would only occur between the hours of 7:00
a.m. to 8:00 p.m. on weekdays. Any weekend construction would occur between
the hours of 9:00 a.m. and 8:00 p.m, if required. If any nighttime construction is
required a noise variance will be obtained from the City of Federal Way.
Operation does not result in any long-term changes in noise levels.

restaurants, and gas stations. There are multi -family developments adjacent to the
commercial areas.
Saghalie Middle School is located on the south side of SW 336th Street, east of 19th
Avenue SW and Saghalie Park is located south of SW Campus Drive and 10th Avenue
SW. See Figure 1 for the location of the school and park.
b. Has the site been used for agriculture? If so, describe.
No.
c. Describe any structures on the site.
There are no structures associated with the area where the proposed project
improvements will occur. There are commercial and multi -family buildings adjacent to
the project improvements, but these are not impacted by the proposed project.
d. Will any structures be demolished? If so, what?
No.
e. What is the current zoning classification of the site?
City of Federal Way zoning for the project area is zoned Neighborhood Business, Multi -
Family, and Single-family.
f. What is the current comprehensive plan designation of the site?
The City of Federal Way Comprehensive Plan designation for the project area is
Neighborhood Commercial, Multifamily Residential, Single-family, and Park.

14. TRANSPORTATION
a. Identify public streets and highways serving the site, and describe proposed access to the existing
street system. Show on site plans, if any.
The project is located along two major arterials; SW 336th Street/SW Campus Drive and
21 st Avenue SW; the project can be accessed by either of these roadways. Refer to
Figure 1 for the location of the roadways in the project area.
b. Is the site currently served by public transit? If not, what is the approximate distance to the nearest
transit stop?
The nearest King County Metro bus stop is located about 175 feet west of the
intersection of SW 336th St and 21 st Avenue SW. Construction activities may require
the temporary closure of the transit location; however, a temporary stop will be
implemented to ensure transit service to the project area is maintained. Coordination
with King County Metro will occur prior to construction.
In addition, there are other transit stops accessible along SW 336th Street and 21 st
Avenue SW and a park and ride located on the east side of 21st Avenue SW, south of
SW 342nd Street, about 1/3 of a mile south of SW 336th Street.
c. How many parking spaces would the completed project have? How many would the project
eliminate?
None.
d. Will the proposal require any new roads or streets, or improvements to existing roads or streets, not
including driveways? If so, generally describe (indicate whether public or private).
The proposed project does not require any new roads. The proposed project improves
capacity and safety on the existing public roadways in the project area.
e. Will the project use (or occur in the immediate vicinity of) water, rail, or air transportation? If so,
generally describe.
No.
f. How many vehicular trips per day would be generated by the completed project? If known,
indicate when peak volumes would occur.
The project does not result in any new vehicular trips. The project modifies existing
roadways changing existing vehicle movements with the project improvements and
would result in improved vehicle capacity within the project alignment.
g. Proposed measures to reduce or control transportation impacts, if any.

A Traffic Management Plan would be developed and implemented prior to construction

No. The proposed project improves capacity and safety on the existing roadways. The raised
center median constructed will be mountable allowing emergency vehicles to cross as

Description: Applicant proposes improvements to the intersection of 21" Avenue SW and SW 336'h
Street. The intent of this project is to increase the capacity and safety of the intersection. The proposed
project includes roadway improvements along 21' Avenue. SW from SW 330 Street to SW 338' Street;

Name: 21st Avenue SW at 336th Street Intersec-
tion Improvement Project
Description: Applicant proposes improvements to
the intersection of 21st Avenue SW and SW 336th
Street. The intent of this project is to increase the
capacity and safety of the intersection. The pro-
posed project includes roadway improvements
along 21st Avenue SW from SW 334th Street to
SW 338th Street; along SW 336th Street from 21st
Avenue SW to 26th Place SW; and along SW Cam-
pus Drive from 21st Avenue SW to 19th Avenue
SW. The project includes: roadway widening for
dual left turn lanes; installation of curb, gutter, and
sidewalk; installation of raised center median curb-
ing midblock to control access; upgraded storm -
water facilities; illumination upgrades; replacement
signal at 21st Avenue SW/SW 336th Street; new
signal at 2400 block of SW 336th Street; installa-
tion of conduit to allow for future fiber interconnect
and other ITS elements; potential use of Low Im-
pact Development techniques for stormwater man-
agement; and potential use of LED traffic signals.

installation of curb, gutter, and sidewalk; installation.of raised center median curbing midblock to control
access; upgraded stormwater facilities; illumination upgrades; replacement signal at 21" Avenue SW/SW
33e Street; new signal at 2400 block of SW 336`h Street; installation of conduit to allow for future fiber
interconnect and other ITS elements; potential use of Low Impact Development techniques for
stormwater management; and potential use of LED traffic signals.
